COMMITTEE REVIEW OF BARANGAY TAGANITO ORDINANCES

The Sangguniang Bayan convened a committee meeting on September 2, 2026, at the legislative session hall to review eight (8) Barangay Ordinances from Barangay Taganito lodged under different committees.

The productive session was attended by Barangay Captain Hon. Emy E. Mahomoc, the barangay council, and technical review personnel to ensure proper alignment, compliance, and effective local legislation.

The Sangguniang Bayan of Claver, through the Committee on Environmental Protection and Natural Resources chaired by Hon. Redeemer A. Gabunada, held a committee meeting and public deliberation on September 2, 2026, at the 2nd Floor, Legislative Building for the formal presentation of:

"AN ORDINANCE DELINEATING AND DECLARING THE MAGANLO SOUTH DRAIN SUB-WATERSHED AS A PROTECTED COMMUNITY SUB-WATERSHED WITHIN THE BAOY-DAYWAN WATERSHED, PROVIDING FOR ITS MANAGEMENT, PROTECTION, AND CONSERVATION, INSTITUTIONALIZING ENFORCEMENT MECHANISMS, APPROPRIATING FINANCIAL SUPPORT, AND FOR
OTHER PURPOSES."

The meeting brought together representatives from mining companies holding Mineral Production Sharing Agreements (MPSA) within the watershed area, alongside MGB Region XIII and DENR- CENRO representatives and technical experts serving as resource persons, to ensure collaborative environmental protection and transparent stakeholder consultation.

The Sangguniang Bayan of Claver, Committee on Peace, Order, and Public Safety, and the Committee on Health, Nutrition, and Sanitation Chaired by Hon. Jp James Nasayao successfully conducted a Public Hearing on August 11, 2026, at 1:00 PM at the 2nd Floor, Legislative Building.

The hearing gathered key stakeholders to deliberate on three vital proposed ordinances:

1. AN ORDINANCE ESTABLISHING A COMPREHENSIVE DRUG-FREE WORKPLACE PROGRAM IN THE MUNICIPALITY OF CLAVER, SURIGAO DEL NORTE, PRESCRIBING COMPLIANCE REQUIREMENTS, PROVIDING PENALTIES, APPROPRIATING FUNDS, AND FOR OTHER PURPOSES;

2. AN ORDINANCE REQUIRING CERTAIN HIGH-RISK BUSINESS ESTABLISHMENTS WITHIN THE MUNICIPALITY OF CLAVER TO ADOPT SECURITY AND SAFETY MEASURES, PROVIDING FOR COMPLIANCE MONITORING, AND PRESCRIBING PENALTIES FOR VIOLATIONS THEREOF; and

3. AN ORDINANCE ADOPTING A MUNICIPAL BREASTFEEDING PROMOTION, MONITORING, AND COMPLIANCE SUPPORT PROGRAM; LOCALIZING THE IMPLEMENTATION OF EXECUTIVE ORDER NO. 51, REPUBLIC ACT NO. 7600, REPUBLIC ACT NO. 10028, AND OTHER RELATED LAWS, RULES, AND REGULATIONS; CREATING THE MUNICIPAL MONITORING AND VERIFICATION TEAM; PRESCRIBING LOCAL IMPLEMENTATION MEASURES; AND PROVIDING FUNDS THEREFOR.

The Sangguniang Bayan extended its deepest gratitude to the representatives from PDEA, PNP, Primary Health Care Personnel, Barangay Officials, Mining Companies, BHWs, BNS, Purok Chairpersons, and the general public for their active participation, valuable insights, and shared commitment to the progress and well-being of Claver!

57th Regular Session Convened at Barangay Lapinigan.

The Sangguniang Bayan gathered at Barangay Lapinigan for its 57th Regular Session last August 10, 2026, hosted by Punong Barangay, Hon. Leodegardo S. Millari, with Hon. Jemuel N. Galgo serving as the SB Member in-charge.

With Municipal Vice Mayor, Hon. Leah D. Patan away on official travel, Hon. Ernesto P. Sulapas designated as the Presiding Officer Pro Tempore to guide the legislative proceedings.

Commendation is extended to the local government unit of Barangay Lapinigan for facilitating the session and demonstrating continued dedication to public service.
