On March 10, 2026, the Bangsamoro Human Rights Commission (BHRC) โ€“ Special Geographic Area (SGA) and Cotabato City Office conducted a Human Rights Education session on Childrenโ€™s Rights for Rights Holders at Datu Daud Rahman High School in Pahamuddin, SGA BARMM.

The activity aimed to raise awareness among high school students about their fundamental rights as children, emphasizing the importance of protecting their dignity, welfare, and development. Through this session, students were introduced to key concepts of human rights and were encouraged to recognize their role as rights holders who deserve protection, respect, and equal opportunities.

The lecture was delivered by Atty. Faharodin M. Sulaiman, who discussed childrenโ€™s rights under international human rights instruments and relevant national laws that safeguard the protection and well-being of children. The discussion highlighted the importance of promoting safe environments for children, protecting them from abuse and exploitation, and ensuring that their voices are heard in matters affecting their lives.

Students actively participated in the discussion, reflecting the growing interest of young people in understanding their rights and responsibilities within their communities.

This initiative was made possible through the coordination and support of the Local Government Unit of Municipality of Pahamuddin, SGA, under the leadership of Honorable Mayor Yasser Ebrahim. The partnership between BHRC and the local government continues to strengthen efforts in promoting human rights awareness and empowering young rights holders in the community.

Through activities such as this, the BHRC reaffirms its commitment to promoting human rights education and fostering a culture that respects, protects, and upholds the rights of every child.

On March 4, 2026, the Bangsamoro Human Rights Commission convened the First Coordination Meeting with Civil Society Organizations (CSOs) particularly with the Youth Organizations of Cotabato City held at the D&M Function Hall. The meeting served as an avenue to create a stronger collaboration and significant conversation and interchange of ideas between the Commission and various CSOs in advancing initiatives that support the promotion, protection, and upholding of human rights in the community.

The activity provided an opportunity to exchange insights, discuss key human rights concerns, and explore areas of partnership in implementing programs and activities that promote awareness, accountability, and community participation in human rights advocacy.

Through strengthened coordination and collective engagement, the Commission and its civil society partners reaffirm their shared commitment to building a community where human rights are respected, protected, and upheld for all.

Following a thorough investigation conducted by the Commission, these incidents were conclusively determined to constitute human rights violations, thereby warranting the provision of appropriate remedies as mandated under the BHRCโ€™s protection powers.

This ceremonial release of assistance, conducted in observance of the Bangsamoro Human Rights Consciousness Week, forms part of the Commissionโ€™s legally grounded protection program, which ensures that victims of human rights violations receive support in accordance with established investigative findings and procedural standards. The Bangsamoro Human Rights Commission (BHRC) strongly condemns the shooting of the Director General for Madaris Education Prof. Tahir Guimil Nalg of the Ministry of Basic, Higher and Technical Education (MBHTE). This violent attack is a direct violation of the principles of peace, dignity, and human security that the Bangsamoro Autonomous Region in Muslim Mindanao continues to uphold.

Prof. Tahir Guimil Nalg is a respected academic and a committed public servant whose leadership has significantly advanced the Madaris education system in the Bangsamoro Autonomous Region. His decades of service reflect his unwavering dedication to nurturing an educational environment grounded in moral, cultural, and intellectual integrity. Any attack on him is an attack on the institutions and communities he has served with honor.

This incident constitutes a grave violation of rights clearly protected by the 1987 Philippine Constitution, particularly Article III, Section 1, which states: โ€œNo person shall be deprived of life, liberty, or property without due process of law, nor shall any person be denied the equal protection of the laws.โ€ It further violates Article II, Section 11, which affirms: โ€œThe State values the dignity of every human person and guarantees full respect for human rights.โ€
For this reason, the BHRC calls on the law enforcement agencies and the Local Government Unit of Cotabato City to treat this incident with utmost seriousness. Equally important is the strengthening of security measures to ensure the protection of all residents of Cotabato City.

The Commission stands firmly with the family of Prof. Tahir Nalg in their pursuit of justice. We will closely monitor the progress of this case and will exercise all available mechanisms under its mandate to ensure that justice is served and that the rights of the victim and his family are fully protected.
