The Provincial Assessment Team composed of the Provincial Government of Ilocos Sur โ LEDIPO, the Department of the Interior and Local Government Ilocos Sur Provincial Office, University of Northern Philippines, and the Nueva Segovia Consortium of Cooperatives conducted an on-site validation in Vigan City on May 13, 2026, as one of the Top 10 selected Local Government Units (LGUs) subjected to the assessment.
The team, together with CLGOO Cesarieta Pestaรฑo and other concerned personnel, including the ARTA Focal Person, Business Permits and Licensing Office (BPLO), and Building Official and the Bureau of Fire Protection representative, paid a courtesy visit to City Mayor Hon. Randolf V. Singson. Thereafter, the assessment team conducted interviews with personnel and clients, and observed the processes involved in securing business permits, building permits, and Certificates of Occupancy. The team likewise visited the Public Assistance and Complaints Desk (PACD) to conduct further interviews and validate client feedback.
Findings, observations, and recommendations from the on-site validation were subsequently discussed with City Administrator Atty. Rechille Ann Mariano.
๐๐ง๐ค๐๐๐๐ฉ ๐๐๐ ๐๐๐ฃ๐-๐๐ฎ is an initiative of the Provincial Government of Ilocos Sur (PGIS), in partnership with the Department of the Interior and Local Government Ilocos Sur Provincial Office, aimed at assessing the level of implementation of the Ease of Doing Business (EODB) program among the Local Government Units (LGUs) in the province.
The project also seeks to provide appropriate recommendations, technical assistance, and intervention measures to help LGUs further enhance and streamline their delivery of government services for the benefit of the public.
