The Bangsamoro Airport Authority (BAA), in partnership with the Civil Aeronautics Board of the Bangsamoro (CABB), successfully conducted its Community Awareness and Information Drive in the Municipality of Sultan Kudarat and the Municipality of Parang in Maguindanao del Norte, as well as the Municipality of Kadayangan in the Special Geographic Area (SGA). Held on July 27–28 and 30, 2026, the campaign brought government services closer to the people by increasing public awareness of the mandates, powers, and functions of both agencies, promoting the Air Passenger Bill of Rights, and emphasizing the vital role of communities in responding to aircraft emergencies and ensuring aviation safety.

The initiative received the full support of Ministry of Transportation and Communications (MOTC) Minister Termizie G. Masahud, Air Transportation Services Director Razulden A. Mangelen, and was undertaken under the guidance of BAA Director Atty. Ranibai D. Dilangalen. Through open dialogue and active community participation, residents shared valuable insights and raised common concerns, particularly regarding airfare rates at Cotabato (Awang) Airport, the resumption of additional airline services such as Cebu Pacific, and other matters affecting air transportation in the Bangsamoro region. These discussions reflect the growing interest of communities in the continuous improvement of aviation services.

The BAA remains steadfast in its commitment to listen, engage, and take proactive steps in addressing the concerns of the public while strengthening partnerships with local communities. Building on the success of the first three municipalities, the Community Awareness and Information Drive will continue on August 5, 2026, in the Municipality of Datu Saudi Ampatuan, Maguindanao del Sur, reaffirming the Authority’s commitment to bringing aviation awareness, passenger rights education, and responsive public service closer to every Bangsamoro community.

DAVAO CITY | The proposed Bangsamoro Transportation and Communications Code moved forward at the committee level as lawmakers reviewed reforms to create a unified regulatory system for the region’s transport and communications sectors.

The Committee on Transportation and Communications continued discussions on BTA Bill No. 447 following the close of the regular parliamentary session on July 16.

The measure seeks to become BARMM’s primary law on transportation and communications by strengthening the Ministry of Transportation and Communications (MOTC), institutionalizing its seven sectoral offices, and creating a long-term Bangsamoro Transportation and Communications Master Plan.

During the hearing, lawmakers and MOTC officials also discussed the need to strengthen BARMM’s institutional capacity and reduce reliance on external support by maximizing the region’s own regulatory resources and revenue streams.

The code seeks to address fragmented regulation between national agencies and regional offices by consolidating regulatory authority within BARMM while recognizing the continuing role of national government agencies.

The proposed code covers land transport, maritime services, ports and terminals, airport landside operations, air transport services, telecommunications, courier services, ticketing services, and digital transport regulation.

Lawmakers reviewed MOTC’s reform agenda, which includes stronger authority for sectoral offices, digital modernization, improved fiscal management, and a revenue-sharing mechanism allowing offices to retain 50 percent of collected fees, charges, fines, and penalties for operational and modernization needs.

MOTC officials said the proposed framework will strengthen accountability, improve coordination, and support more efficient transport and communications services across BARMM.

The Ministry of Transportation and Communications (MOTC) on Saturday, July 18, laid out transport reforms, service expansion initiatives, and infrastructure updates before the Bangsamoro Parliament's Committee on Transportation and Communications, as lawmakers reviewed the sector's performance and identified policy areas requiring legislative support.

Overseeing seven sectoral offices responsible for land transport, maritime services, ports, aviation, and telecommunications in the Bangsamoro, the MOTC highlighted developments from its attached offices, including the Bangsamoro Land Transportation Office (BLTO), Bangsamoro Land Transportation Franchising and Regulatory Board (BLTFRB), Bangsamoro Maritime Industry Authority (BMARINA), Bangsamoro Ports Management Authority (BPMA), Bangsamoro Airport Authority (BAA), Civil Aeronautics Board of the Bangsamoro (CABB), and Bangsamoro Telecommunications Commission (BTC).

Among the major developments presented were the nationwide recognition of BLTO issuances, the expansion of the ministry's district offices to improve public access to services, and the continuing rehabilitation of airport facilities in the Bangsamoro.

BLTO Director Razul Gayak said the LTO Central Office now recognizes all BLTO issuances, including driver's licenses, motor vehicle registrations, and miscellaneous transactions.

He added that the office has adopted QR-code-based verification for driver's licenses to strengthen authentication and is working to extend the validity of BLTO-issued licenses to 10 years.

MOTC Minister Termizie Masahud said the ministry has opened a district office in Datu Unsay to serve Maguindanao del Sur and nearby areas, with another planned in the Special Geographic Area through the proposed One-MOTC Integrated Provincial Office, which will serve as a one-stop center for transportation and communications services.

Meanwhile, BAA Director Ranibai Dilangalen said rehabilitation work at Awang Airport has reached 90 percent completion, while the first phase of rehabilitation at Sanga-Sanga Airport is expected to be completed and turned over in September.

She said funding has also been secured for the procurement of generators to ensure continuous airport operations during power interruptions.

Resource persons recommended strengthening information campaigns on traffic rules and road safety and proposed measures to improve compliance with maritime laws, vessel registration, passenger insurance, and local public transport route planning.

COTC Chair Zulfikar-Ali Bayam said the committee will reconvene Sunday to continue discussions on transportation and communications measures, including the proposed Bangsamoro Transportation and Communications Code. (LTAIS-Public Information, Publication, and Media Relations Division)

The Civil Aeronautics Board of the Bangsamoro (CABB) under the Ministry of Transportation and Communications - BARMM conducted a monitoring and inspection activity among aviation stakeholders in Lanao del Sur as part of its continuing regulatory and compliance initiatives.

The activity aimed to ensure that stakeholders are continuously complying with existing rules, regulations, and policies implemented by CABB. It also served as an opportunity to inform and orient stakeholders regarding the board’s regulatory policies, operational guidelines, and compliance requirements in the aviation sector.

Among those monitored and inspected were ticketing sales agents, cargo operators, and air freight service providers operating within the province. The inspection focused on validating operational documents, permits, compliance procedures, and adherence to applicable aviation regulations to promote safe, orderly, and lawful air transport operations within the Bangsamoro region.

PASAY CITY — Yesterday, May 14, 2026, Minister Termizie Masahud of the Ministry of Transportation and Communications led a coordination meeting with the Civil Aeronautics Board (CAB) in Pasay City to discuss key air transport regulatory concerns and strengthen institutional collaboration between the national government and the Civil Aeronautics Board of the Bangsamoro (CABB).

The meeting focused on several important agenda items aimed at enhancing aviation governance and regulatory mechanisms within the Region. Officials from both CAB and CABB were present during the discussions.

One of the primary matters discussed was the proposed CABB Memorandum Circular on the imposition, collection, and remittance of Monitoring Fees on airline tickets sold within BARMM.

The Bangsamoro delegation likewise sought comments, recommendations, and technical guidance from CAB to ensure that the proposed policy aligns with existing national aviation regulations and established regulatory practices.

Both parties further explored possible areas for continuing technical cooperation and institutional collaboration between CAB and CABB.

Ticket sales agents, cargo operators, and freight forwarders joined the Free Basic Customer Service Skills Training conducted by the Civil Aeronautics Board of the Bangsamoro (CABB), under the Ministry of Transportation and Communications (BARMM), on April 21–22 at EM Manor Hotel in Cotabato City.

The two-day activity gathered key stakeholders in the local air transport and logistics sector, aimed at strengthening frontline service delivery and ensuring that passengers and clients receive efficient, respectful, and reliable assistance.

Participants included accredited ticketing agents as well as representatives from cargo and freight forwarding companies operating within Cotabato City, all of whom play a vital role in supporting air transport services in the area.

The training focused on essential customer service principles such as effective communication, handling customer concerns, managing difficult situations, and maintaining professionalism in day-to-day transactions.

It also served as a platform for collaboration among stakeholders, allowing participants to share experiences, identify common challenges, and exchange best practices. Through this initiative, CABB aims to promote stronger coordination and a more unified approach to service delivery within the sector.

CABB, Marawi City LGU Discuss Partnership for Air Commerce Regulation

MARAWI CITY— The Civil Aeronautics Board of the Bangsamoro (CABB) under the Ministry of Transportation and Communications (MOTC) held a meeting with the Marawi City Local Government Unit on April 14, 2026 to discuss a proposed partnership through a Memorandum of Agreement (MOA) aimed at strengthening the regulation of air commerce in the area.

During the meeting, CABB presented its mandate and emphasized the importance of coordinated efforts with local governments to ensure safe, efficient, and compliant air transport operations. The proposed MOA is expected to establish a clear framework for collaboration in regulation, monitoring, enforcement, and data sharing.

The initiative forms part of CABB’s continuing efforts to expand institutional partnerships across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), reinforcing effective regulatory oversight of aviation-related activities in support of sustainable regional development.

CABB Conducts Air Passenger Bill of Rights Orientation at MSU Marawi

Marawi City, Lanao del Sur — The Civil Aeronautics Board of the Bangsamoro (CABB), under the Ministry of Transportation and Communications (MOTC), successfully conducted an orientation on the Air Passenger Bill of Rights (APBR) at the Mindanao State University (MSU) Main Campus in Marawi City on March 26, 2026.

The activity gathered students, faculty members, and stakeholders to raise awareness on the rights and protections afforded to air passengers. Participants were oriented on key provisions of the APBR, including entitlements in cases of flight delays, cancellations, denied boarding, and mishandled baggage, as well as the responsibilities of both passengers and airline operators.

The orientation forms part of CABB’s continuing information and education campaign to promote consumer protection in the aviation sector across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). It also aims to empower the public, especially the youth, with knowledge that ensures safer, more informed, and more confident air travel.

During the session, CABB representatives emphasized the importance of understanding passenger rights in today’s growing air transport industry. They also highlighted the role of government in ensuring that airlines comply with established regulations and standards that protect the welfare of the riding public.

The Civil Aeronautics Board of the Bangsamoro (CABB), under the Ministry of Transportation and Communications (MOTC), actively took part in an inter-agency consultation workshop aimed at strengthening risk communication and community engagement for returning Filipino migrants and mobile populations.

Representing CABB–MOTC in the activity was Myriah L. Macao, Chief Transportation Regulation Officer (CTRO) of the Management Information Division.

The workshop, held in Zamboanga City from March 22 to 29, 2026, gathered various government agencies and stakeholders to develop effective Risk Communication and Community Engagement (RCCE) materials and referral mechanisms.

Through its participation, CABB–MOTC contributed insights on air transport regulation, passenger protection, and the role of aviation in facilitating safe and efficient mobility across regions.
