November 25, 2022 – The Municipality of Conner, through the Child Development Workers (CDWs) and CDW Focal Person Ms. Evangeline D. Sipsip opened the 30th National Children’s Month celebration with discussions on bullying reduction and securing child well-being in schools.

During the kick-off program, representatives from PNP and Municipal Health Office presented and discussed learning sessions regarding child awareness campaign and mental health issues to children that will be developed in children's understanding Self-Concept, Safe Spaces in School Settings, Bullying Prevention, and Child Participation and important concerns.

“I am positive that this celebration of the 30th National Children’s Month will spark more meaningful initiatives to create an informed, highly self-aware generation of learners,” Sangguniang Bayan Hon. Lutgarda A. Sison, said during her inspirational message as the Committee Chair on Children.

Consistent with the national theme, “Kalusugan, kaisipan, at kapakanan ng bawat bata ating tutukan!”, the MSWD Officer Jennifer Daligdig said that, it will cover four categories of children’s rights including survival rights, development rights, participation rights, and protection rights for the whole month of November.

“The Municipal kick-off program manifests by the Three Cluster of the Municipality which includes Barren, Caloan, and Nabuangan renewed focus and sustained efforts to invest in our learners and increase their awareness of the importance of mental health despite of some challenges that these Children is the Key for Brighter Future, not only for their selves, families, love one's, and of course for the sustainable development of the Municipality,” as delivered by the Municipal Mayor Atty. Jorico F. Bayaua, represented by Engr. Renato Cauilan, Executive Assistant to the Mayor.

The Municipality of Conner, Apayao thru the leadership of the Municipal Mayor Atty. Jorico F. Bayaua and MSWD Officer Jennifer Daligdig joined the eighteen (18) Day Campaign to End Violence against Women this November 25 to December 12, 2022.

As far as the Municipality is concerned, violence against women (VAW) and girls is not just a major public health problem but also a grave violation of human rights. It extremely manifests gender inequity, targeting women and girls because of their subordinate status in society.

For the information of the public, VAW defines as “any act of gender-based violence that results in, or likely to result in, physical, sexual, or mental harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or private life.”

The Balik Probinsya, Bagong Pag-asa Program aims to provide hope for a better future to Yconnerians through equity in resources throughout the Municipality that will boost countryside development.

This program is geared towards addressing, encouraging people, especially informal settlers to return to their home provinces and assist them in this transition with support and incentives on transportation, family, livelihood, housing, subsistence and education, among others.

Government agencies, will be all hands on deck in ensuring the continuous improvement of economies and quality of life in the Municipality with the program’s long term plans on various investments in infrastructure, agriculture, business, transportation and access to a responsive healthcare system.

LGUs, thru the Office of the Municipal Mayor, Atty. Jorico F. Bayaua, and Municipal Social Welfare and Development Officer will be empowered to effectively manage crises to come and build resilient communities.

Because of phenomenal disasters, a lot of us do not have the means to provide food and other basic needs for our family. Other people who are not financially stable are having a hard time providing their daily needs.

That is why disaster relief operation is very important to ensure the well-being of the community every time there is a disaster or emergency. Providing relief goods should be done as fast as possible since humans can only survive without food and water for a period of time.

For immediate response and aid to our Kababayans who were stranded outside the Area of Responsibility, the MSWDO LGU Conner with the edge of the Municipal Mayor Atty. Jorico Bayaua and the MSWD Officer Ms. Jennifer Daligdig, took a gradual relief operation to over 35 individuals at Diversion Highway, Apayao Village, Tuguegarao City, where likely most of them are students who are studying from the different SUCs in the City.

To support and expand mechanisms to innovate and enhance our operations, procedures, systems, and workforce to ensure quality service to the satisfaction of our clients.

Our office continues to assist, support, and reinforce the quality service we provide to our citizens and initiate a reliable, efficient, and suitable workforce to comply with the mandate.

Our office provides appropriate guidelines and programs to ensure fairness to all senior citizens, especially the underprivileged and deserving seniors.

With accords to their Focal Person, Ms. Janine Vergara, the attached file (list of deceased Senior Citizens) is hereby directed to receive their Burial Assistance amounting to Two Thousand Pesos (P2, 000.00) at the Treasury Office starting tomorrow November 7, 2022. The beneficiaries are highly advised to bring their beneficiary ID Card.

With this, the said Burial Assistance is from their 1% entitlement fund that is given by the MLGU.

Day 2!

The Regional Juvenile Justice Welfare Committee – Cordillera Administrative Region (RJJWC-CAR) and LCPC in the Municipality of Conner adopted the 2022 Regional Situation Analysis of Children at Risk (CAR) and Children in Conflict with the Law (CICL) during the Two Day Workshop.

During the committee's first meeting, Social Welfare Officer Janine Vergara discussed the current state of Local Juvenile Justice System, demonstrating the reality on the ground for children who are at risk and those in dispute with the law.

The acceptance of the 2022 Regional Situation Analysis of CAR and CICL will allow the RJJWC to design the Comprehensive Local Juvenile Intervention Program (CRJIP) for CY 2023-2027, which will address the on-the-ground situation more thoroughly.

In addition to the CLJIP, the study will allow the Municipality to modify existing juvenile justice and welfare initiatives in order to better meet the requirements.

In her message, Ms. Jennifer Daligdig, MSWD Officer says she will prioritize the rehabilitation of the children in conflict with the law, and make them into productive citizens of the community.

Representatives from MDRRM, OMAG, MBO, SBO STAFF, PESO, PNP, CSOs, Youth Sector, attended the Workshop.

Moreover, the committee discussed the LCPC Functionality Standards, Status on the Utilization of CAR and CICL Registry, and Feedback on the recently held CLJIP Workshop on Comprehensive Local Juvenile Justice Program.

"Two Day Workshop on the Formulation of the Comprehensive Municipal Juvenile Intervention Program"

This was conducted as a tool for a qualitative and quantitative analysis of Methodology and Expectations for a Juvenile Justice Welfare Program in the Municipality of Conner, Apayao under the supervision of Ms. Jennifer Daligdig, Municipal Social Welfare and Development Officer.

It was discussed and explained by Ms. Nora Bautista-Jacinto, Social Welfare Officer III of Regional Juvenal Justice Welfare Committee Secretariat of CAR.

In support of the LCE, spearheaded by Atty. Jorico F. Bayaua, Municipal Mayor, is expecting a positive result from the activity and will support whatever programs in line with Social Welfare that will pursue a sustainable development of the Municipality.
