Vigan City PH VIGAN CITY. A habitable heritage city of choice! From the name of the plant – Bigaa, whence Vigan derived its name.

The name Vigan was derived from the plant “Bigaa” which is a tuberous plant, a root crop of the yam family which used to thrive along the banks of the Mestizo River. How Vigan got its name is told from an anecdote carried by the tongue of generations, which tells of a Spaniard walking along the banks of the Mestizo River. There, he met a native of the place and stopped to inquire: “Como se Ilama u

sted de esta lugar?”

Not understanding a word of Spanish, the native scratched his head and upon seeing that the Spaniard was pointing to a plant, exclaimed in Ilocano: “Bigaa Apo”. Bigaa being Alcasia Macroniza, a giant Taro plant belonging to the Gabi family which used to thrive at the bank of the Mestizo River.

The City Government of Vigan, through the City Public Safety and Traffic Management Division, in collaboration with the City Health Office, City Veterinary Office, City Environment and Natural Resources Office, and City Social Welfare and Development Office, successfully conducted the two-day seminar entitled “Raising Awareness and Orienting Barangays in the Implementation of Local Ordinances” on June 1–2, 2026 at the Vigan Convention Center.

The activity was spearheaded by City Public Safety and Traffic Management Head Jennifer Racsa, City Health Officer Dr. Loida Ranches, City Social Welfare and Development Officer Maribelle Artienda, City Environment and Natural Resources Office Head Teddy Boy Corpuz, and City Veterinarian Dr. Rayeth Robeniol. The seminar was attended by five (5) representatives from each of the 39 barangays of Vigan City, with the participation of Vigan City ABC President Constante Benzon.

The seminar aimed to deepen the understanding of barangay officials and representatives on various local ordinances and equip them with the knowledge and skills necessary to effectively support their implementation and enforcement within their respective communities. Discussions focused on strengthening compliance, promoting public awareness, and enhancing coordination between the barangays and city government offices in addressing local concerns.

Ilocos Sur National High School officially launched Brigada Eskwela 2026 on June 1, 2026, with the theme, “Bayanihan sa Paaralan: Nagkakaisa para sa Kaayusan at Kaalaman,” highlighting the importance of community participation in creating a safe, clean, and conducive learning environment for students.

City Mayor Randy Singson along with SPM Jay Andia, SPM Larry Raboy, SPM Karen Baquiran and SPM ignacio Tadeo graced the launching and kick-off program, demonstrating the City Government of Vigan’s continued support for educational initiatives and programs that promote quality learning and student welfare.

The annual Brigada Eskwela mobilizes the collective efforts of the school's teaching and non-teaching personnel, student volunteers, Local Government Units (LGUs), Non-Government Organizations (NGOs), Parent-Teacher Association (PTA) members, private sector partners, and community stakeholders. Through the spirit of bayanihan, participants work together to prepare classrooms, school facilities, and learning spaces in anticipation of the opening of classes.

The City Government of Vigan reminds all applicants for the Bigueño Scholarship Program that the deadline for the submission of requirements for new scholars is on June 12, 2026.

Interested students are encouraged to complete and submit their applications on or before the stated deadline to ensure their inclusion in the evaluation process.

The day's celebration began with a Flag Raising Ceremony led by LGBTQIA+ city employees, symbolizing the City Government of Vigan's commitment to equality, inclusivity, diversity, and respect for all.

The program featured Mardi Gras-inspired costumes, the ceremonial raising of the LGBTQIA+ Flag, and advocacy banners promoting acceptance and equal rights. A highlight of the event was the Best Pride Delegation Competition, where six clustered groups showcased creative performances and powerful advocacy messages in support of the LGBTQIA+ community.

Participants also marched through the city's streets in a colorful parade, spreading messages of love, acceptance, unity, and pride among residents and visitors alike.

As part of its continuing efforts to support community-based livelihood initiatives and women empowerment programs, the City Government of Vigan conducted the distribution of sewing machines to the Federated Presidents of Gabriela ti Vigan on June 1, 2026 at the Vigan City Hall Lobby.

City Mayor Randy Singson, Vice Mayor Atty. Glendale Benzon, and members of the 9th City Council personally turned over seven (7) sewing machines to the organization, represented by the federated presidents from various barangays.

SPM Joy Benette Orio, President of Gabriela ti Vigan, expressed her gratitude to the City Government for the assistance. She shared that the sewing machines will serve as a valuable livelihood resource for the organization’s members and provide opportunities for income generation. She further noted that several members have already completed sewing skills training conducted by the Vigan Skills and Training Institute (VSTI), and these trained members will, in turn, serve as trainers and mentors to other members of the organization.

During the turnover, Mayor Randy also presented sample souvenir bag designs incorporating Vigan’s inabel fabric. He encouraged the organization to develop more innovative designs and explore opportunities to become suppliers of locally made souvenir bags and other products that showcase Vigan’s rich cultural heritage and craftsmanship.
