Laisa Masuhud Alamia is currently a Member of Parliament and the Minority Leader of the Bangsamoro Transition Authority of the Bangsamoro Autonomous Region in Muslim Mindanao. She is also a delegate to the Philippine Congress-Bangsamoro Parliament Forum, Vice-Chairperson of the Committee on Rules, and Ex-Officio member of all the Committees of the Parliament. She is a Career Executive Service (CES) Eligible, certified and conferred by the Career Executive Service Board (CESB).

Bangsamoro Transition Authority (BTA) Parliament Deputy Speaker Atty. Laisa Masuhud Alamia is currently a panelist at the Philippine Conference on Women, Peace, and Security scheduled for October 28 to 30 in Manila. She will feature in the special session on the legislative track titled: "Legislating Peace, Strategic Roundtable and Multi-Sectoral Fireside Dialogue: A Convergence of Lawmakers, Feminist Peacebuilders, and Grassroots Voices for a Transformative WPS Agenda."

DS Alamia's involvement as a key figure in the Bangsamoro Parliament and a human rights advocate is considered instrumental in shaping the conference's agenda and outcomes, reinforcing the theme of "Empowering Local Women, Peace and Security (WPS) Champions as Agents in Socioeconomic Transformation.”

The conference is a collaborative effort led by the Department of Budget and Management (DBM), together with the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), and the Philippine Commission on Women (PCW). OPAPRU chairs the National Steering Committee on Women, Peace and Security (NSCWPS) and serves as the lead agency for peacebuilding and normalization programs, while the PCW serves as the Vice Chair of the NSCWPS and the national gender machinery. The event also benefits from the support of peace and development partners, specifically the UN Entity for Gender Equality and the Empowerment of Women (UN Women) Philippines and the UN Development Programme (UNDP) Philippines.

The Office of the President affirms that the Bangsamoro Transition Authority (BTA) shall continue to serve as the legitimate governing body of the Bangsamoro Autonomous Region in Muslim Mindanao, following the Supreme Court’s decision postponing the October 13, 2025 BARMM elections to a date not later than March 31, 2026.

Under Republic Act No. 12123, since no election took place, the BTA shall continue to exercise full powers and authority during the extended transition period until new officials are duly elected or appointed. The authority to make changes in the composition of the BTA during the transition remains with the Office of the President, as provided by law. No formal reappointment is necessary, as current members continue to hold office by operation of law until replaced or succeeded.

This ensures continuity of governance, legal stability, and an orderly transition in the Bangsamoro, consistent with the Bangsamoro Organic Law, Republic Act No. 12123, and the Supreme Court’s ruling in Ali v. COMELEC. The Office of the President reiterates its commitment to peace, self-governance, and inclusive development in the region.

The Bangsamoro Transition Authority Parliament has successfully concluded the election of its new key officers, an exercise that underscores the political maturity and institutional stability of our nascent government.

We extend our sincere congratulations to Senior Minister Mohammad Yacob, on his election as the new Speaker of the Bangsamoro Parliament. Following the passing of our former Speaker Pangalian Balindong, the Parliament's unanimous vote in support of Speaker Yacob echoes our shared and united effort to ensure that we can seamlessly carry on our duties as representatives of the Bangsamoro people.

With this election came a new mandate for Deputy Speaker John Anthony "Jet" Lim who now serves as Floor Leader of the Bangsamoro Parliament. As he takes on this role, the Parliament gained a new Deputy Floor Leader in MP Amer Zaakaria Rakim, while MP Jose Lorena and MP Sha Elijah B. Dumama-Alba joined the ranks of Deputy Speakers in the Bangsamoro Transition Authority.

These new appointments are not merely a shuffle of positions, but a guarantee of our commitment to fulfill our mandate as outlined in the Bangsamoro Organic Law. We remain steadfast in our duty to deliver meaningful legislation that responds to the needs of our people, as we continue to realize the highest aspirations of the Bangsamoro peace process.

The Office of Deputy Speaker Atty. Laisa Masuhud Alamia, in a continued effort to support vulnerable constituents, successfully led another round of rice distribution to families in Barangay Arena Blanco, Zamboanga City.

The humanitarian initiative was a collaborative effort funded through the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)'s Transitional Development Impact Fund (TDIF). It was organized and implemented with the dedicated support of key partners, namely the Al Risalah Foundation Inc. and the Regional Police Security and Protection Unit 9 - Police Safety and Protection Group (RPSPU9-PSPG), alongside local businesses in the city.

This joint undertaking underscores the commitment of the Deputy Speaker's office and its partners to providing essential relief and promoting community welfare. The distribution was aimed at alleviating the immediate burden on vulnerable families within the barangay.

In September 2025, the Office of Deputy Speaker Atty. Laisa Masuhud Alamia in partnership with Ma’had Al-Qur’an Wal Hadith Department of Islamic Studies delivered rice assistance and emergency Go Bags in various Bangsamoro communities in Zamboanga City. The total aid provided reached more than 3,000 beneficiaries across two separate events.

The first distribution took place on Sunday, September 14. This effort was funded through the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)'s Transitional Development Impact Fund (TDIF). Expressing its gratitude, the school administration acknowledged that such a provision for the students' basic needs helps them focus better on their studies. Less than ten days later, on September 22, another distribution was held.

These September 2025 initiatives highlight DS Alamia's commitment to ensuring that resources from the regional government reach vulnerable populations, including those residing outside the formal BARMM geographical area.

Today, October 15, we mark the 13th anniversary of a pivotal moment in our history: the signing of the Framework Agreement on the Bangsamoro (FAB). Twelve years ago, the FAB was penned as a written expression of our shared, profound commitment to finally build just and lasting peace in our homeland.

The spirit of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is rooted in the FAB, which continues to guide the regional and national governments in addressing the pressing needs of our people. Joint efforts have paved the way for genuine representation at all levels, but we know that significant work remains to be done to ensure our government is truly inclusive and representative of the most vulnerable.

We continue to be guided by the wisdom in its provisions, and the FAB remains an important reference as we strive to acknowledge the plight and address the most pressing needs of our people. Our achievements in recent years have been promising, facilitating genuine representation at all levels of government and laying the foundation for a stronger, better-resourced autonomous region. We honor our mujahideen and mujahidat, and the intent behind their sacrifice, by practicing governance that truly embodies the promise of our peace agreements.

However, we know the future is not promised. While much has been done, a lot of work remains to ensure our regional government continues to function and fulfill the aspirations of our people. The voice of the Bangsamoro resonates in the words of the FAB. May we continue to pursue the ideals of good governance, work towards empowerment and equality across our communities, and fulfill the promise of just and lasting peace for all.

The Office of Deputy Speaker Atty. Laisa Masuhud Alamia of the Bangsamoro Transition Authority (BTA) led a rice distribution in the remote municipality of Lugus, Sulu. This effort saw the delivery of sacks of rice to residents, providing food aid to families in the island town.

This distribution was made possible through the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)’s Transitional Development Impact Fund (TDIF). The TDIF is a major component of the regional government's commitment to delivering direct services, allowing members of parliament to fund projects that meet the needs of their constituents, such as food assistance.

Using the TDIF, DS Alamia’s office could procure and distribute the aid provisions, in support of the regional government’s efforts to help and support island communities in Sulu.

The Office of Deputy Speaker Atty. Laisa Masuhud Alamia turned over Emergency Go Bags to the provincial government of Basilan through its Provincial Social Welfare Office last August 26, Tuesday.

The emergency support, funded through the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)’s Transitional Development Impact Fund (TDIF), was officially received by Provincial Social Welfare Officer Anwary Akalun. This crucial donation is meant to support the provincial government’s programs for disaster preparedness and offer tangible support for vulnerable island communities across Basilan, underscoring a shared commitment between the BARMM Regional Government and local government units to ensure the safety and welfare of the people of Basilan.

The Office of Deputy Speaker Atty. Laisa Masuhud Alamia delivered 8,000 sacks of rice to the provincial government of Basilan last August 26, Tuesday.

The massive rice distribution, with each sack weighing 10 kilograms, was funded through the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)’s Transitional Development Impact Fund (TDIF) and was formally received by Basilan Governor Mujiv Hataman. The said food provision is a direct response to the needs of vulnerable communities across Basilan, reinforcing a commitment to food security for the island's residents. #

As we observe the International Day of the Girl Child today, October 11, we celebrate the boundless potential and unwavering spirit of every Bangsamoro girl and acknowledge the support she needs as she makes her way to the fore.

This year's theme, “The girl I am, the change I lead: Girls on the frontlines of crisis,” profoundly resonates with our story in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). It is a powerful affirmation of our girls' agency and resilience as they learn from our peoples’ history and struggle. While vulnerable to deeply ingrained discrimination and prejudice, girls are not merely recipients of aid or subjects of protection; they are our brave leaders, peace advocates, and hopeful youth who push for meaningful progress and demand justice for all, amidst the challenges we face throughout our political transition.

In the BARMM, our commitment to gender equality is rooted in our faith and our mandate for moral governance. We must fulfill every Bangsamoro girl’s right to quality education, protection from all forms of violence, and guaranteed opportunities for meaningful leadership and participation. We must see our girls not just for the difficult challenges they face, but for the invaluable contributions they have made to the Bangsamoro.

In pushing for programs and legislation specifically addressing their needs, our office has strived hard to ensure that girls in the Bangsamoro have the support they need as they navigate their way towards a future where they are empowered to take leadership and claim ownership of our shared struggle. Let us amplify their voices, invest in their future, and stand with them as they lead the way, for they are an essential part of securing just and lasting peace in the Bangsamoro that we are building today. # # #

Today, we mourn the passing of Shaykh Abdulbaki Abubakar, the esteemed Grand M***i of Region IX and Palawan. He is a respected scholar, teacher, and spiritual leader, inspiring generations with his wisdom, compassion, and dedication in upholding the teachings of Islam.

As the Grand M***i, Shaykh Abdulbaki played a pivotal role in promoting understanding, unity, and peace within the Muslim community and beyond.

May Allah have mercy on him and grant him the highest place in Jannah.
