The Anti-Kidnapping Group (AKG) inherent its strong foundation from different Task Forces created before it to address the Kidnapped-for-Ransom (KFR) menace in the country. On July 22, 1998, then President Joseph Estrada issued Executive Order No. 8 creating the Presidential Anti-Organized Crime Commission and a Presidential Anti-Organized Crime Task Force (PAOCTF) then appointed Chief Superintendent Panfilo M. On April 16, 2001, President Gloria Macapagal Arroyo issued Executive Order No. 10 that abolished PAOCTF. Meanwhile, a special task group was activated dubbed as Special Task Group (STAG) headed by Police Director General Hermogenes E. Ebdane, Deputy Chief for Administration of the PNP to supervise the human and logistical resources of the defunct PAOCTF. On July 6, 2001, Executive Order No. 23 creating the National Anti-Crime Commission (NACC) and under its table of organization was the National Anti-Kidnapping Task Force (NAKTAF) wherein the then Chief, PNP PDG Hermogenes Ebdane was appointed as Chief. Subsequently, on July 15, 2012. PDG Ebdane issued a Letter of Instruction (LOI) 12/02 creating the Police Anti-Crime and Emergency Response (PACER) headed by PSSUPT Alan La Madrid Purisima. On January 19, 2012, NAPOLCOM Resolution No. 2012-027 was issued deactivating PACER and activating AKG as National Operations Support Unit of the PNP tasked to conduct an all out and sustained operations against KFR Groups and personalities; strengthen its operational capabilities to implement Anti-KFR strategies and to intensify its campaign against all forms of kidnapping and hostage situation; maintain linkages with other law enforcement agencies and strengthen community participations in the fight against KFR menace; and develop a relevant data base. This development has established the Anti-Kidnapping Group (AKG) as a force to reckon with in the fight against KFR.
