DAVAO CITY | Members of the interim Bangsamoro Parliament on Monday, June 1, began crafting a 10-year strategic framework to guide the institution beyond the transition period and support the first elected Bangsamoro Parliament.

The three-day Parliament Strategic Planning Framework Workshop, conducted with the Development Academy of the Philippines (DAP), brings together lawmakers to identify long-term priorities for the Parliament’s legislative, oversight, and representation functions.

Under the Bangsamoro Organic Law, the BTA serves as the interim government of the BARMM during the transition period and exercises the powers and functions of the Parliament until the election of regular members.

As BARMM prepares for its first parliamentary elections in September 2026, lawmakers said the strategic planning exercise will help strengthen governance systems and ensure that the incoming Parliament inherits clear institutional direction, established frameworks, and policy foundations.

Speaker Mohammad Yacob said the institution must continue to evolve in a way that reflects the aspirations of the Bangsamoro people while strengthening participatory governance, accountability, and public service.

In a message delivered by Chief of Staff Jamel Macacua, BARMM Chief Minister Abdulraof Macacua backed the Parliament’s strategic direction, saying the regional government is committed to translating shared priorities into concrete policies and programs that deliver tangible results to communities across BARMM.

During the workshop, the Westminster Foundation for Democracy also turned over a parliamentary roadmap outlining measures to support institutional stability and continuity as the Bangsamoro Parliament moves toward its next phase of development.

The Bangsamoro Parliament adopted a resolution supporting Senate Bill No. 1903, or the proposed Mindanao Railways Development Act, which seeks to establish the Mindanao Railways Authority.

During plenary deliberations, lawmakers cited the importance of railway infrastructure in improving the movement of agricultural products, attracting investments, expanding economic opportunities, and improving access to government services in remote communities across Mindanao.

The Parliament also advanced three bills on second reading: the Responsible Conflict Characterization Act of the Bangsamoro, the Bangsamoro Commission on Early Childhood Care and Development (BCECCD) Bill, and the Integrated Qur’an Recitation and Adaptation (IQRA) Education System Act of 2026.

Members of the Parliament Kelie Antao and Tomanda Antok delivered sponsorship speeches on the measures, highlighting efforts to strengthen peacebuilding programs, child development initiatives, and religious education in the region.

Meanwhile, Parliament Bill Nos. 468 and 469, which seek to amend the Bangsamoro Local Governance Code and the Bangsamoro Electoral Code, were introduced on first reading.

MP Tawakal Midtimbang also recognized Bangsamoro athletes Hamdhan Abu and Yshan Areez Sabatin for winning gold medals in a taekwondo championship held in Manila.

The Bangsamoro Parliament’s Blue Ribbon Committee technical working group resumed its deliberations on the timely remittance of mandatory employee contributions and benefits across several ministries in the region.

Officials from the Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR), the Ministry of Basic, Higher and Technical Education (MBHTE), and the Ministry of Public Works (MPW) presented updates on the status of remittances up to March 2026, stressing ongoing efforts to strengthen compliance and improve administrative systems.

MAFAR reported that work is ongoing to address administrative requirements, including the completion of identification numbers for PhilHealth and the Home Development Mutual Fund (HDMF) for some personnel, as well as system updates affecting salary adjustment differentials in GSIS billing.

MBHTE emphasized continued enhancements in its payroll system to support smooth processing of salary tranches and personnel updates.

The MPW reported that remittance processing remains on track, with only one case in Maguindanao del Norte currently being finalized due to recent hiring and system update requirements in the WebMSP platform.
