AL-GAFOOR IRRIGATORS ASSOCIATION, PINALALAKAS ANG PAGKAKAISA NG MGA MAGSASAKA SA MAMASAPANO.

SA LIKOD NG MASAGANANG SAKAHAN, MAHALAGA ANG TULOY-TULOY NA SUPPLY NG TUBIG AT PAGKAKAISA NG MGA MAGSASAKA. Sa Municipality of Mamasapano, Maguindanao del Sur, ipinapakita ng Al-Gafoor Irrigators Association (IA) sa ilalim ng NIA-Kabulnan River Irrigation System (NIA-KRIS) kung paano nakatutulong ang sama-samang pagkilos sa pagpapaunlad ng agrikultura.

May service area na 642.68 hectares at nasa 673 farmer-beneficiaries ang sinusuportahan ng asosasyon. Sa pamamagitan ng maayos na irrigation management at aktibong partisipasyon ng mga miyembro, sinisikap ng Al-Gafoor IA na matiyak na nakararating ang tubig sa mga sakahan upang magpatuloy ang kanilang pagtatanim at agricultural activities.

Hindi lamang irrigation services ang naibibigay ng asosasyon. Higit sa lahat, nagsisilbi rin itong daan upang mapalakas ang cooperation, shared responsibility, at pagkakaisa ng mga magsasaka sa pangangalaga at maintenance ng kanilang irrigation system.

Sa patuloy na pagtutulungan ng mga miyembro, layunin ng Al-Gafoor IA na magkaroon ng mas productive na mga sakahan at mas matatag na farming community.

Ipinapakita ng kanilang karanasan na kapag nagkakaisa ang mga magsasaka at sama-samang pinangangalagaan ang kanilang irrigation system, mas nagiging matibay ang pundasyon para sa mas produktibong agrikultura at mas maunlad na kabuhayan.

The Irrigation Management Transfer (IMT) Program begins with farmers within the irrigation service area organizing themselves into an Irrigators Association (IA) to promote unity, participation, and shared responsibility in irrigation management. Once organized, the IA registers with the Securities and Exchange Commission (SEC) to gain legal personality and the capacity to enter into agreements. After SEC registration, the IA enters into an IMT contract with the National Irrigation Administration (NIA), which clearly defines the roles and responsibilities of both parties in managing the irrigation system. Through this agreement, the IA gradually assumes the operation and maintenance (O&M) of the irrigation facilities, either partially or fully, while NIA continues to provide technical guidance, monitoring, and institutional support.

The National Irrigation Administrationโ€“Maguindanao Irrigation Management Office (NIA-MIMO) Human Resource Merit Promotion and Selection Board (HRMPSB) conducted interviews for applicants on August 13, 2026, at the MIMO Office in Cotabato City. The interviews were part of the agencyโ€™s recruitment and selection process, allowing the Board to assess applicants based on their qualifications, competencies, experience, and suitability for the positions they applied for.

The HRMPSB plays a key role in ensuring that the selection of personnel is guided by merit, fairness, and established government policies. Through a systematic interview and evaluation process, the Board helps ensure that qualified individuals are given equal opportunity and that the agency selects personnel who can effectively perform their responsibilities. Beyond filling vacant positions, the process strengthens the organization by bringing in individuals whose skills, values, and commitment align with the mission of NIA.

The National Irrigation Administrationโ€“Maguindanao Irrigation Management Office (NIA-MIMO) conducted a System Management Training (SMT), an Orientation on Water-Saving Technology โ€“ Alternate Wetting and Drying (AWD), and a Seminar on Crop Dues Collection Strategies on August 18โ€“21, 2026, at Carlitos Hotel in Isulan, Sultan Kudarat.

The four-day activity brought together participants from Bagan Communal Irrigation System (CIS), Ahan CIS, Upper Lasangan CIS, and Tuayan CIS, with the aim of strengthening their knowledge and skills in managing irrigation systems and supporting efficient water use and collection of irrigation-related dues.

During the training, participants learned key principles of system maintenance, including prevention, timeliness, reliability, quality, cost-effectiveness, and participation. The activity also emphasized water-saving technologies such as Alternate Wetting and Drying (AWD) for efficient irrigation and sustainable rice production. The seminar on Crop Dues Collection Strategies provided guidance on improving collection efforts and strengthening cooperation between Irrigatorsโ€™ Associations and farmers.

On the last day, the group conducted a field visit to the NIA Alip River Irrigation System (RIS) to observe the actual operation and management of a large-scale irrigation system. Through these initiatives, NIA continues to promote well-managed irrigation systems, responsible water use, and active farmer participation toward sustainable agricultural development.

The area featured a simple wooden bulletin board with a modest design, where important announcements, office updates, photographs, and other relevant materials were posted for employees and visitors to see. Although simple in appearance, it served an important purposeโ€”keeping everyone informed and connected with the activities and accomplishments of NIA-MIMO.

As time passed, the PAIS Information Area evolved with changing ways of communicating and presenting information. From a basic wooden bulletin board, it became more organized and visually engaging, providing more space for informative materials and office-related updates. The improvements reflected the officeโ€™s ongoing effort to make information more accessible, appealing, and useful to employees, farmer-beneficiaries, partners, and visitors.

Today, aligned with current trends in information dissemination, the NIA-MIMO PAIS Information Area has become a more modern and interactive space. It is now air-conditioned and equipped with a glass-covered bulletin board displaying a wider range of informational materials. A smart TV has also been installed to showcase the Programs, Projects, and Activities (PPAs) of NIA-MIMO through Audio-Visual Presentations (AVPs). From a simple wooden bulletin board to a modern information hub, the PAIS Information Area reflects how NIA-MIMO continues to adapt and embrace new ways of keeping people informed.

The NIA Alip River Irrigation System (Alip RIS) was first proposed in the mid-1980s by then-Mayor Datu Ibrahim โ€œTotoโ€ P. Paglas III in response to the communityโ€™s need for a reliable water supply to increase agricultural production and farmersโ€™ incomes. The project was partially completed and became operational as an irrigation system in 1993, with Engr. Noldin Oyod serving as its first Irrigation Superintendent. More than 30 kilometers of canals were constructed, along with essential irrigation structures that helped regulate water flow and protect agricultural areas.

Today, Alip RIS, located in Columbio, Sultan Kudarat Province, has a total service area of 3,404 hectares and benefits 1,623 farmer-beneficiaries as of December 2025. Under the supervision of Engr. Norhamin G. Mantikayan, Alip RIS continues to improve its facilities and water-delivery system, ensuring a more reliable supply of irrigation water for farmers. More than three decades after its establishment, Alip RIS remains an important agricultural lifeline, supporting the livelihoods of farming communities and contributing to increased and sustainable agricultural production.

This important step allows the National Irrigation Administration (NIA) to verify actual site conditions, assess the proposed service area, identify farmersโ€™ irrigation needs, and determine whether the project is technically and economically feasible. Field validation also helps ensure that the proposal is based on actual conditionsโ€”not merely on documents or plans.

Project inspection is therefore an essential part of the planning and budgeting process. The findings gathered during the inspection serve as a basis for preparing and evaluating the project proposal before it is considered for inclusion in the NEP.

Through proper inspection and validation, NIA helps ensure that government funds are proposed for irrigation projects that are necessary, feasible, and beneficial to Filipino farmers.
