The Political Roadshow of BARMM Regional Political Parties, sponsored by the Westminster Foundation for Democracy (WFD) and UK Aid, was successfully held on August 28, 2029 at the Mindanao State University (MSU) System in Marawi City.

As the Bangsamoro prepares for its first Parliamentary Elections on October 13, 2025, the WFD, COMELEC-BARMM, and the MSU System jointly launched โ€œVoices and Votes: A Political Education Roadshowโ€, a non-partisan initiative aimed at broadening civic awareness, deepening democratic values, and equipping Bangsamoro voters with the knowledge to participate meaningfully in the upcoming elections.

The Pro Bangsamoro Party, represented by its Party President, Nominee No. 1, Deputy Speaker and Member of Parliament Engr. Don Mustapha Arbison Loong, together with its Deputy Secretary General, Dr. Laarnie B. Racman, was one of the leading participants in the event.

Each participating party was given five minutes to present their political agenda to students, faculty, and community stakeholders.

In his speech, MP Don Loong emphasized the critical link between governance and sustainable peace. He underscored the importance of inclusive political parties that empower youth, women, and marginalized sectors to demand responsive leadership.

Loong highlighted key governance challenges, citing the case of Lake Lanao, which powers much of Mindanaoโ€™s electricity yet leaves its surrounding communities underserved. He stressed that transparency, competence, and professionalism are necessary to address such gaps.

He also championed diversity of political voices, saying:
โ€œThe Pro Bangsamoro Party believes in inclusive governance and transparency. The more political voices we bring together, the stronger our democracy becomes. This is the kind of tapestry of voices needed for the Bangsamoro to move forward, a Bangsamoro where people are empowered, united, and able to demand responsive governance.โ€

Don Loong also reiterated the importance of adding value to natural resources, pushing for geo-tagging reforms in infrastructure projects, and reclaiming Bangsamoroโ€™s historic role as a trade hub in the region.

Meanwhile, Dr. Laarnie B. Racman, Deputy Secretary General of the Party, presented the Pro Bangsamoro Partyโ€™s political agenda on health, education, and socioeconomic development.

She highlighted the partyโ€™s legislative work on hospital upgrading, improved access to healthcare services, and expanding the health workforce. She stressed that โ€œHealth is not a privilege, t is a right, and the government has a duty to provide it.โ€

On education, Dr. Racman emphasized equal access to quality learning for all, including SPED centers for children with special needs, enhanced Madaris education, and greater scholarship and technical-vocational opportunities. She also advocated for the integration of entrepreneurship, digital literacy, and financial education in the curriculum to empower Bangsamoro youth beyond government employment.

For socioeconomic development, Dr. Racman outlined proposals on job creation, modernizing agriculture and fisheries, halal economy development, and infrastructure connectivity. She emphasized the need to institutionalize geo-tagging systems to curb corruption, while promoting renewable energy and inclusive growth across sectors.

After the partyโ€™s presentations, students and online viewers were given the chance to raise their questions. Among the most anticipated discussions centered on free tertiary education.

Dr. Laarnie emphasized the importance of expanding opportunities by bringing education closer to communities.

โ€œWe must build more university extensions in the provinces and remote areas, bringing education closer to the people. At the same time, we must expand scholarship programs, strengthen our state universities and colleges, and support alternative technical and vocational pathways. No Bangsamoro youth should have their dreams cut short because of distance or poverty. Education must remain a right, not a privilege; itโ€™s for everyone.โ€

Deputy Speaker Don Loong, meanwhile, provided students with a broader perspective on the transformation from ARMM to BARMM, underscoring the role of fiscal autonomy in ensuring real self-governance.

โ€œThe old ARMM had no fiscal autonomy, it depended yearly on Congress for its budget. But BARMM is different. With a guaranteed block grant and authority to raise its own revenues, the Bangsamoro government finally holds the power of the purse. This means more hospitals, more classrooms, and more livelihood programs directly for our people. In one sentence: ARMM was dependent, while BARMM is empowered. And that empowerment is the foundation for peace, dignity, and development for our people.โ€

When asked about the future of Marawiโ€™s Ground Zero and tourism in Lanao del Sur, Loong acknowledged the challenges but also pointed to solutions and lessons learned.

โ€œThe rehabilitation of Ground Zero has been slow not because of lack of funds, but because of complex processes, clearing unexploded ordnance, land claims, and overlapping agencies. Parliamentโ€™s role is to untangle these knots, speed up compensation and reconstruction, and ensure accountability. Once rehabilitation progresses and rule of law is strengthened, tourism will follow. If Sulu, once called the most dangerous place in Southeast Asia, can become a tourist destination, then so can Marawi and Lanao del Sur.โ€

He also highlighted the importance of protecting communities, including Indigenous Peoples, in the pursuit of development and tourism, citing the Bangsamoro Parliamentโ€™s passage of the Indigenous Peoplesโ€™ Rights Code as a safeguard.

In closing, Deputy Speaker Don Loong reaffirmed the mission of the Pro Bangsamoro Party and delivered a message of empowerment:

โ€œOur greatest poverty is not poverty of money, but poverty of capacity. That is why we must expand the number of educated, engaged, and empowered citizens like you. Our vision is to push for reforms that matter, Islamic banking and Sharia justice, stronger local governments, a vibrant Halal economy, and empowered student groups and civil society. During a courtesy meeting with a delegation from the Embassy of the Republic of Indonesia on July 15, 2025, Deputy Speaker Don Loong shared key updates on the ongoing preparations for the historic 2025 Bangsamoro Parliamentary Elections.

As the President of the Pro Bangsamoro Party, DS Don emphasized that the Commission on Elections (COMELEC) is moving forward with plans to hold the elections using the current 73 parliamentary districts, citing limited time for changes. He noted that essential materials such as vote-counting machines and related software have already been secured and deposited with the Bangko Sentral ng Pilipinas.

โ€œIn Parliament, we are still working on the passage of the redistricting bill, which seeks to reallocate the seven parliamentary districts of Sulu. However, that has yet to be passed,โ€ DS Don explained. โ€œAs to its impact on the COMELECโ€™s timeline, that remains part of a higher-level discussion.โ€

The dialogue with Indonesian diplomats also served as a platform to exchange insights on electoral governance and deepen bilateral ties with a fellow Muslim-majority nation and ASEAN neighbor.

With transparency, political will, and regional collaboration, the Bangsamoro moves closer to realizing a more inclusive and democratic future.

During an interview with LENTE, Deputy Speaker and Pro Bangsamoro Party President Don Mustapha Arbison Loong shared how the movement began, not just as a political organization, but as a platform for people-driven change.

Don Arbison Loong, and Party Vice President for Legal and Internal Affairs, Atty. Moh Asraf Tungupon Baird, participated in the Stakeholdersโ€™ Briefing hosted by the Commission on Elections (COMELEC) in preparation for the October 13, 2025 Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Parliamentary Elections.

Held at the COMELEC headquarters in Intramuros, Manila, the briefing brought together political parties, law enforcement agencies, and civil society organizations to discuss the upcoming first-ever regional parliamentary elections in the Bangsamoro.

During the event, COMELEC Chairman Hon. George Erwin M. Garcia reaffirmed that the elections will push through as scheduled on October 13, 2025. He emphasized that there is no plan to postpone the electoral exercise and that the Commission is fully committed to holding the polls as mandated.

COMELEC also reiterated its assurance that the elections will be conducted in a manner that is free, fair, honest, credible, transparent, safe, and peaceful. As part of the security preparations, the Commission plans to reposition forces from its deputized law enforcement agenciesโ€”including the Philippine Army, Navy, Marines, National Police, and Coast Guardโ€”to support peacekeeping operations and address any security threats that may arise.

DS Don Arbison Loong and Atty. Moh Asraf Tungupon Baird expressed appreciation for the COMELECโ€™s initiative to include political parties in this preparatory dialogue.

In a significant move for Bangsamoro governance, the Bangsamoro Transition Authority (BTA) Parliament officially affirmed its officers, committee heads, and members during its plenary session held today, May 21, 2025, at the BTA Plenary Session Hall in Cotabato City.

Atty. Pangalian M. Balindong was reaffirmed as Speaker of the Parliament, while Atty. Sha Elijah B. Dumama-Alba was confirmed as Floor Leader, alongside five Deputy Floor Leaders and twelve Deputy Speakers.

MP Don Loong expressed his deepest gratitude to Chief Minister Abdulraof โ€œSammyโ€Macacua for the trust and confidence in being included as one of the Officers of the Parliament.

Chief Minister Abdulraof Sammy Macacua is one of the Batch 300 together with the father of Deputy Speaker Don Loong.

The late father of Deputy Speaker Don Loong, Dr Mohammad Salih Loong, was one of the Muslim Students in Cairo Egypt together with M***i Sheikh Abdul baqi Abubakar(Grand M***i of Region IX and Palawan) and former M**F Chairman Sheikh Salamat Hashim, first Wali of the Bangsamoro Sheikh Khalipha Usman Nando, M***i Omar Pasigan and Abul Khair Alonto as they led a movement of young Muslims in Egypt toward self determination in the early 1960โ€™s. M***i Abubakar mentioned that he and Dr Salih Loong were one of the very few tausugs in Egypt in that period among dozens from Central Mindanao.

Dr Salih Loong led the recruitment of his relatives to join the revolution with more than thirty of his relatives becoming part of the Batch 300 foreign trained revolutionaries that fought for the Bangsa, Agama and Hula. Among the stalwarts of Batch 300 include former Gov Gerry Matba and current Mayor of Languyan Ishmael Sali of Tawi Tawi. Dr Salih Loong left his medical practice in Saudi Arabia to join the revolution. Grand M***i Abdulbaki Abubakar fondly recalled that Dr Salih Loongs home in Jeddah, Saudi Arabia was the converging area of revolutionaries upon arrival to Saudi before proceeding to Mecca and Medina in the late 1960s.

MP Don Mustapha Arbison Loong who is recently appointed as one of the Deputy Speakers, is a seasoned public servant and steadfast advocate for inclusive and sustainable development across the entire Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). With a proven track record in infrastructure development, public sector reform, and grassroots governance, MP Don Loong is widely recognized for advancing programs that bridge government initiatives with community needs.

MP Don Loong has served as a Member of the Bangsamoro Transition Authority Parliament since 2019 and is one of the few Career Executive Service Eligible (CESE) officials in BARMM. He holds a Bachelor of Science in Civil Engineering from the University of the Philippines Diliman and a Juris Doctor from Western Mindanao State University. He has completed multiple masterโ€™s degrees, including a Master in Public Safety Administration (MPSA) from the Philippine Public Safety College, a Master in Public Management (MPM) from the Ateneo School of Government, and a Master in National Security Administration (MNSA) from the National Defense College of the Philippines.

Before his tenure in the legislature, MP Loong served as Regional Secretary of the Department of Public Works and Highways (DPWH-ARMM), where he introduced reforms that enhanced transparency, accelerated project implementation, and prioritized underserved areas.

His extensive public service background also includes managing foreign-assisted infrastructure projects, serving as Provincial Administrator of Sulu, and holding key roles in the Department of Transportation and Communication as well as the House of Representatives. MP Loong is also BARMM Regional Coordinator for the Philippine Institute of Civil Engineers and a Naval Squadron Commander in the Philippine Navy Reserve.

Throughout his time in the Parliament, MP Don Loong has drafted and principally authored numerous legislative bills and resolutions that bring the voices and concerns of the Bangsamoro people into policy. His work reflects a deep commitment to inclusive governance and the long-term betterment of the region. As Deputy Speaker, MP Don Loong is expected to play a vital role in legislative coordination, policy oversight, and regional representation as the BTA continues its transition mandate toward a fully established Bangsamoro autonomous government.

Pangalian Balindong remains as Speaker of the Parliament.

He will be supported by 12 deputy speakers: Nabil Tan, Omar Yasser Sema, Lanang Ali Jr., Don Mustapha Loong, Abdulkarim Misuari, John Anthony Lim, Laisa Alamia, Amenodin Sumagayan, Suwaib Oranon, Baintan Ampatuan, Ishak Mastura, and Adzfar Usman.

Sha Elijah Dumama-Alba remains the floor leader of the Parliament, with Raissa Jajurie, Jose Lorena, Rasol Mitmug Jr., Randolph Parcasio, and Suharto Esmael serving as deputy floor leaders.

The affirmed leadership also includes chairs, vice-chairs, and members of seven parliamentary committees and 17 statutory committees.

In a strong show of solidarity and compassion, the Office of Member of Parliament Engr. Don Mustapha Arbison Loong, President of the Progresibong Bangsamoro Party (PRO-BM), successfully launched the โ€œSama-Sama sa Hapag Kainan: Community Feeding and Meal Assistance Program for Displaced and Conflict-Affected Familiesโ€ in Cotabato City on April 18, 2025.

The program, held as part of MP Don Loongโ€™s broader humanitarian and legislative efforts, is aimed at addressing immediate nutritional needs and promoting food security among the most vulnerable sectors in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) specifically families displaced or affected by armed conflict and instability.

โ€œSama-Sama sa Hapag Kainanโ€ goes beyond food distribution. It represents a comprehensive approach to restoring dignity, health, and hope in communities struggling with hunger and malnutrition. The event featured not only meal assistance, but also community dialogue, raising awareness on food security, and discussions about the long-term legislative interventions being pushed by MP Loongโ€™s office to institutionalize support for conflict-affected families.

The forum opened with a presentation of the Community Feeding Program by Mrs. Cherry Gil M. Kamensa, LPT, MAEd, who outlined how this initiative directly contributes to improving health outcomes, particularly among children and the elderly in affected communities. This was followed by a lecture and Q&A session by Mr. Nasrudin K. Kamensa, who facilitated meaningful discussions on food access, malnutrition, and potential solutions that involve both government action and community participation.

Participants expressed concerns and questions about the ongoing challenges of food insecurity, the limited or uncertain ability to acquire sufficient food in socially acceptable ways and the role of policy in ensuring long-term solutions. Topics included:
โ€ข Ensuring sustainable access to nutritious food;
โ€ข Supporting livelihood recovery for displaced families;
โ€ข The need for institutionalized meal assistance programs during emergencies and periods of displacement.

MP Don Loong conveyed his heartfelt gratitude to all participants and stakeholders who contributed to the success of the forum. He emphasized that โ€œensuring food security is not just about feeding the hungry, itโ€™s about empowering communities to rebuild, recover, and thrive.โ€ He reiterated his officeโ€™s commitment to crafting responsive, inclusive, and pro-people policies in the Bangsamoro Parliament.

This initiative marks another milestone in MP Don Loongโ€™s advocacy for inclusive social services and proactive governance. More feeding and outreach activities are expected to be conducted in other BARMM areas in the coming months.

The Office of MP Don Mustapha Arbison Loong, extends its warmest congratulations to Honorable Abdulraof "Sammy" Macacua, on his appointment as the new Interim Chief Minister of the Bangsamoro Transition Authority (BTA) and the BARMM Government. President Ferdinand โ€œBongbongโ€ Marcos Jr.โ€™s appointment of Chief Minister Macacua is an affirmation and recognition of the dedication and selfless service of Chief Minister Macacua for the Bangsamoro people and reaffirms the continued commitment of the President of the Republic of the Philippines for peace and progress in the Bangsamoro region and Mindanao in particular and the country in general.

Chief Minister Abdulraof Macacua was among the youngest members of the โ€œBatch 300" and since his youthful days has spent over 50 years of his life championing the Bangsamoro cause. As we enter the final stage of the transition, his consultative leadership and governance experience will be instrumental in guiding BARMM through this crucial political transition.

We also express profound gratitude to outgoing Interim Chief Minister, Hon. Ahod โ€œAl Haj Muradโ€ B. Ebrahim, Al Haj, for his exemplary leadership in steering Bangsamoro through the most crucial six years of its transition. His half-century legacy of sacrifice, resilience, and dedication has been pivotal in uniting stakeholders and elevating the Bangsamoro government to new heights. A key consultation, led by the Office of MP Engr. Don Mustapha Arbison Loong, President of the Progresibong Bangsamoro Party (PRO BM), took place in Barangay Campo Paglat, Maguindanao del Sur on February 28, 2025. This event brought together a diverse group of stakeholders, including farmers, fisherfolk, local government officials (specifically the Barangay Secretary), and representatives from the religious sector. It fostered robust dialogue and collaboration around the proposed legislation.

The consultation provides a vital platform for diverse stakeholders to contribute to the development of a robust food security mechanism. The insights and recommendations gathered were instrumental in shaping policies and programs that promote sustainable agriculture, enhance food security, and improve the livelihoods of farming communities.

The participation of such a wide range of stakeholders underscores the commitment to inclusive governance and the importance of grassroots engagement in addressing food security challenges. The insights shared during these consultations were carefully considered as policies and programs were developed. Continued engagement and collaboration will be crucial for the successful implementation of these initiatives.

This consultation exemplifies PRO BM's dedication to grassroots engagement and voter education, which were fundamental pillars of the party's advocacy platform. The party remained committed to working with all stakeholders to ensure food security and improved livelihoods for the people of BARMM.

The program began with an invocation led by Ustadz Zainudin L. Kamal, followed by participant introductions by Benjamen Lepad and opening remarks by Nhaidz T. Budzal. Addi Unsi delivered a message, and Samanudin K. Lungkatay presented a lecture on voter's education, followed by a Q&A session. Mr. Lungkatay then presented the draft BTA Bill, with another Q&A session following. An open forum, facilitated by Mr. Lungkatay, preceded closing remarks by Embran T. Budzal, a prayer/dua'ah by Ustadz Zainudin L. Kamal, and a final photo opportunity for all participants.

The โ€œBangsamoro Sustainable Agriculture Act,โ€ aims to transform agriculture in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The Act prioritizes sustainable practices, climate resilience, and rural development to ensure food security and economic prosperity for the region.

This Act will establish a comprehensive framework for promoting sustainable and organic farming methods. It emphasizes the development of climate-resilient agriculture through modern techniques, irrigation systems, and crop diversification. Crucially, the Act provides financial and technical support to smallholder farmers, fisherfolk, and agricultural cooperatives, strengthening their rights and ensuring fair market access.

A key component of the Act is the creation of the Bangsamoro Sustainable Agriculture Program (BSAP), managed by the Bangsamoro Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR). The BSAP will oversee research, training, and financial assistance initiatives. The Act also outlines the establishment of Agri-Fisheries Development Zones (AFDZs) to provide farmers and fisherfolk with shared access to resources and infrastructure.

Financial support will come through low-interest loans, grants, and tax incentives for businesses adopting sustainable practices. A Bangsamoro Agricultural Development Fund (BADF) will finance innovative agricultural projects, while a Bangsamoro Agricultural Market Network (BAMN) will connect farmers directly to consumers and buyers. The Act also establishes the Bangsamoro Agricultural Research Institute (BARI) to drive innovation and technology transfer.

The Act includes robust capacity-building provisions, focusing on farmer training, the deployment of agricultural extension officers, and empowering women and youth in agriculture. A comprehensive monitoring and evaluation system, including public participation mechanisms, will ensure transparency and accountability. Strong penal provisions address the misuse of funds and fraudulent activities.

The consultation provided valuable feedback from participants, which will be integrated into the draft BTA Bill. MP Don Loong and the Progresibong Bangsamoro Party expressed their sincere appreciation to all participants, noting that the feedback received will inform the final draft before its submission to the Bangsamoro Parliament. This initiative represents more than just a legislative proposal; it exemplifies a collaborative process and underscores the effectiveness of collective engagement.
