The Sangguniang Panlungsod of Vigan convened its 47th Regular Session on June 01, 2026, at the SP Session Hall. Vice Mayor Atty. Glendale Benzon, served as the Presiding Officer with majority of the SP members present.

During the session, the City Council approved a total of six (6) legislative measures, consisting of two (2) ordinances and four (4) resolutions aimed at strengthening local governance, promoting economic opportunities, preserving cultural heritage, and supporting educational development.
Among the approved measures were the following:
a. Ordinance imposing fees and establishing guidelines for the use of the City-owned Light Emitting Diode (LED) Information Board for private advertisement
b. Ordinance establishing the โ€œVigan Farmers and Fisherfolk Sunday Market,โ€ at the Vigan Public Market for local producers, and providing guidelines therefor
c. Three (3) Resolutions authorizing Mayor Randy Singson to enter into a Deed of Usufruct with Department of Education-Vigan City Schools Division relative to the use of parcels of land owned by the City Government of Vigan located at Barangays IX, Mindoro and Camangaan, as sites for the construction of 2-storey, four(4) classroom school buildings for the Vigan Central School, Camangaan Elementary School and Mindoro Elementary School.
d. Resolution authorizing Mayor Randy Singson to enter into a Deed of Usufruct with various โ€œAbel Ilocoโ€ loom weavers for the use of Tilar (traditional foot loom) units as part of the cityโ€™s efforts to preserve and promote the local weaving tradition and cultural heritage.

The approval of these legislative measures underscores the City Councilโ€™s commitment to fostering community development, enhancing public services, supporting local livelihoods, safeguarding cultural heritage, and strengthening the education sector for the benefit of the people of Vigan.

The Committee on Social Services and Poverty Alleviation convened a Public Hearing on May 29, 2026, at the Vigan Cultural Trade Center (VCTC). The Sangguniang Panlungsod of Vigan convened its 46th Regular Session on May 25, 2026, at the SP Session Hall. The session was presided by Vice Mayor Atty. Glendale Benzon with majority of the Sangguniang Panlungsod Members present.

During the session, a total of seven (7) legislative measures composed of two (2) ordinances and five (5) resolutions were approved, namely:
1. Vigan City Swine Multiplier Farm Disposal and Artificial Insemination Services Ordinance
2. Ordinance reclassifying land from residential to commercial use located at Barangay Raois, Vigan City
3. Resolution adopting the Supplemental Investment Program/Plan No. 02, Series of 2026 of the City of Vigan amounting to P169,038,089.00
4. Resolution adopting the 2026 Local Disaster Risk Reduction and Management Utilization Plans for the following to augment allocations for various for various DRRM requirements of the City as mitigation measures to cushion the energy crisis:
a. Continuing fund amounting to P18,165,755.57
b. DRRM Special Trust Fund in the amount of P64,367,493.74
5. Resolution authorizing Mayor to enter into a scholarship payout servicing agreement with the DBP for the crediting and release of scholarship grants and other benefits to Vigan City scholars.
6. Resolution commending the Ilocos Sur Medical Society (ISMS) for receiving awards during the 119th Philippine Medical Association Annual Convention and scientific meetings held on May 16, 2026.
7. Resolution authorizing Mr. Richard Tan to extract landfill materials from Barangay Ayusan Norte and Transport the same to a vacant lot in San Ildefonso, Ilocos Sur.

The approved measures reflect the City Councilโ€™s continued commitment to strengthening local governance, supporting public welfare programs, enhancing disaster preparedness initiatives, and promoting sustainable development for the people of Vigan City.

On May 25, 2026, the City Government of Vigan, through the City Social Welfare and Development Office (CSWDO) and the City Persons with Disability Affairs Office (PDAO), distributed mobility aids and essential support to persons with disabilities (PWDs) in Barangay Mindoro.

The event was led by City Mayor Randy Singson, Vice Mayor Atty. Glendale Benzon together with SPM Karen Baquiran, SPM Larry Raboy, City Social Welfare and Development Officer Maribelle Artienda, and Barangay Captain Benjamin Ablog, who personally turned over the assistive devices and support items to the identified beneficiaries.

Among those receiving assistance were 51-year-old twins with cerebral palsy. Their support included a commode chair, plastic chairs, rubber mats, food packs, sanitary supplies, and other basic necessities aimed at improving their comfort and daily living conditions.

The mother of the beneficiaries expressed her gratitude to the City Government of Vigan for its continued compassion and support, sharing that the assistance will greatly help enhance the well-being, comfort, and daily care of the siblings.

Today, the City Disaster Risk Reduction and Management (CDRRM) conducted an essential training session focused on Basic Life Support (BLS) and First Aid at the Vigan Cultural Trade Center. This training was attended by the esteemed members of the 9th City Council headed by Vice Mayor Atty. Glendale Benzon, alongside staff from the Sangguniang Panlungsod and the Mayorโ€™s Office.

The purpose of this training was to equip participants with vital skills in emergency response, enabling them to effectively manage life-threatening situations and provide immediate care before professional medical assistance can be obtained. d. Resolution congratulating and commending Ms. Jhandie Gail Amistad from ISNHS for winning bronze for the Olympic Round during the 2026 World Archery Philippines-Philippine Sports Commission, Philippine National Archery Championship Qualifier Leg 1 held on April 14-19, 2026;
e. Resolution congratulating and commending Ms. Markish Douah A. Quicio, for winning medals in the 2026 Philippine Aquatics Inc. (PAI) Long Course National Championships and a qualifier for the 48th South East Asia Group Championships to be held in Malaysia.
In the same session, the Ninth City Council also awarded resolutions of commendation honoring outstanding students for their exceptional accomplishments in academic competitions, namely:
a. Student Campus Journalists who won in the Regional Schools Press Conference (RSPC) 2026 Winners
b. Bigueno Students from Jenefa Scholastica for winning in the 22nd National Science Quest 2026
The 45th Regular Session of the Ninth City Council once again highlighted the steadfast commitment of the Sangguniang Panlungsod of Vigan in advancing responsive legislation, recognizing excellence among Bigueรฑo achievers, and promoting programs and initiatives that contribute to the welfare, development, and progress of the City of Vigan and its constituents.
