KAPYANAN - Kapayapaan sa Pamayanan KAPYANAN is a banner and special program of the Office of the Chief Minister to address the basic needs of the BANGSAMORO people.

Vision

Kapayapaan sa Pamayanan (KAPYANAN) envisions to uplift the living conditions of poorest of the poor in BARMM by 2022 through community empowerment and moral governance. Mission

Kapyanan is committed to provide basic needs including core shelter with light, water and sanitation and sustainable livelihood for the poorest of the poor in BARMM. Goals and Objectives

Guided by the Islamic and

moral oriented governance, KAPYANAN commits to enhance the living condition of every Bangsamoro beneficiary with the following objectives:

1. Improve living conditions of the poorest of the poor in BARMM through access to decent and dignified housing units with facilities

2. Provide access and improve sanitation and hygiene practices of poorest of the poor in BARMM

3. Empower the Bangsamoro communities with sustainable livelihood towards socio-economic development

4. Increase participation of Bangsamoro communities for moral governance


Project Principles

To give current details of the core values, the KAPYANAN has adopted the following project principles:

• Moral governance. It is the kind of lens in implementing the project that emanates from the person’s willingness to serve the Bangsamoro people in accordance with the will of God. It is a balance of administering the government in implementing the projects between the academic skill or the socio-political aspect of government activities and the ethical side. It has guidance from the glorious Holy Quran and of Sunnah for Muslim believers and the Bible for the non-Muslims. Also, it is guided by the fear of God, the disposition, moral or manners of a person, being the steward, and the drive for achieving excellence in the performance of duties and responsibilities;

• Participatory. Deliberate efforts to identify and meaningfully involve and engage stakeholders that are regarded as important to the project undertaking. This suggests the desirability of engaging as many stakeholders as possible and the intentional inclusion of marginalized groups, and also suggests the need to build consensus among the engaged groups;

• Demand-driven. A conscious approach to identify, design, respond to, and serve the expressed needs of target beneficiaries. This requires a supporting process that encourages their active and informed participation;

• Flexible. Guided by the principles and approaches that define the project design, project implementation shall nevertheless take off from concrete and current conditions and actual capacities and concerns of the target beneficiaries;

• Culture-sensitive. Premised on respect for local (which can be traditional or indigenous) practices, beliefs and traditions. It also refers to the ability to adapt and innovate implementation strategies and approaches that are appropriate to the local culture;

• Gender-responsive. The project design shall endeavour to incorporate the principle of Gender and Development in the implementation of its project components;

• Concern for the environment. The project will integrate concern for the environment in its initiatives. Accountability for the environment is among the paths to the establishment of a sustainable community. Mitigating measures will be required of construction activities that will have negative impacts on the environment. Livelihood projects will emphasize conservation of resources/assets and free from pollutive of resource-depleting activities;

• Convergence. Pooling of initiatives and resources to achieve a common set of objectives. It suggests a shared understanding of the philosophy or the framework that governs collaboration. It also indicates willingness of stakeholders to come together in the planning, implementation, monitoring and evaluation of project interventions, and in the management of risks. Convergence could also contribute to the attainment of the specific mandates and objectives of the individuals/groups involved.

The 𝗞𝗮𝗽𝗮𝘆𝗮𝗽𝗮𝗮𝗻 𝘀𝗮 𝗣𝗮𝗺𝗮𝘆𝗮𝗻𝗮𝗻 (𝗞𝗔𝗣𝗬𝗔𝗡𝗔𝗡) Program proudly stands with the Bangsamoro Government in celebrating the 5th Bangsamoro ICT Month 2026.

With the theme:“Building a Resilient and Inclusive Digital Region,” KAPYANAN reaffirms its commitment to innovation, connectivity, and digital transformation that empower communities and secure a stronger digital future for the Bangsamoro people.

Through its Project Management Office and the Public Affairs Management and Information System (PAMIS) Unit, KAPYANAN supports initiatives that advance digital literacy, effective communication, and technology-driven public service delivery.

Spearheaded by the Bangsamoro Information and Communications Technology Office (BICTO), the month-long observance highlights the Bangsamoro Government’s vision under Chief Minister Abdulraof “Sammy Gambar” Macacua: to build governance that is connected, inclusive, and future-ready.

Together, KAPYANAN and BICTO continue to work toward a Mas Matatag na Bangsamoro, one that harnesses technology to serve its people with dignity, efficiency, and hope.

A milestone for the new Municipality of Old Kaabakan, BARMM! On May 23, 2026, 100 families in Brgy. Buluan and Brgy. Pedtad received safer, more secure homes through the 𝗞𝗮𝗽𝗮𝘆𝗮𝗽𝗮𝗻 𝘀𝗮 𝗣𝗮𝗺𝗮𝘆𝗮𝗻𝗮𝗻 (𝗞𝗔𝗣𝗬𝗔𝗡𝗔𝗡) Program.

Each unit comes with solar-powered lighting and a dedicated water system—built to adapt to the area’s climate and terrain.

New Town Receives 100 Climate-Adaptive Homes from KAPYANAN

OLD KAABAKAN, Special Geographic Area — The relatively new Municipality of Old Kaabakan in the Special Geographic Area of BARMM marked a milestone on Saturday, May 23, 2026, as 100 families in Barangay Buluan and Barangay Pedtad received safer, more secure homes through the 𝗞𝗮𝗽𝗮𝘆𝗮𝗽𝗮𝗻 𝘀𝗮 𝗣𝗮𝗺𝗮𝘆𝗮𝗻𝗮𝗻 (𝗞𝗔𝗣𝗬𝗔𝗡𝗔𝗡) Program of the Office of the Chief Minister.

The turnover of 100 core shelter units is the first of its kind in the SGA since 2022. Each unit comes with solar-powered lighting and a dedicated water system—features designed to improve daily living and adapt to the area’s climate and terrain.

“This is the first-ever housing turnover here in the SGA,” said KAPYANAN Project Manager and Assistant Senior Minister Abdullah M. Cusain. He emphasized that the project reflects the program’s commitment to close housing gaps, especially for families displaced by past conflicts.

The ceremony was witnessed by representatives from the Commission on Audit, barangay and municipal officials, and the KAPYANAN team. Fifty units were turned over in Brgy. Buluan and 50 in Brgy. Pedtad.

Beneficiaries also received an orientation from Ms. Fatima Mohammad-Malang, Project Development Officer II, on the proposed Handbook and Operations Manual to help them maintain their homes and stay safe during emergencies. KAPYANAN officials reminded recipients to care for the blessing and see it as a new beginning for their families.

“Alhamdulillah, we are deeply grateful to Allah,” Cusain said. “With Brgy. Buluan and Brgy. Pedtad now included, we expect more turnovers, Insha Allah.”

50 Resilient Homes Turned Over in Barangay Katil, Datu Paglas

DATU PAGLAS, Maguindanao del Sur — Fifty families now have safer, typhoon-resilient homes as the 𝗞𝗮𝗽𝗮𝘆𝗮𝗽𝗮𝗮𝗻 𝘀𝗮 𝗣𝗮𝗺𝗮𝘆𝗮𝗻𝗮𝗻 (𝗞𝗔𝗣𝗬𝗔𝗡𝗔𝗡) Program turned over 50 core shelter units on May 15, 2026.

“These homes were built with resilience in mind. No matter how strong the wind or the storm, they will stand firm,” said Asst. Senior Minister and Concurrent KAPYANAN Project Manager Abdullah M. Cusain.

With this turnover, KAPYANAN has delivered nearly 3,000 housing units across BARMM’s mainland and island provinces.

The ceremony also launched the draft Handbook and Operations Manual to guide beneficiaries in maintaining their homes and staying safe during emergencies. Officials emphasized Moral Governance — public service rooted in ethics, honesty, justice, and the fear of Allah.

KAPYANAN Turns Over 50 Disaster-Resilient Homes in Datu Paglas

DATU PAGLAS, Maguindanao del Sur – The 𝗞𝗮𝗽𝗮𝘆𝗮𝗽𝗮𝗮𝗻 𝘀𝗮 𝗣𝗮𝗺𝗮𝘆𝗮𝗻𝗮𝗻 (𝗞𝗔𝗣𝗬𝗔𝗡𝗔𝗡) Program officially turned over 50 core shelter units equipped with solar-powered lights, water systems, solar street lights, and concrete-lined canals on Friday, May 15, 2026, in Barangay Katil.

The turnover ceremony was led by Assistant Senior Minister and Concurrent KAPYANAN Project Manager Abdullah M. Cusain, along with the KAPYANAN team. Representing the Municipal Government of Datu Paglas was Mr. Yusa Mangcoy, while Barangay Katil was headed by Barangay Chairman Datu Osmeña U. Molid.

Ms. Fatima Mohammad-Malang, Project Development Officer II, introduced the approach and strategy for maintaining the awarded housing units. She presented the draft Handbook and Operations Manual, which outlines proper care to extend the lifespan of the units and provides guidance on avoiding risks during emergencies.

In his message, Assistant Senior Minister and Concurrent KAPYANAN Project Manager Abdullah M. Cusain expressed gratitude to all stakeholders present, including the Local Government Unit and Barangay Katil, led by Chairman Osmeña U. Molid. He thanked former Chief Minister and M**F Chairman Al Hadj Murad Ebrahim, Interim Chief Minister Abdulraof Macacua, and ultimately the Almighty Creator, Allah, for making the project possible. He also extended thanks to landowner Ibrahim “Datu Tautin” Salendab, Al-Hadj, for providing a suitable site for the housing project.

Cusain officially handed over the 50 units to the beneficiaries, emphasizing that these are built to withstand strong winds and typhoons, ensuring safety and security for families. “These homes were built with resilience in mind. No matter how strong the wind or the storm, they will stand firm,” he said.

He also highlighted that this latest turnover brings the total KAPYANAN housing units delivered across mainland and island provinces to nearly 3,000, in partnership with various LGUs. This includes the 50 units turned over last year in Barangay Malala, Datu Paglas, with other partner implementers.

Representing Datu Paglas Mayor Datu Ibrahim P. Paglas IV, Mr. Yusa Mangcoy delivered a message of gratitude for choosing Datu Paglas as a project site. “We sincerely thank the BARMM Government for this project,” he said.

Ms. Norjanna T. Lacoto, Legal Officer, explained the details of the beneficiary agreement and congratulated the recipients. “Take care of this blessing,” she urged. “This is a new beginning for your families.”

Ms. Abegail O. Presto, Cooperative Officer II, discussed Moral Governance in the context of the BARMM Government. She described it as public service guided by ethics, honesty, justice, and the fear of Allah.

60 Lamitan Families Get Solar-Powered Homes as KAPYANAN–LGU Partnership Expands

LAMITAN CITY, Basilan – Sixty families received keys to solar-powered core shelters on Tuesday, May 6, 2026, as the 𝗞𝗮𝗽𝗮𝘆𝗮𝗽𝗮𝗮𝗻 𝘀𝗮 𝗣𝗮𝗺𝗮𝘆𝗮𝗻𝗮𝗻 (𝗞𝗔𝗣𝗬𝗔𝗡𝗔𝗡) Program opened R.O.S.E. Ville with the Lamitan City Government.

The 60 units are distributed across six barangays: Lagasan II (20), Sengal II (12), Luksumbang (10), Baungos (8), San Miguel (5), and Lebbuh (5). Each home includes solar lights and components for sustainable living.

Mayor Oric Furigay and KAPYANAN officials led the ribbon-cutting and handover. “This collaboration shows our shared commitment to uplifting Lamiteños through decent housing and lasting peace,” Furigay said.

Speaking for Concurrent KAPYANAN Project Manager Abdullah M. Cusain, Engr. Nissan-Bai T. Ukat, Chief of the Engineering Unit, said the turnover follows 300 units delivered on June 30, 2025. She cited the LGU’s fast construction, quality compliance, and spacious, accessible sites for livelihood.

“We consider it an honor to partner with Lamitan in providing this basic service,” Ukat said. “May a bright future dawn upon you at this site and the others.”

Also present were KAPYANAN officers Juhaina Juanday, Norjanna Lacoto, Fatima Mohamad-Malang, Jordan Katug, and Amrou M. Pasigan.

With 360 total units delivered in less than a year, the Bangsamoro–Lamitan partnership continues to set a benchmark for housing tied to peace and livelihood.
