Now, as Dr. John N. Cabansag concludes his four-year chapter as our 5th College President, we are looking back at a tenure that didn’t just maintain the status quo, it aggressively leveled us up on the national and global stage.
With his “Agile, Sustainable, and Committed” roadmap, Dr. Cabansag turned big plans into massive, concrete milestones. Under his watch, ASC broke onto the international arena, earning a spot in the World University Rankings for Innovation (WURI). We brought immense pride to the College with the prestigious Philippine Quality Award (PQA) for the 27th Cycle at Malacañang Palace, achieved full ISO 9001:2015 Certification, locked in critical student support through programs like CHED-UniFAST, and accomplished so much more.
He took the torch from our past leaders and used it to light a clearer, faster path toward our collective dream of University Status.
A presidency is a chapter, but the trajectory it sets changes the whole book. Because of his relentless focus, ASC transitions into its next era stronger and completely ready for the future.

A new chapter begins for Apayao State College as the ASC Board of Trustees has elected Dr. Emmanuel James P. Pattaguan as the institution’s sixth president, entrusting him with the leadership of the College and its continued pursuit of excellence in instruction, research, extension, and production.
His election marks a significant milestone in ASC’s history as the College continues to strengthen its role in providing quality, accessible, and transformative education for the people of Apayao and beyond.

Apayao State College (ASC) has been conferred Certificates of Recognition by the Civil Service Commission (CSC) for successfully establishing process-defined human resource management systems in the areas of Recruitment, Selection, and Placement (RSP) and Learning and Development (L&D). The recognition was granted under the Enhanced Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), pursuant to CSC Memorandum Circular No. 24, s. 2016.
The recognition affirms the College's compliance with standards that promote meritocracy and professionalism in public service. Through its recruitment, selection, and placement systems, ASC has institutionalized practices that uphold the principles of merit, fitness, fairness, and equal opportunity in hiring and personnel management.
The College also earned recognition in the Learning and Development (L&D) core area for its programs that support continuous learning and employee development. ASC continues to invest in strengthening the competencies and capabilities of its workforce to improve institutional performance.
The recognition reflects the efforts of the College administration, led by Dr. John N. Cabansag, College President, together with the faculty and staff, in advancing human resource management systems and institutional effectiveness.
The certificates were awarded on June 18, 2026, during the 29th Commencement Exercises held at the BGV Jr. Memorial Sports Center in Poblacion, Luna, Apayao. The awards were presented by Director II Ruthgail S. Balagso and Gilbert B. Badua, Senior Human Resource Specialist, both from the CSC Field Office-Apayao.
The Certificates of Recognition were approved and signed by CSC Regional Director Fernando O. Mendoza.

LOOK | Seven Newly Appointed and Promoted ASC Personnel Take Oath
Seven personnel from ASC's Conner and Luna campuses, comprising three newly appointed employees and four promoted employees, formally took their oath of office today, June 22, 2026, in an online ceremony administered by ASC President John N. Cabansag.
The oath-taking ceremony, witnessed by unit heads and college and campus officials, was facilitated by the Human Resource Management Unit of both campuses, with HRMO III Herminia L. Danao serving as facilitator.
The newly sworn-in personnel are:
• Arnold T. Galvez – Supply Officer II, General Services Office (Conner Campus)
• Jemickson D. Ganiban – Supply Officer I, Procurement Office (Luna Campus)
• Ramon K. Dorado, Jr. – Property Custodian, General Services Office (Conner Campus)
• Mark Jairus D. Pagdilao – Property Custodian, Supply and Property Management Office (Luna Campus)
• Glen Carlos P. Daquioag – Clerk III, Budget Office (Conner Campus)
• Rose Leigh C. Rufino – Clerk III, Human Resource Management Office (Conner Campus)
• Jamaica May A. Bautista – Clerk III, Quality Assurance Office (Luna Campus)
Meanwhile, on June 17, Director for Finance Joyce P. Hidalgo formally assumed her post as Accountant III after taking her oath before President Cabansag in a ceremony held at the Office of the President, Conner Campus.
The oath-taking ceremony marks another milestone in strengthening the College's workforce and reaffirming its commitment to delivering quality and responsive public service.
