PUBLIC ADVISORY

Pursuant to Ministry Order No.062, the Ministry of Public Works (MPW-BARMM) shall adopt a four-day on-site workweek, from Monday to Thursday, and one (1) work-from-home day every Friday, for the remaining weeks of Ramadhan.

After Ramadhan, the MPW-BARMM shall transition to a four-day compressed workweek, Monday to Thursday, from 7:30 AM to 6:30 PM. All internal and external transactions shall be made within these official office hours.

However, frontline and essential services of the Ministry shall remain operational on Fridays to ensure uninterrupted delivery of critical public services. Concerned divisions/sections shall issue appropriate internal schedules to maintain service continuity.

These Flexible Work Arrangements (FWA) are being implemented pursuant to OCM Memorandum Circular No. 0049, s. 2026, and Office of the President Memorandum Circular No. 114, s. 2026, in support of the National Governmentโ€™s energy conservation efforts.

The Ministry of Public Works - Maguindanao del Sur District Engineering Office, led by OIC District Engineer Engr. Esmael D. Ganduan, conducted a second turnover ceremony for five (5) additional units of 2025 Sinotruck Homan C3B Dump Trucks on March 4, 2026 in the compound of MPW Maguindanao del Norte DEO, Municipality of Datu Odin Sinsuat.

The additional units of dump trucks were formally turned over to the identified Local Government Unit (LGU) beneficiaries through a usufructuary agreement, allowing them to utilize the equipment in support of their local operations and service delivery.
The proponents and their respective beneficiaries for the turnover ceremony include:
-Former MP Ali B. Sangki for the LGU of the Municipality of Datu Abdullah Sangki
-MP Jaafar Apollo Mikhail L. Matalam for the BLGU of Poblacion, Pagalungan
-MP Faizal G. Karon for the BLGU of Datu Karon, Lebak, Sultan Kudarat
-Former MP Atty. Mary Ann M. Arnado for the BLGU of Kauran, Ampatuan
-Former MP Tarhata M. Maglangit for the BLGU of Linandangan, Pagalungan

Following the turnover ceremony and photo opportunity, the parties proceeded with the signing of the usufructuary agreements.
Also present during the turnover ceremony were Chief of Construction Section, Engr. Al-Mansour B. Nor, Chief of Equipment Management Section, Engr. Abdulsatar S. Ambalgan, Chief of Maintenance Section, Engr. Sahid A. Abdullah, Chief of Materials and Quality Control Section, Engr. Odin M. Ali, Jr., and Chief of Special Project Section, Engr. Joe Ali T. Ebus.

This activity forms part of the ongoing distribution of dump trucks to LGU beneficiaries, strengthening their capacity to deliver essential public services.

The Ministry of Public Works - Maguindanao del Sur District Engineering Office, headed by OIC District Engineer Engr. Esmael D. Ganduan, held a turnover ceremony for six (6) of thirteen (13) units of 2025 Sinotruck Homan C3B Dump Trucks on February 23, 2026, in the compound of MPW Maguindanao del Norte DEO, Municipality of Datu Odin Sinsuat.

The dump trucks were granted to the respective Local Government Unit (LGU) beneficiaries under a usufructuary agreement, allowing them to use the dump trucks for essential public service functions, such as disaster response, road clearing operations, hauling of construction materials, and maintenance of local infrastructure.
Each beneficiary LGU is responsible for the renewal of registration and insurance, overall maintenance, and ensuring that the equipment remains in good working condition and is used solely for public service. The Ministry retains ownership of the units and will conduct periodic monitoring to ensure compliance with the agreement.

The proponents and their respective beneficiaries for the turnover ceremony include:
- Former MP Bassir D. Utto, MPA for the BLGU of Kabengi, Datu Saudi Ampatuan
- MP Michael E. Midtimbang for the LGU of the Municipality of Talayan
- MP Rasul E. Ismael for the LGU of the Municipality of Datu Saudi Ampatuan

Following the ceremonial turnover and photo opportunity, the parties proceeded with the formal signing of the usufructuary agreements, further solidifying the commitment of both the Ministry and the LGUs to utilize the equipment for the public good.

7 Years of Progress: MPW Joins Bangsamoro Foundation Day
Marking the 7th Bangsamoro Foundation Anniversary, the Ministry of Public Works (MPW) proudly joined the vibrant parade and kick-off ceremony held on January 21, 2026, from Cotabato City Hall to the OCM Grounds at the Bangsamoro Government Center.

This yearโ€™s celebration, themed โ€œBARMM 2026: Simbolo ng Pagkakaisa, Alaala sa mga Sakripisyo, at Pagpapatuloy ng Mas Matatag na Bangsamoroโ€ (Symbol of Unity, Remembrance of Sacrifices, and Continuation of a Stronger Bangsamoro), commemorated the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and highlighted its remarkable achievements over the past seven years.

MPW showcased an innovative Infrastructure Concept float, aligned with its mandate of delivering quality infrastructure responsive to the Bangsamoro's development needs. The float symbolized innovation, resilience, and sustainable infrastructure, demonstrating the Ministry's commitment to building a stronger and more progressive Bangsamoro.
Bangsamoro Director General Danilo A. Ong, Chief of the Administrative Division Fatima A. Datukon, and Chief of the Human Resource Section Nor-enn K. Sungan led the MPW contingent, actively participating in the float parade and demonstrating the Ministryโ€™s full support for the Bangsamoro Governmentโ€™s Foundation Anniversary.

The MPW has consistently delivered essential infrastructure services, focusing on roads, bridges, ports, flood control, and water resource development systems, playing a vital role in supporting the social and economic well-being of BARMM's constituents. With nine district engineering offices strategically located throughout the region, the MPW remains dedicated to serving the needs of the Bangsamoro people.

The 7th Bangsamoro Foundation Day celebration served as a powerful reminder of the region's resilience, unity, and progress. MPW's participation underscored its commitment to promoting regional development and collaboration, working hand-in-hand with the Bangsamoro people to build a brighter future.

The first Monday of the year 2026 was formally marked through a flag ceremony, symbolizing a fresh start and renewed commitment of the Ministry of Public Works - Maguindanao del Sur District Engineering Office. It served as an important moment to reflect on past accomplishments and set the direction for the months ahead.

During the ceremony, OIC - District Engineer Engr. Esmael Ganduan delivered a meaningful opening message emphasizing that the first Monday of the year is not only a return to regular duties but also an opportunity to recommit to the values and good practices established in the previous year. Engr. Ganduan highlighted that whatever good deeds, initiatives, and achievements were accomplished in 2025 should be sustained and further improved as the office moves forward into 2026.

The raising of the flag on the first Monday of the year symbolized unity, responsibility, and hope for a productive and successful 2026. The ceremony concluded with a shared sense of purpose, as everyone was inspired to begin the year with determination, guided by the lessons of the past and the goals of the future.

The Ministry of Public Works - Magunidanao del Sur District Engineering Office, led by OIC-District Engineer Esmael D. Ganduan, conducted its final flag raising ceremony for the year 2025. The activity served as a moment of reflection, allowing the office to look back on its achievements, efforts, dedication, and all the tests of resilience it overcame throughout the year.

As the flag was raised for the last time in 2025, the office looks ahead with great determination and a renewed purpose in serving the Bangsamoro region for the coming year.

The Ministry of Public Works - Maguindanao del Sur District Engineering Office, in cooperation with MNBSI Construction Services has finished the Concreting of a Road in the Municipality of South Upi, Maguindanao del Sur.

The road connects Brgy. Kuya and Brgy. San Jose (Phase 1). The project was completed nine days ahead of schedule with a contract time of 105 days and the actual completion of the project at 96.

The completion of this project has improved accessibility to the area and, consequently, paved way for an easier and more convenient transport of farm crops. Installed alongside the concrete road are solar-powered street lights, which provide better visibility for travelers at night, whether on wheels or on foot. The addition of these lights may also help deter potential dangers that may befall upon residents, making the area overall safer.

The BARMM Government maintains a strong, ongoing commitment to regional improvement. This project shows how such commitment is translated into progress for local communities in the region.
