The Commission on Higher Education Regional Office VII (CHEDRO VII) conducted an orientation on the Tertiary Education Subsidy (TES) on September 2, 2026, at Mater Dei College, with 577 student-grantees in attendance.

The activity aimed to strengthen the student-granteesโ€™ understanding of the programs, particularly their benefits, eligibility requirements, responsibilities, and other important guidelines governing the implementation of TES, TDP, providing students with relevant information on available government financial assistance programs that support access to and completion of higher education.

The orientation served as an avenue for students to better understand the various assistance programs offered and to clarify concerns regarding their availment, requirements, and program implementation.

Representing CHED Regional Office VII during the activity were Ms. Melissa L. CHED Commissioner Michelle Aguilar-Ong met with the Presidents and officials of Local Community Colleges in Central Visayas, led by ALCU 7 President Dr. Richel N. Bacaltos to discuss the vital role of local colleges in advancing accessible, responsive, and quality higher education.

The dialogue focused on how Local Community Colleges can serve as catalysts for local development, responding to the unique needs of their communities while preparing learners with the knowledge, skills, and competencies needed to contribute to their respective local economies and societies.

The meeting also emphasized the empowerment of Local Community Colleges, strengthening their capacity to deliver quality higher education, expand opportunities for students, and establish stronger partnerships with local governments and other stakeholders.

The Commission on Higher Education Regional Office VII (CHEDRO VII) facilitated the Lifelong Learning Caravan cm Zonal Public Orientation on the Amended Eligibility Requirements for the Deputation of Higher Education Institutions (HEIs) on 26 August 2026 in Cebu City.

Anchored on the ACHIEVE Agenda, particularly โ€œA โ€“ Advanced and Accessible Lifelong Learning,โ€ the activity emphasized the importance of providing accessible and responsive learning opportunities that support individuals in continuously developing their knowledge, skills, and competencies throughout their lives.

The caravan brought together stakeholders and partner agencies to discuss the amended eligibility requirements for the deputation of HEIs, while fostering collaboration toward strengthening lifelong learning initiatives and developing a future-ready workforce.

CHEDRO VII officials and personnel who facilitated and participated in the activity included Chief Education Program Specialist Dr. Carlyn M. Dela Peรฑa, Supervising Education Program Specialist Dr. Johnny J. Yao Jr., Education Supervisors Dr. Leonardo R. Tanael Jr., Dr. Jameson T. The program featured discussions on the One Workforce Agenda: Converging Education, Labor and Industry for a Future-Ready Philippines, highlighting the vital role of education and employment in preparing Filipinos for the evolving demands of the labor market. The Commission on Higher Education Regional Office VII (CHED RO VII) facilitated a Regional Awareness and Orientation on the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) and Micro-Credentialing Pathways for Higher Education Institutions (HEIs) in Region VII, alongside a Regional Quality Assessment Team (RQAT) Orientation/Reorientation, on August 27, 2026, at Bai Hotel, Mandaue City.

Anchored on the ACHIEVE Agenda, particularly Advanced and Accessible Lifelong Learning, the whole-day activity aimed to strengthen the capacity of higher education stakeholders by promoting flexible and innovative learning pathways while reinforcing quality assurance mechanisms in higher education.

The morning session focused on raising awareness and deepening the understanding of HEIs on ETEEAP and Micro-Credentialing Pathways as mechanisms that support flexible and lifelong learning.

The program was formally opened by Dr. Filomena T. Dayagbil, CHED Regional Office VII Director, who highlighted the importance of providing accessible and responsive educational opportunities that recognize the diverse learning experiences, competencies, and needs of individuals.

Dr. Alexander Franco A. Delantar served as the resource speaker for the morning session, providing discussions on ETEEAP and Micro-Credentialing Pathways. The session emphasized the value of recognizing prior learning, competencies, and professional experiences, while opening pathways for individuals to pursue further education, upskilling, reskilling, and professional advancement.

The orientation underscored CHED RO VIIโ€™s continuing efforts to encourage HEIs to explore and strengthen flexible learning pathways that contribute to a more inclusive and responsive higher education system.

In the afternoon, the activity proceeded with the Regional Quality Assessment Team (RQAT) Orientation/Reorientation, which focused on strengthening the knowledge and readiness of RQAT members in carrying out their roles and responsibilities in the assessment and evaluation of higher education programs and institutions.

They provided guidance and shared their expertise on matters relevant to the functions of the RQAT, contributing to the alignment and enhancement of assessment practices toward quality assurance and continuous improvement.

CEBU CITY โ€” The Commission on Higher Education Regional Office VII (CHEDRO VII) conducted a consultative meeting with the Local Government Unit (LGU) of Ubay, Bohol, headed by Hon. Constantino Reyes - Municipal Mayor, to discuss matters concerning the Ubay Community College.

The meeting focused on two key areas: the search and appointment of the College President of Ubay Community College and the provision of technical assistance on the application for Institutional Recognition pursuant to CHED Memorandum Order (CMO) No. 18, Series of 2022.

During the consultation, CHEDRO VII provided guidance and clarified the requirements, procedures, and necessary steps that the LGU and the institution must undertake in relation to the application for Institutional Recognition. The discussion also addressed matters relevant to the process of selecting and appointing the College President.

The consultative meeting served as an avenue for CHEDRO VII and the LGU of Ubay to strengthen coordination and ensure that the institution's processes are aligned with existing CHED policies, standards, and requirements.
