The Cotabato City Jail Male Dormitory successfully underwent the ISO 9001:2015 Surveillance Audit on May 28, 2026, under the leadership of Jail Warden 𝗝𝗦𝗜𝗡𝗦𝗣 𝗠𝗔𝗥𝗞 𝗢𝗠𝗔𝗥 𝗥 𝗦𝗘𝗦𝗣𝗘Ñ𝗘 𝗜𝗜

The audit was conducted by 𝗦𝗢𝗖𝗢𝗧𝗘𝗖 𝗖𝗲𝗿𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹, who assessed the facility’s compliance with the standards and requirements of the ISO 9001:2015 Quality Management System.

The surveillance audit primarily focused on the welfare and development programs being implemented within the facility, ensuring that services and interventions provided to Persons Deprived of Liberty (PDLs) are aligned with quality management standards and institutional objectives. The audit also evaluated the effectiveness of operational procedures, documentation, and program implementation geared toward rehabilitation, welfare, and continuous improvement.

In line with its commitment to uphold the welfare and rights of PDLs, the Bangsamoro Human Rights Commission (BHRC), headed by 𝘼𝙩𝙩𝙮. 𝙈𝙪𝙢𝙖𝙧 𝘼𝙡𝙞 𝙂. 𝙎𝙪𝙘𝙘𝙤𝙧, in coordination with the Public Attorney’s Office (PAO) Lawyers, 𝘼𝙩𝙩𝙮. 𝙈𝙪𝙖𝙢𝙖𝙧 𝙍𝙝𝙮𝙨 𝙂𝙪𝙖𝙢𝙖𝙙𝙚𝙡 and 𝘼𝙩𝙩𝙮. 𝙍𝙪𝙚𝙡 𝙊. 𝙅𝙪𝙢𝙖𝙬𝙖𝙣, together with the Integrated Provincial Health Office Maguindanao (IPHO Mag) headed by 𝘿𝙧. 𝙈𝙖𝙮𝙡𝙞𝙡𝙞𝙣𝙚 𝙁𝙪𝙚𝙣𝙩𝙚𝙨, successfully conducted a Legal Assistance and Medical Mission at the Cotabato City Jail Male Dormitory.

The activity aimed to provide accessible legal services and healthcare support to PDLs, ensuring that their legal concerns and medical needs were properly addressed. Through the legal assistance rendered by PAO personnel, PDLs were given the opportunity to consult regarding the status of their cases, legal remedies, and other court-related concerns.

Simultaneously, the medical mission conducted by IPHO Maguindanao provided free medical consultations, health assessments, and distribution of medicines. Meals and hygiene kits were also distributed to the PDLs, bringing additional support and encouragement to the beneficiaries. The distribution highlighted the commitment of the partner agencies in promoting not only legal and medical assistance but also the welfare and dignity of the PDLs.

The successful conduct of the activity reflects the strong collaboration among partner agencies in supporting the rehabilitation and welfare programs of the jail facility. The administration of Cotabato City Jail Male Dormitory headed by𝗝𝗦𝗜𝗡𝗦𝗣 𝗠𝗔𝗥𝗞 𝗢𝗠𝗔𝗥 𝗥 𝗦𝗘𝗦𝗣𝗘Ñ𝗘 𝗜𝗜 expressed its heartfelt gratitude to BHRC, PAO, and IPHO Maguindanao for extending their invaluable services and continuous support to the PDLs.

Personnel of Cotabato City Jail Male Dormitory actively participated in a Zumba Activity conducted under the supervision of Jail Warden,𝗝𝗦𝗜𝗡𝗦𝗣 𝗠𝗔𝗥𝗞 𝗢𝗠𝗔𝗥 𝗥 𝗦𝗘𝗦𝗣𝗘Ñ𝗘 𝗜𝗜. The activity forms part of the institution’s continuing efforts to promote health and wellness among jail personnel through physical fitness programs and recreational activities.

The Zumba session encouraged participants to engage in enjoyable and energizing exercises aimed at improving physical fitness, enhancing endurance, and maintaining a healthy lifestyle. More importantly, the activity served as an avenue for effective stress management, allowing personnel to unwind from the demands and responsibilities of their duties.

𝗘𝗻𝘀𝘂𝗿𝗶𝗻𝗴 𝗮 𝗗𝗿𝘂𝗴-𝗙𝗿𝗲𝗲 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁: 𝗝𝗼𝗶𝗻𝘁 𝗚𝗿𝗲𝘆𝗵𝗼𝘂𝗻𝗱 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗗𝗿𝘂𝗴 𝗧𝗲𝘀𝘁𝗶𝗻𝗴 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝗲𝗱

In a firm commitment to uphold discipline, security, and a drug-free environment, the Cotabato City Jail Male Dormitory successfully conducted a simultaneous drug testing activity for both personnel and Persons Deprived of Liberty (PDL), in line with the intensified campaign against illegal drugs.

The activity was carried out under the supervision of 𝗝𝗦𝗜𝗡𝗦𝗣 𝗠𝗔𝗥𝗞 𝗢𝗠𝗔𝗥 𝗥 𝗦𝗘𝗦𝗣𝗘Ñ𝗘 𝗜𝗜, in close coordination with the Philippine Drug Enforcement Agency- BARMM, represented by IO2 Donnie Jagmog, Team Leader. This joint effort formed part of a Greyhound Operation, which aims to prevent the entry, use, and proliferation of illegal substances within the facility.

A total of 25% of the PDL population were randomly selected to undergo drug testing, while 100% of jail personnel were subjected to mandatory testing. This initiative underscores the administration’s strict adherence to accountability and transparency, ensuring that both officers and inmates remain compliant with existing drug-free policies.

In addition to the testing, a comprehensive lecture on Republic Act 9165, also known as the Comprehensive Dangerous Drugs Act of 2002, was conducted. The session aimed to educate both personnel and PDL on the legal implications, penalties, and preventive measures related to illegal drug use and trafficking.

The successful implementation of this activity reflects the strong partnership between the jail management and PDEA BARMM, reinforcing a shared mission to maintain order, promote awareness, and strengthen rehabilitation efforts within the facility.

The activity was led by 𝗝𝗦𝗜𝗡𝗦𝗣 𝗠𝗔𝗥𝗞 𝗢𝗠𝗔𝗥 𝗥 𝗦𝗘𝗦𝗣𝗘Ñ𝗘 𝗜𝗜 , Jail Warden, whose leadership continues to guide the facility toward strengthened operations and personnel development.

The flag raising ceremony remains a cornerstone activity that strengthens camaraderie, reinforces shared values, and sets a positive tone for the week ahead.
