MANILA (24 March 2026) - The BARMM Unified Program Management Office (UPMO) convened a high-level coordination meeting with the Department of Budget and Management โ Local Government and Regional Coordination Bureau (DBM-LGRCB) to advance institutional alignment on the implementation, monitoring, and financing structures of key regional development funds, particularly the Special Development Fund (SDF).
The meeting brought together senior officials from DBM, led by Director IV Ryan S. Lita and Director III Philip Jefrey D. David, alongside Chief Budget and Management Specialists, Supervising BMS, and Senior BMS personnel. Representing BARMM was UPMO Executive Director MP Tomanda D. Antok, PhD, joined by members of the UPMO technical workforce.
Central to the discussion was the harmonization of systems governing fund utilization to ensure greater efficiency, transparency, and accountability in project delivery. Both parties emphasized the need to streamline existing processes to better align with national budgeting standards while preserving the autonomy and context-specific priorities of the Bangsamoro Government.
The UPMO presented its evolving framework for the unified management of the SDF, highlighting reforms in project lifecycle managementโfrom programming and budgeting to ex*****on and post-implementation evaluation. The proposed structure aims to institutionalize a more coherent pipeline of projects, supported by standardized guidelines, synchronized timelines, and clearly defined roles across implementing units.
On implementation, the dialogue focused on reinforcing convergence mechanisms among ministries, offices, and agencies to minimize duplication and ensure that funded interventions are responsive to priority development areas. Particular attention was given to strengthening procurement planning, cash programming, and disbursement processes to address bottlenecks and improve fund absorption rates.
Monitoring and evaluation (M&E) systems were likewise a key agenda, with both sides recognizing the importance of data-driven decision-making. The UPMO outlined enhancements in its monitoring framework, including real-time tracking of project progress, integration with regional data systems, and the adoption of performance-based indicators to measure outcomes and impact. DBM officials underscored the value of aligning these mechanisms with national reporting standards to facilitate oversight and policy coherence.
On financing, discussions explored strategies to ensure the sustainability and predictability of fund flows. This includes refining budget preparation processes, strengthening coordination during the budget ex*****on phase, and establishing clearer protocols for fund releases and utilization reporting. The alignment also seeks to reinforce fiscal discipline while enabling timely implementation of priority programs under the SDF.
The meeting concluded with a shared commitment to sustain technical engagements between DBM and the BARMM UPMO, with the objective of institutionalizing a streamlined, transparent, and results-oriented fund management system. This initiative is expected to further enhance the delivery of development interventions across the Bangsamoro region, consistent with its broader agenda for resilient and inclusive growth.
