"Empowering Communities through Cultural Mapping and Tourism Development"

Initiated by the Ministry of Trade, Investments and Tourism - Bureau of Tourism, the Crash Course Training on Cultural Mapping and Mapping Tools, conducted alongside the Tourism Education and Accreditation Campaign, was successfully held from March 29 to April 1, 2026 at Blue Palm Mountain Resort, Libungan, North Cotabato.

For four meaningful days, officers from the Special Geographic Area Development Authority (SGADA) team and participants from the municipalities of Old Kaabakan, Nabalawag and Kadayangan came together not just to learn, but to rediscover the richness of their own identity. Through sessions on culture, heritage, and tourism development, they gained a deeper understanding that tourism is not just about destinations—it is about experiences that connect people, stories, and traditions.

One of the most powerful moments of the training was the fieldwork in the Municipality of Kadayangan, where participants were grouped into four teams and deployed to different areas. As they immersed themselves in the communities, listened to local stories, and documented cultural treasures, the experience became an eye-opener—revealing the depth of heritage, the beauty of everyday life, and the untapped potential of local resources that often go unnoticed.

More than skills and technical knowledge, the training instilled a meaningful realization: community is the heart of tourism. It is the people—their stories, traditions, and way of life—that create authentic and lasting experiences for visitors.

As the participants return to their respective municipalities, they carry with them not only the tools for mapping but also a renewed sense of purpose—to preserve, promote, and celebrate their heritage. This marks the beginning of a journey toward building sustainable tourism circuits, empowered communities, and a stronger Bangsamoro region.

Together, we move forward—because in every story we tell and every culture we preserve, we create experiences that truly matter.

Indeed, "Tourism is Experience; and Community is the Heart of Tourism".

𝗠𝗧𝗜𝗧 𝗮𝗹𝗶𝗴𝗻𝘀 𝘄𝗶𝘁𝗵 𝗴𝗹𝗼𝗯𝗮𝗹 𝗵𝗮𝗹𝗮𝗹 𝗹𝗲𝗮𝗱𝗲𝗿𝘀 𝗶𝗻 𝗧𝗵𝗮𝗶𝗹𝗮𝗻𝗱 𝘁𝗼 𝗯𝗼𝗹𝘀𝘁𝗲𝗿 𝗕𝗔𝗥𝗠𝗠 𝗵𝗮𝗹𝗮𝗹 𝗲𝗰𝗼𝘀𝘆𝘀𝘁𝗲𝗺
COTABATO CITY—The Ministry of Trade, Investments and Tourism (MTIT) conducted a learning visit to Thailand from March 30 to 31 to benchmark its advanced halal industry systems, as part of ongoing efforts to strengthen and institutionalize the halal ecosystem in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
Led by Minister and Bangsamoro Halal Board Chairperson Farserina A. Mohammad, the delegation included Mindanao Development Authority (MinDA) - Investment Promotion and Public Affairs Office Director Rodrigo Giduco and Development Management Officer Ahmed Jeoffrey Datukan. The visit focused on studying Thailand’s globally recognized, science-and technology-driven halal assurance systems.
A key engagement was with the Halal Science Center of Chulalongkorn University, known internationally for its pioneering work in halal science, research, and laboratory services. Discussions provided insights into the Center’s scientific infrastructure, halal forensic laboratory capabilities, digital halal systems, and evidence-based approaches to consumer protection. Present during the meeting were Dr. Pornpimol Mahamad (Director), Dr. Anat Denyingyhot (Deputy Director), Dr. Acharee Suksuwan (Researcher), Dr. Marisa Marnpae (Researcher), Dr. Nureesun Mahamud (Researcher), and Ms. Jasmin Manee from the International Affairs Office.
The delegation also met with the Central Islamic Committee of Thailand (CICOT), the country’s sole halal certification body, to better understand its certification processes, governance structure, and regulatory functions. Officials present included Surwin Palarae (Secretary General), Narongdech Sukjan (Vice Secretary General, Halal Department), Netipon Sabukhan (Executive Board Member), and Surwat Kubkrabee (Secretary, Halal Department). Discussions highlighted efficient certification procedures, including streamlined application systems and fast processing timelines.
During CICOT’s General Assembly dinner, the delegation met Sheikhul Islam of Thailand, Mr. Arun Boonchom. It was also shared that Thailand is in the early stages of establishing a Halal Accreditation Institution, further strengthening its halal governance framework.
The visit also included a courtesy call with the Philippine Embassy in Bangkok, where both sides emphasized the importance of strengthening cooperation with Thai institutions. The delegation was received by Ma. Charmaine D. Guevara, First Secretary, Consul, and Alternate Permanent Representative to UNESCAP; Maria Emmanuelle Burgos, Commercial Counsellor, PTIC Bangkok; James Kevin Casalme, Attaché, Economic Section; and Edline Joi Manongdo, Trade Assistant, PTIC Bangkok.
Potential areas of collaboration identified include capacity-building initiatives, technical training, knowledge exchange, and formal partnerships through a Memorandum of Cooperation.
The learning visit marks a significant step toward developing a credible and globally competitive halal industry in BARMM. It underscores the importance of integrating religious principles with science and technology to strengthen halal assurance systems, align with international standards, and improve the delivery of halal services in the region. On April 22, 2025, we had the privilege of conducting an insightful and engaging training session for the 1st batch of students of STI College Cotabato. The training focused on the Filipino Brand of Service Excellence, a topic that is close to our hearts and essential for shaping future leaders in the service industry.

As the world becomes more interconnected, providing excellent service with a unique Filipino touch has become an important aspect of global competitiveness. During the session, students were introduced to key principles that embody the warmth, hospitality, and dedication inherent in the Filipino way of delivering service. We explored the power of building genuine connections, the value of Malasakit (compassion), and the importance of going the extra mile to create memorable customer experiences.

Through a combination of interactive discussions, real-life examples, and practical exercises, participants gained valuable insights on how they can apply these concepts in their future careers. The session not only emphasized the importance of excellence in service delivery but also highlighted how Filipino values can set them apart in the global marketplace.

We were truly inspired by the enthusiasm and eagerness to learn demonstrated by the students. Their energy and commitment to honing their skills reflect the future of Filipino service excellence.

We extend our heartfelt thanks to STI Cotabato for partnering with us in this meaningful initiative. Together, we are empowering the next generation of professionals to embrace the Filipino brand of service excellence and take it to new heights.

The Product Development and Standards and Accreditation Division (PDSAD) of the Ministry of Trade, Investments, and Tourism (MTIT)-Bureau of Tourism (BOT) in coordination wih the MTIT-Lanao del Sur conducted the Familiarization Tour for Lanao del Sur last October 22-23, 2024 bringing together tour operators from Cagayan de Oro, Iligan, Pagadian and Bukidnon.
The tour, which aimed to showcase the province’s emerging tourism destinations, served as a key step towards developing comprehensive tour packages that highlights the rich cultural, historical, and natural attractions of Lanao del Sur.
This initiative was part of PDSAD MTIT – BOT’s ongoing efforts to promote tourism circuit development, an essential strategy for revitalizing the local economy through sustainable and inclusive tourism practices.
On the first day of the tour, the participants were able to visit heritage sites such as the century-old Kawayan Torogan, declared as a National Cultural Treasure in 2008 located in Marantao Municipality; the scenic Lake Lanao viewpoints such as the Lampsan View Deck and Misty Cottage by the Hills in Binidayan and Balindong Municipalities respectively; local craft production areas in Tugaya; and the Ragayan Training Center, an accredited training center promoting local craftsmanship and skills development.
On the second day, the tour took the participants through the heart of Marawi City, including a visit to Ground Zero Areas where they witnessed the city’s ongoing rehabilitation and efforts toward post-conflict tourism. The group also visited the Aga Khan Museum in Mindanao State University (MSU)-Marawi highlighting the potential for educational tourism in the region. The day ended with a stop at Bo’s Café, the largest branch in the country, which provided a glimpse of the growing urban tourism scene in Marawi. Unfortunately, the scheduled tour at Mountain Spring Resort and conduct of white water rafting at Wao, Lanao del Sur were terminated due to the inclement weather caused by Typhoon Kristine for the safety of the group.
Mohammad Aquil A. Mamainte, CPA, Provincial Director of MTIT Lanao del Sur emphasized the importance of the familiarization tour in introducing the province's untapped tourism potential to industry stakeholders stating that "we are focused on transforming Lanao del Sur into a hub for sustainable tourism by showcasing our rich heritage, vibrant cultural practices, and scenic landscapes, we aim to attract both local and international tourists".
Key tourism products highlighted during the tour included:
• Heritage and Cultural Tourism: Visits to the Kawayan Torogan and the traditional weaving and wood-carving industries of Tugaya.
• Eco-Tourism and Scenic Attractions: Exploration of Lampsan View Deck and Barrit Resort, showcasing the natural beauty of the province.
• Educational Tourism: Tours of MSU Marawi, the Aga Khan Museum, and the AGUS 2 Powerhouse, which demonstrated the role of Lake Lanao in powering the region through hydroelectricity.
• Community-Based Tourism: The Ragayan Training Center and its contributions to local community empowerment and skill-building in Marantao.
The Familiarization Tour with the participation of Mr. Milo Oropeza of the Tourism Promotions Board (TPB) garnered positive feedback from Travel and Tour Operators Phury Gay Abarca of Bayan Travel and Tours; North to South Travel Agency Owner Marie Ching Danlayon; Reservations Officer Ma. Emerita E. Japay of RMV Travel and Tours; Lakbay Diyalogo Travel and Tours’ Cyril Mae Q. Salera; Mary Joy Bonita of CDO Travel & Tours; Celeste Marie Alla of Nexus Freight & Travel; and Juvenusa Kabingue, Sales & Marketing Manager of Viaje Tayo Travel & Tours expressing their interest in incorporating the province’s destinations into their future tour packages.
Several recommendations were made, including improving infrastructure, enhancing heritage site presentation, and developing community-based tourism initiatives to offer immersive visitor experiences.
MTIT-Lanao del Sur plans to build on the success of the familiarization tour by further refining its tourism circuits, strengthening collaborations with local communities, and promoting Filipino Brand of Service Excellence (FBSE) training for tourism service providers to ensure a high-quality visitor experience.
