The Political Roadshow of BARMM Regional Political Parties, sponsored by the Westminster Foundation for Democracy (WFD) and UK Aid, was successfully held on August 28, 2029 at the Mindanao State University (MSU) System in Marawi City.
As the Bangsamoro prepares for its first Parliamentary Elections on October 13, 2025, the WFD, COMELEC-BARMM, and the MSU System jointly launched โVoices and Votes: A Political Education Roadshowโ, a non-partisan initiative aimed at broadening civic awareness, deepening democratic values, and equipping Bangsamoro voters with the knowledge to participate meaningfully in the upcoming elections.
The Pro Bangsamoro Party, represented by its Party President, Nominee No. 1, Deputy Speaker and Member of Parliament Engr. Don Mustapha Arbison Loong, together with its Deputy Secretary General, Dr. Laarnie B. Racman, was one of the leading participants in the event.
Each participating party was given five minutes to present their political agenda to students, faculty, and community stakeholders.

In his speech, MP Don Loong emphasized the critical link between governance and sustainable peace. He underscored the importance of inclusive political parties that empower youth, women, and marginalized sectors to demand responsive leadership.
Loong highlighted key governance challenges, citing the case of Lake Lanao, which powers much of Mindanaoโs electricity yet leaves its surrounding communities underserved. He stressed that transparency, competence, and professionalism are necessary to address such gaps.
He also championed diversity of political voices, saying:
โThe Pro Bangsamoro Party believes in inclusive governance and transparency. The more political voices we bring together, the stronger our democracy becomes. This is the kind of tapestry of voices needed for the Bangsamoro to move forward, a Bangsamoro where people are empowered, united, and able to demand responsive governance.โ
Don Loong also reiterated the importance of adding value to natural resources, pushing for geo-tagging reforms in infrastructure projects, and reclaiming Bangsamoroโs historic role as a trade hub in the region.

Meanwhile, Dr. Laarnie B. Racman, Deputy Secretary General of the Party, presented the Pro Bangsamoro Partyโs political agenda on health, education, and socioeconomic development.
She highlighted the partyโs legislative work on hospital upgrading, improved access to healthcare services, and expanding the health workforce. She stressed that โHealth is not a privilege, t is a right, and the government has a duty to provide it.โ
On education, Dr. Racman emphasized equal access to quality learning for all, including SPED centers for children with special needs, enhanced Madaris education, and greater scholarship and technical-vocational opportunities. She also advocated for the integration of entrepreneurship, digital literacy, and financial education in the curriculum to empower Bangsamoro youth beyond government employment.
For socioeconomic development, Dr. Racman outlined proposals on job creation, modernizing agriculture and fisheries, halal economy development, and infrastructure connectivity. She emphasized the need to institutionalize geo-tagging systems to curb corruption, while promoting renewable energy and inclusive growth across sectors.
After the partyโs presentations, students and online viewers were given the chance to raise their questions. Among the most anticipated discussions centered on free tertiary education.
Dr. Laarnie emphasized the importance of expanding opportunities by bringing education closer to communities.
โWe must build more university extensions in the provinces and remote areas, bringing education closer to the people. At the same time, we must expand scholarship programs, strengthen our state universities and colleges, and support alternative technical and vocational pathways. No Bangsamoro youth should have their dreams cut short because of distance or poverty. Education must remain a right, not a privilege; itโs for everyone.โ
Deputy Speaker Don Loong, meanwhile, provided students with a broader perspective on the transformation from ARMM to BARMM, underscoring the role of fiscal autonomy in ensuring real self-governance.
โThe old ARMM had no fiscal autonomy, it depended yearly on Congress for its budget. But BARMM is different. With a guaranteed block grant and authority to raise its own revenues, the Bangsamoro government finally holds the power of the purse. This means more hospitals, more classrooms, and more livelihood programs directly for our people. In one sentence: ARMM was dependent, while BARMM is empowered. And that empowerment is the foundation for peace, dignity, and development for our people.โ
When asked about the future of Marawiโs Ground Zero and tourism in Lanao del Sur, Loong acknowledged the challenges but also pointed to solutions and lessons learned.
โThe rehabilitation of Ground Zero has been slow not because of lack of funds, but because of complex processes, clearing unexploded ordnance, land claims, and overlapping agencies. Parliamentโs role is to untangle these knots, speed up compensation and reconstruction, and ensure accountability. Once rehabilitation progresses and rule of law is strengthened, tourism will follow. If Sulu, once called the most dangerous place in Southeast Asia, can become a tourist destination, then so can Marawi and Lanao del Sur.โ
He also highlighted the importance of protecting communities, including Indigenous Peoples, in the pursuit of development and tourism, citing the Bangsamoro Parliamentโs passage of the Indigenous Peoplesโ Rights Code as a safeguard.
In closing, Deputy Speaker Don Loong reaffirmed the mission of the Pro Bangsamoro Party and delivered a message of empowerment:
โOur greatest poverty is not poverty of money, but poverty of capacity. That is why we must expand the number of educated, engaged, and empowered citizens like you. Our vision is to push for reforms that matter, Islamic banking and Sharia justice, stronger local governments, a vibrant Halal economy, and empowered student groups and civil society. Together, we can build a truly Progressive Bangsamoro.โ
The Pro Bangsamoro Party expressed its gratitude to WFD, UK Aid, COMELEC-BARMM, and the MSU System for organizing the event. The Party reaffirmed its commitment to build a Bangsamoro society founded on health, education, inclusive governance, and sustainable peace.
