One hundred fifty more housing units with land development will soon rise in Barangay Malimono, Marawi City, Lanao del Sur after Acting Minister Zaide C. Ali led the Ministry of Human Settlements and Development, the Housing Arm of the BARMM, during the project’s groundbreaking ceremony on May 24, 2026.

Co-leading the ceremony were Hon. Said M. Shiek, Member of the Parliament (MP) and Program Manager (PM) of Marawi Rehabilitation Program (MRP), and MP Hon. Ali B. Solaiman, Deputy Chief Minister for Mainland, who both attended with their respective offices.

Minister Ali urged witnesses to the ceremony to support the BARMM Government from the Office of the Chief Minister (OCM) to the MRP Project Management Office (PMO) as they endeavor to provide needed projects across the Bangsamoro territories.

“We attained autonomy from ARMM to BARMM, through the jihad of our brothers from the M**F and MNLF. Let us all practice camaraderie and help each other in completing these projects,” he emphasized.

Minister Ali then recounted how he, a few days after taking office, immediately visited project sites across Lanao del Sur to personally inspect the status of projects in as many locations as he could.

MP Shiek supported the importance of helping each other to advocate moral governance for Allah SWT. He recounted his time as a mujahideen and he lauded the sacrifice of the time to bear fruit with the projects implemented these days.

Meanwhile, Deputy CM Solaiman committed his office’s full support to help the Internally Displaced Persons (IDPs), not only those who will benefit from the projects funded from MRP, but everybody in the Bangsamoro territory.

“The burden of the people is the burden of the government,” Deputy CM Solaiman said.

Suharto S. Wahab, Director II for Technical and Regulatory Service, summarized the messages to encase Justice and sincerity, Integrity, Honesty, Accountability and Dedication, acronymized into the word JIHAD.

Each unit under the housing and resettlement project will have a total of 48-sq. m. floor area complete with three bedrooms, comfort room, living area, dining area and kitchen, all funded under the MRP 2024.

Welcoming attendees to the venue was Hon. Mohammad Zia-Ul Haq T. Naga, Brgy. Chairperson. A message of support was also delivered by Camid Gandamra, Jr., President of the Alliance of Brgy. Councilors and representative of the Local Government Unit of Marawi City.

Jointly executing the construction will be FFJJ Construction and NOAM Construction who committed to ensure the project's completion under the supervision of the MHSD-LDS Provincial Office led by Provincial Director Benjamin T. Alangca.

As part of its continuing commitment to advocating Gender and Development (GAD) in the workplace, the Ministry of Human Settlements and Development (MHSD), the housing arm of the BARMM, conducted the Training-Workshop on Gender-Responsive Delivery for the newly hired employees, in partnership with the Bangsamoro Women Commission (BWC) on May 21–22, 2026, at the Blue Lotus Hotel, Davao City.

The training aimed to strengthen employees’ understanding of gender sensitivity, gender equality, and inclusivity in the workplace, while emphasizing the importance of fostering a safe, respectful, and gender-responsive working environment.

It also highlighted the vital role of government employees in integrating GAD principles in the delivery of public service and in promoting equal opportunities regardless of gender.

Zuhaira U. Ebrahim, RN, Housing and Homesite Regulation Officer IV (HHRO IV) of MHSD-SGA and GAD Focal Coordinator, formally opened the program and presented the overview of the activity, highlighting its objectives and significance in strengthening GAD awareness among employees.

“The purpose of this Gender-Responsive Delivery is to enhance participants’ awareness, understanding, and responsiveness to gender issues by promoting gender sensitivity, equity, and inclusivity in personal, professional, and community settings. At MHSD, we consistently promote gender equity, not only gender equality. We hope that after this training, all participants will become more gender-sensitive and apply these principles in their respective roles and communities,” shared Zuhaira U. Ebrahim, MHSD GAD Focal Person.

She further expressed hope that the knowledge and insights gained from the training would not only deepen participants’ understanding of GAD, gender equality, and inclusivity, but would also be applied and embodied in their respective fields and workplaces in promoting a more respectful, inclusive, and gender-sensitive working environment.

The introduction of participants, groupings and tasking, and expectation setting were facilitated by Charanie B. Pandi, Head of the Records Section and GAD Alternate Focal Person, to properly orient participants on the flow of activities and set clear expectations for the training.

Aisah A. Kali, Resource speaker from the Bangsamoro Women Commission (BWC), discussed key GAD topics, including its historical context, which highlighted the evolution of global and national efforts toward gender equality; gender milestones, which underscore significant achievements in advancing women’s rights; gender sensitivity, referring to awareness and responsiveness to gender issues; s*x and gender differentiation, gender-fair language, core messages on gender, emphasizing equality, respect, and inclusivity, and agents of gender socialization.

After the series of lectures, participants were divided into groups and engaged in a series of workshops where they were tasked to illustrate representations of men and women, as well as GAD roles in the workplace, household, mass media, and school settings. After the workshop, the groups presented their outputs, showcasing their interpretations and understanding of gender roles across different sectors.

Also presented during the activity was the award-winning animated video titled “The Impossible Dream,” which highlights how women manage full-time employment, often with lower pay, while also bearing the primary responsibility for household chores.

Bai Maroudz S. Ibrahim, RN, Provincial Director of MHSD Maguindanao del Norte, officially closed the program by extending her warmest appreciation to the BWC for its continued support in advancing GAD responsive initiatives. She also commended the participants for their commitment and active participation throughout the training.

“I hope that all participants here are able to strengthen their gender sensitivity. Through this training, we hope you are inspired to continue fostering respect, empowerment, and equal opportunity not only within our offices but also in our interactions with the communities we serve. We expect that all the knowledge you have gained from this training will be reflected not only in your work but also in your actions,” PD Ibrahim remarked.

The Ministry of Human Settlements and Development, the Housing Arm of the BARMM, was recognized as the Most Compliant with Issued Guidelines for 2025 by the Bangsamoro Treasury Office (BTO) during the Annual Bangsamoro Local Revenue Collection Forum held at the at the Shariff Kabunsuan Cultural Complex, Cotabato City on May 21, 2026.

Chief Minister Abdulraof A. Macacua personnaly handed the plaque of recognition to Suharto S. Wahab, EnP, REA, REB, Officer-in-Charge of the Office of the Bangsamoro Director General and Director II for Technical and Regulatory Service, who stood on stage in behalf of the MHSD.

Dir. Wahab shared the Ministry's commitment, summarizing it into the phrase "CoIn-Up", which stood for Continuous Innovation in Collection, Inter-Agency Collaboration and Upholding Moral Governance.

The plaque detailed the MHSD's outstanding performance in revenue collection for 2025, demonstrating efficiency, integrity and commitment to supporting the Bangsamoro Government's fiscal sustainability and development goals

The forum aimed to provide updates on treasury matters, engage in meaningful discussions on revenue collection initiatives, and collectively reinforce our commitment to sustainable development and financial empowerment in the Bangsamoro Region.

The Ministry of Human Settlements and Development (MHSD), the Housing Arm of the BARMM, successfully trained the Local Government Units (LGUs) of Maguindanao del Sur (MDS) on the devolved real estate regulatory functions at the Dreamweavers Hotel, Koronadal City on May 19-20, 2026.

The activity aimed to enhance the knowledge and skills of LGU personnel in carrying out devolved functions related to real estate regulation, housing development, and land use management to ensure effective and efficient public service delivery within their respective jurisdictions.

Suharto S. Wahab, EnP, REA, REB, Officer-in-Charge of the Office of the Bangsamoro Director General and Director II for Technical and Regulatory Service, formally opened the program by emphasizing the importance of collaboration between government agencies and LGUs in strengthening real estate regulatory governance.

Noroden S. Abdullah, Provincial Director of MHSD-MDS then welcomed participants to the venue, followed by a presentation of the activity’s overview and the Ministry’s regulatory services on real estate regulation and development presented by Abdulhamid C. Alawi, Chief of the Policy Development Coordination and Regulation Division (PDCRD).

Atty. Janice-Zah M. Macapantar, EnP, Chief of the Environment, Land Use and Urban Development Division (ELUUDD) discussed the MHSD’s guidelines on the issuance of locational clearances and zoning certificates in LGUs.

Salem C. Demuna, Director II for Operations and Management Service, concluded the activity with a closing message sharing his gratitude to everyone’s active participation.

“We hope that the knowledge and insights gained from this activity will help strengthen and improve the delivery of services to our communities. May we continue to work together with commitment and cooperation for the effective implementation of our responsibilities,” Dir. Demuna said.

Resource speakers from the Department of Human Settlements and Urban Development Region 12 (DHSUD-XII) also discussed important topics related to housing and real estate regulation were thoroughly discussed during the training, such as Jayharie C. Mantil, JD, Chief of the Housing and Real Estate Development Regulation Division.

Chief Mantil shared DHSUD’s mandates, Executive Order (EO) No. 71 s. 1993 on devolving the powers of the Housing and Land Use Regulatory Board to cities and municipalities pursuant to the Local Government Code of 1991, and Joint Memorandum Circular No. 01, s. 2021 regarding the creation of the Anti-Illegal Real Estate Practices Inter-Agency Task Force at the national, regional, and local levels.

With Chief Mantil leading their own presentations were Engr. Darlyn M. Vergara from the Permits and Licensing Unit, Engr. Koeln Grace G. Labtang, Engr. Joven O. Casquero and Julius P. Marcelino.

MHSD LEADS TRAINING-WORKSHOP ON QGIS MAPPING FOR SGA LGUs

The Ministry of Human Settlements and Development, the Housing Arm of the BARMM spearheaded the training-workshop on Quantum Geographic Information System (QGIS) Mapping for Local Government Units (LGUs) of the Special Geographic Area (SGA) held at the Bajada Suites, Davao City on April 15-17, 2026.

Through the Environment, Land Use and Urban Development Division (ELUUD) under the Technical and Regulatory Service (TRS), the participants from the LGUs of Kadayangan, Kapalawan, Old Kaabakan, Pahamudin, and Tugunan were able to listen to lectures, observe demonstrations, and participate in hands-on workshop exercises on GIS and QGIS mapping.

“This activity is not only about learning GIS and mapping, but also part of your preparation for the upcoming Modular Training on the Comprehensive Land Use Plan or CLUP. As we all know, planning should come from the LGUs themselves because you are the ones who truly understand the situation, needs, and challenges of your communities. Here in MHSD, our role is only to guide, assist, and support you throughout the process,” said TRS Director II Suharto S. Wahab, EnP, REA, REB.

“Most importantly, planning is not only for the people, but planning should also be with the people, especially in CLUP preparation. Community participation is important because development plans become more meaningful and effective when the voices of the people are included in the planning process,” Dir. Wahab added.

MHSD-SGA Provincial Director Hamzah A. Salik lauded the attendees as their presence showed their commitment to improving public service and strengthening the capacity of their respective municipalities.

“In Islam, knowledge is highly valued because it guides people toward better decisions and responsible leadership. As public servants, we are entrusted with the duty to manage our communities with fairness, wisdom, and accountability. One way of fulfilling that responsibility is through proper planning and informed decision-making,” PD Salik emphasized.

ELUUDD Chief Atty. Janice-zah M. Macapantar, EnP, gave a brief introduction to GIS and QGIS, followed by the specialists and technical personnel who discussed topics such as georeferencing, digitizing, map preparation, and spatial data management using QGIS and Google Earth.

The first day covered the orientation and QGIS fundamentals, followed by mapping and digitizing on the second day, and then concluded by map production and workshop on the last day.

Acting Minister Zaide C. Ali of the Ministry of Human Settlements and Development, the Housing Arm of the BARMM welcomed and met with Engr. Zubair A. Guiaman, Executive Director of Alhuffaz Charity Foundation in Southern Philippines Inc. (ACFSPI) on May 14, 2026 and discussed potential partnership in establishing convergence programs in the Special Geographic Area (SGA).

The meeting was held at the MHSD Conference Room at the Bangsamoro Government Center in Cotabato City.

Director Guiaman presented the convergence program focused on the establishment of a boarding school in SGA, emphasizing the priority agenda of the BARMM Government started by the previous Chief Minister (CM) Ahod B. Ebrahim and continued by now CM Abdulraof A. Macacua, which endeavors to strengthen Islamic communities through governance.

Dir. Guiaman presented a project that will establish housing, school facilities, livelihood opportunities, and access road. The ACFSPI’s proposed project details the construction of a Bangsamoro Islamic University in partnership with Jumeyyatul Huffaz bil Filibeen Inc. that would require over two hundred million pesos in funding and a total lot area of one hectare.

John Anthony M. Ocumen, Head of the Internal Planning Section and Shalahuddin S. Cosain, Project Development Officer IV, then presented the MHSD proposals for 2027 funded under the General Appropriations Act of the Bangsamoro (GAAB) 2027 and Supplemental Fund (SF) 2026.

Minister Ali shared high hopes for the project, describing it to be one of his highlight programs, and is expecting future meetings with other partner Bangsamoro ministries, offices, agencies and stakeholders to push it forward.

Also with Minister Ali were Majeed M. Moslem, Chief of Housing and Human Settlements Division, Atty. Nasihah S. Mamarungcas, RSW, Head of the Legal and Legislative Liaison Section, Engr. Borjan T. Gumaga, Engr. Jaaber D. Panda, and Arch. Renee Jay F. Marcos.
