It is with immense pride that Biliran Province State University welcomes Hon. Jude A. Acidre—an esteemed public servant, visionary lawmaker, and relentless advocate for accessible education—as our Commencement Speaker. This morning, May 28, 2026, it is our distinct privilege to have him impart his wisdom to our graduating class during the 48th Commencement Exercises of BiPSU.
Currently serving as the Representative of the Tingog Party-List in the 20th Congress of the Philippines, Hon. Acidre holds the vital position of Deputy Majority Leader. His leadership in shaping the nation's academic future is further demonstrated by his critical role as the Chairperson of the House Committee on Higher and Technical Education.
A proud son of Eastern Visayas, he began his academic journey with a Bachelor of Arts in Social Sciences, majoring in Political Science, from the University of the Philippines Visayas—Tacloban College. His strong academic grounding laid the foundation for his robust career in public service, policy analysis, and evidence-based legislation.
Throughout his extensive career, which includes previously serving as Chief of Staff to Representative Yedda Marie Romualdez, the Honorable. Acidre has focused on a critical mission: crafting inclusive legislation that uplifts marginalized communities and drives regional development. With a remarkable record of principally authoring over 300 bills, his transformative legislative work directly contributes to disaster resilience, the welfare of overseas Filipino workers, and the modernization of the Philippine education system, firmly advocating for "Formation, Communion, and Innovation" as the pillars of educational renewal.
A highly respected voice in national governance, he is also a dedicated champion for Region VIII. His legislative initiatives have accelerated regional progress and brought crucial government and health services directly to Filipinos through the establishment of Tingog Centers and the Kalusugan Karavan. He has consistently championed youth empowerment and educational access, ensuring that state universities receive the necessary legislative support to deliver quality education and foster true Filipino excellence.
His exceptional contributions have consistently earned him recognition, including being named "Asia's Trusted Leader for Resilient Public Service" at the 2024 Asia's Pinnacle Awards. He was also honored with the Special Kabalikat Award by TESDA in 2025 for his vital role in strengthening the country's technical vocational education and the Outstanding Non-Government Organization Award from the City of San Juan. Yet, beyond these accolades, Hon. Acidre remains a powerful example of compassionate governance, deeply rooted in his belief that true education responds directly to the realities and struggles of the people.
His journey serves as a profound reminder that success is measured not solely by personal achievements but by the difference one makes in others' lives and by the dedication to building a better nation.
