The Provincial Population Office headed by Mr. Francis Gerard T. Dacanay, RSW joined the 2nd Quarter Regional Population Management Conference (RPMC) held at Amici Resort Hotel, Laoag City, Ilocos Norte last June 9-10, 2026. In attendance were Population Officers and Workers of different Cities and Provinces of Region I and presided over by the Commission on Population and Development (CPD) Region I headed by Regional Director Ms. Aileen T. Serrano.

The Regional Population Management Conference (RPMC) is a gathering of Population Officers to review and assess population and development programs in the region, sharing of Provincial and City accomplishments and strengthening coordination with stakeholders. The Commission on Population and Development Region also provided updates on National and Regional Policies and programs. Also held at the RPMC was a meeting and formation of By-Laws and Articles of Incorporation of the Population Officers and Workers of Region I, Inc (POWR-I) in which our Provincial Population Officer, Mr. Francis Gerard T. Dacanay is part of the Board of Directors.

The Provincial Population Office successfully conducted the Special Protection Program for Adolescent Mothers and their Children Training last May 21-22, 2026 at the SangguniangPanlalawigan (SP) Conference Hall, PFLDC Building, Vigan City, Ilovos Sur. The activity gathered representatives from various government agencies, representatives from the local government units of the City of Vigan and Municipality of Sto Domingo, educational institutions, and community partners to strengthen collaboration in addressing the needs of adolescent mothers and their children.

During the orientation, participants were introduced to the objectives, strategies, and key components of the program, particularly on providing protection, health services, psychosocial support, and opportunities for education and livelihood. Discussions also emphasized the importance of coordinated efforts among stakeholders in ensuring the welfare and empowerment of adolescent mothers while promoting responsible parenthood and child development.

The activity concluded with a renewed commitment from stakeholders to support and implement programs and interventions that will help improve the lives of adolescent mothers and their children in the province.

The Provincial Population Office participated in the Regional Conference on Population and Development (RPDC) conducted by the Commission on Population and Development I (CPD I) to strengthen collaboration among local government units, national government agencies, and development partners in addressing population and development concerns in the region last May 13-14, 2026 at Puerto de San Juan, La Union.

The Conference gathered population officers, health practitioners, youth representatives, and other stakeholders to discuss emerging demographic trends, adolescent health, responsible parenthood, family planning, and strategies for sustainable community development. It also served as a venue for sharing best practices, innovative programs, and successful initiatives implemented by various provinces and cities.

During the activity, resource speakers highlighted the importance of integrating population and development programs into local planning and governance to effectively address issues such as teenage pregnancy, aging population, and socioeconomic challenges. Workshops and plenary discussions encouraged participants to exchange insights and strengthen partnerships for improved service delivery and increased participation of local and national agencies in Population and Development initiatives.

The Provincial Population Office successfully conducted a consultation meeting for the upcoming Tongtongan Serye in partnership with the Local Government Units of Salcedo, Galimuyod, San Emilio, Lidlida, and Banayoyo.

The activity aimed to strengthen collaboration, gather valuable insights, and ensure that the program is responsive to the needs of the community. Through active participation and meaningful discussions, the LGUs demonstrated their commitment to promoting inclusive and people-centered development initiatives.

We extend our sincere appreciation to all partner LGUs for their support and cooperation in making this activity a success.

The Provincial Government of Ilocos Sur through the Provincial Population Office headed by Mr. Francis Gerard T. Dacanay, RSW successfully conducted the Tongtongan Ti Nagannak Ken Annak (Parent Teen Talk) Training of Advocates held at the ONE Ilocos Sur Hotel, Tamag, Vigan City on April 14-16, 2026. Selected Parent Leaders, 4Ps Beneficiaries and Student Leaders from the Municipalities of Sta. Cruz, Sta Lucia and Tagudin participated in the 3 Day training. Also in attendance were Provincial Board Member Third Ranches, who represented and gave the message of Governor Jeremias “Jerry” C. Singson, Commission on Population and Development Region I Regional Director Aileen T. Serrano and Assistant Regional Director Wilma E. Ulpindo.

The Parent-Teen Talk Training created a meaningful space for open dialogue and understanding between generations. Parents and teenagers gathered to share their perspectives, concerns, and experiences, highlighting both the challenges and joys of their relationships. Through guided discussions and interactive activities, participants were encouraged to listen with empathy and express themselves honestly.
