On the blessed occasion of Eid’l Adha, I extend my warmest greetings to the entire Bangsamoro community and to all our Muslim brothers and sisters across the nation and around the world.

Eid’l Adha reminds us of the faith, obedience, sacrifice, and devotion exemplified by Prophet Ibrahim (AS) and Prophet Ismail (AS). Their unwavering trust in Allah teaches us the importance of sincerity, humility, and steadfast commitment to what is right and just.

As we celebrate this holy feast, may we renew our commitment to unity and solidarity as one Bangsamoro people. Let us continue to work together with compassion, mutual respect, and a shared vision for peace, progress, and inclusive development.

Yacob, Ph.D., led the formal acceptance during the inauguration of the refurbished Bangsamoro Transition Authority (BTA) Parliament Lobby on May 25, 2026, at the Office of the Parliament Speaker, BTA Building, Bangsamoro Government Center.

The inauguration was attended by Ambassador Massimo Santoro of the European Union to the Philippines, Ambassador Miguel Utray Delgado of the Kingdom of Spain to the Philippines, EU Head of Cooperation Marco Gemmer, OPAPRU Senior Undersecretary Isidro Purisima, UNOPS Philippines Country Manager Peter Browne, members of Parliament, and officials of the Bangsamoro Government.

The refurbished lobby project was implemented through the support of the SUBATRA Programme and development partners as part of continuing efforts to strengthen parliamentary institutions and improve public service facilities in the Bangsamoro region.

In his acceptance speech, Speaker Yacob expressed gratitude to the SUBATRA Programme and international partners for their continued support to the Bangsamoro peace and development process.

β€œToday, we gather not merely to inaugurate a refurbished lobby but to celebrate a shared commitment to institutional growth, dignity in public service, and the ongoing strengthening of parliamentary governance in the Bangsamoro Autonomous Region,” Yacob said.

He emphasized that the project represents more than a physical improvement, describing it as β€œa meaningful symbol of partnership, trust, and collective aspiration toward a more responsive, credible, and people-centered Bangsamoro governance.”

The Speaker also highlighted the importance of integrity, accountability, and professionalism in strengthening institutions and sustaining public trust.

β€œWe deeply acknowledge the unwavering support of the SUBATRA Programme and all development partners who continue to walk with the Bangsamoro Government in our journey of transition, reform, and institution-building,” he added.

SPEAKER MSY RECEIVES EU, SPAIN ENVOYS; DISCUSSES BARMM POLLS, ECONOMIC COOPERATION

COTABATO CITY β€” Speaker Mohammad S. Yacob, Ph.D., welcomed officials from the European Union and the Kingdom of Spain during a courtesy visit held on May 25, 2026, at the Office of the Parliament Speaker in the BTA Building, Bangsamoro Government Center.

The meeting was attended by H.E. Massimo Santoro, Ambassador of the European Union to the Philippines; H.E. Miguel Utray Delgado, Ambassador of the Kingdom of Spain to the Philippines; and Emily Mercado, Program Manager of the European Union.

During the meeting, discussions focused on the upcoming first-ever parliamentary election in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), ongoing normalization efforts, and opportunities to strengthen economic cooperation and international partnerships in the region.

Speaker Yacob underscored the significance of the upcoming BARMM parliamentary elections, describing it as a historic political milestone for the region and the country.

Ambassador Santoro expressed the European Union’s readiness to continue supporting the Bangsamoro Government, particularly in relation to the electoral process and the ongoing normalization initiatives aimed at sustaining peace and development in the region.

Meanwhile, Ambassador Delgado highlighted initiatives being spearheaded through the United Nations Development Programme (UNDP) to support the electoral process and strengthen democratic institutions in the Bangsamoro.

The meeting also explored opportunities for economic growth and trade cooperation. Discussions emphasized that entering into free trade agreements could help position BARMM as a viable and attractive destination for international business and foreign partners.

PUBLIC STATEMENT

Assalamu Alaykum Warahmatullahi Wabarakatuhu!

The Office of the Parliament Speaker Mohammad S. Yacob, Ph.D. acknowledges the open letter dated May 23, 2026. We genuinely welcome constructive discourse and appreciate the concern expressed by various stakeholders in helping guide the Bangsamoro Government in the spirit of accountability and collective responsibility. The said letter raises allegations that the Speaker is being β€œused, abused, and manipulated” in the enactment of recent legislative measures, including the removal of the β€œNone of the Above” (NOTA) option in official ballots, amendments to the Bangsamoro Electoral Code, and the Parliamentary Districting Law.

To ensure that we move forward with a common understanding of the legislative process within the Bangsamoro Transition Authority (BTA) Parliament, it is important to clarify that every enacted measure undergoes rigorous committee deliberations, public consultations, and extensive plenary debates. Throughout this process, Members of the Parliament representing various sectors and political perspectives fully exercise their rights to deliberate, propose amendments, and cast their votes in accordance with democratic and consultative principles.

Further, to provide reassurance and clarity, this Office emphasizes that legislation in the BTA Parliament is a collective and collegial act. No single individual, including the Speaker, unilaterally dictates the passage of laws. The enactment of legislative measures reflects the collective will of Parliament as a whole, determined through democratic majority action. To attribute these legislative outcomes solely to the alleged manipulation or weakness of the Speaker fundamentally undermines the integrity, independence, and institutional credibility of the entire Parliamentary Body. Moreover, the signature of the Speaker on every legislative measure is ministerial rather than discretionary.

In light of these circumstances, this Office remains steadfast in fulfilling its duties and responsibilities throughout the remainder of the transition period, in faithful adherence to the collective and consultative principles that guide the BTA Parliament. While we continue to faithfully comply with the law and uphold the mandates entrusted to the institution, we likewise remain firm in safeguarding the aspirations, dignity, and historical struggle of the Bangsamoro people, mindful that the struggles and sacrifices of the past are neither forgotten nor disregarded in the course of governance and institution building.

At the same time, this Office underscores that restraint and institutional prudence should not be instantly misconstrued as weakness, indifference, or acquiescence to whatever meaning others may seek to attribute to perceived silence. Wisdom is not always manifested through confrontation, but often through sabr, prudence, and adherence to what is just and beneficial for the Ummah. Responsible leadership often demands measured responses grounded in respect for democratic institutions, due process, and the broader interest of unity within the Bangsamoro.

Rather than allowing unfounded imputations and divisive allegations to sow discord among our people, we call upon all stakeholders to uphold adab, mutual respect, constructive dialogue, and institutional solidarity. Our collective duty remains the preservation of peace, justice, and meaningful governance for the Bangsamoro.

Yacob, Ph.D., reaffirmed the Bangsamoro Parliament’s support for stronger and accountable fiscal governance during the 2026 Annual Bangsamoro Local Revenue Collection Forum held on May 21, 2026, at the Shariff Kabunsuan Cultural Complex (SKCC).
In his message of support, Yacob emphasized the importance of local revenue collection in sustaining effective governance and delivering public services across the Bangsamoro region.

He underscored that for generations, Da’wah has served as a guiding force in Bangsamoro communities by nurturing faith, promoting peace, and cultivating moral discipline, compassion, justice, and unity among the people.

As principal author of the measure, Speaker Yacob explained that the bill seeks to institutionalize Da’wah initiatives across the Bangsamoro Region through stronger policy support, sustainable funding mechanisms, and capacity-building programs for Da’wah workers. The proposed measure also supports research and development initiatives and aims to establish transparent systems for the management and distribution of endowments intended for the welfare of Bangsamoro constituents.

The bill further proposes the establishment of a Bangsamoro Da’wah Center that will serve as a hub for learning, leadership formation, community engagement, and peacebuilding efforts anchored on Islamic values and moral governance.

Speaker Yacob likewise highlighted the need for a more organized and responsive approach to Da’wah work amid emerging social challenges affecting communities today.

Ms. Masbud emerged among the 15.85% of successful passers nationwide, earning an impressive average rating of 98.60%. Speaker Yacob recognized her achievement as a source of inspiration for aspiring public servants and young professionals across the Bangsamoro Region.
