𝐋𝐎𝐎𝐊: Cebu Governor 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐏𝐚𝐦𝐞𝐥𝐚 “𝐏𝐀𝐌” 𝐁𝐚𝐫𝐢𝐜𝐮𝐚𝐭𝐫𝐨 led the inauguration and turnover ceremony of the 𝐇𝐚𝐩𝐢𝐭𝐚𝐧𝐚𝐧 𝐬𝐚 𝐒𝐮𝐠𝐛𝐨 in Bogo City on Wednesday, June 3.

The ₱6.3-million project, initiated by the Cebu Provincial Government in partnership with the Department of Tourism, will serve as a tourist service center and rest area for travelers and tourists visiting Northern Cebu.

The facility is designed to provide visitors with a convenient and comfortable stopover while supporting tourism promotion and local economic development in the northern part of the province.

The opening of Hapitanan sa Sugbo forms part of the Province’s continuing efforts to improve tourism facilities, enhance visitor experience, and strengthen Cebu’s position as a destination for both local and international travelers.

Cebu Governor 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐏𝐚𝐦𝐞𝐥𝐚 “𝐏𝐀𝐌” 𝐁𝐚𝐫𝐢𝐜𝐮𝐚𝐭𝐫𝐨 has issued Executive Order No. 31, Series of 2026, creating a Provincial Technical Working Group that will lead Cebu Province’s coordination in the proposed development of Camp Lapu-Lapu, headquarters of the Visayas Command of the Armed Forces of the Philippines.

Signed on May 25, 2026, the EO recognizes Camp Lapu-Lapu’s strategic role in national defense, regional security, disaster response, humanitarian assistance, and public safety across the Visayas.

The PTWG will serve as Cebu Province’s official coordinating and technical body in discussions with the Department of National Defense, the Armed Forces of the Philippines, and other agencies on matters involving infrastructure enhancement, land management, public access improvements, institutional coordination, and related development initiatives.

The group will be chaired by 𝐏𝐚𝐮𝐥𝐨 𝐔𝐲 of the Economic Enterprise Council, with 𝐄𝐥𝐢𝐳𝐚𝐫 𝐒𝐚𝐛𝐢𝐧𝐚𝐲 𝐉𝐫. of the Provincial Planning and Development Office as vice chairperson.

Provincial Board Members 𝐑𝐚𝐲𝐦𝐨𝐧𝐝 𝐉𝐨𝐬𝐞𝐩𝐡 𝐂𝐚𝐥𝐝𝐞𝐫𝐨𝐧 and 𝐌𝐢𝐜𝐡𝐚𝐞𝐥 𝐉𝐨𝐬𝐞𝐩𝐡 𝐕𝐢𝐥𝐥𝐚𝐦𝐨𝐫 will also represent the Provincial Board in the technical group.

Under the order, the PTWG is tasked to review agreements and land-related concerns, join technical discussions, conduct studies and site assessments, recommend policies and programs, and submit periodic reports to the Governor.

The measure took effect immediately upon signing.

𝐋𝐎𝐎𝐊: Cebu Governor 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐏𝐚𝐦𝐞𝐥𝐚 “𝐏𝐀𝐌” 𝐁𝐚𝐫𝐢𝐜𝐮𝐚𝐭𝐫𝐨 signed the 𝐑𝐢𝐠𝐡𝐭 𝐭𝐨 𝐂𝐚𝐫𝐞 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 Executive Order on June 1, the first day of Pride Month.

The program allows Cebuanos to formally designate a trusted person as their care partner for healthcare, emergency, and social protection purposes across the province.

This means a designated care partner may assist during hospitalization, serve as an emergency contact, help in accessing social services, and provide support during illness, crisis, or urgent situations.

For Gov. Pam, care should be grounded in compassion, dignity, and the right of every Cebuano to be supported by someone they trust when it matters most.

The Cebu Provincial School Board, chaired by Cebu Governor 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐏𝐚𝐦𝐞𝐥𝐚 “𝐏𝐀𝐌” 𝐁𝐚𝐫𝐢𝐜𝐮𝐚𝐭𝐫𝐨, has approved a ₱367.9-million supplemental budget for fiscal year 2026 to support key education programs across the province.

Approved during the board’s regular meeting at the Capitol on June 2, the supplemental appropriation increases the board’s total budget from ₱1.453 billion to ₱1.821 billion.

Funded through the Capitol’s Special Education Fund, the additional budget will support priority initiatives such as a province-wide school feeding program, additional smart classrooms, temporary learning shelters, mobile learning facilities, instructional materials, speech laboratories, IT equipment, and other learner-support interventions.

Of the total amount, ₱100 million was allocated for the province-wide school feeding program, while another ₱100 million will fund additional smart classrooms.

Former Board Member 𝐂𝐡𝐫𝐢𝐬𝐭𝐨𝐩𝐡𝐞𝐫 𝐁𝐚𝐫𝐢𝐜𝐮𝐚𝐭𝐫𝐨, secretary to the Cebu Provincial School Board, said the board is coordinating with the Provincial Nutrition Action Officer for the feeding program’s implementation strategy.

The additional smart classroom funding will augment the ₱700 million previously allocated for the project, which aims to provide modern, solar-powered, WiFi-ready learning facilities to Cebu’s local government units.

Other funded items include temporary learning shelters, a mobile library, a mobile training center, basic learning kits, reference materials for Good Moral and Right Conduct, support for the DepEd CVIRAA delegation to the Palarong Pambansa, lot acquisition, and an education summit.

The approval reflects the Provincial Government’s continued push to address classroom needs, improve learning conditions, and strengthen education support for Cebuano learners.

Cebu Governor 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐏𝐚𝐦𝐞𝐥𝐚 “𝐏𝐀𝐌” 𝐁𝐚𝐫𝐢𝐜𝐮𝐚𝐭𝐫𝐨 welcomed the 𝐂𝐞𝐛𝐮 𝐆𝐫𝐞𝐚𝐭𝐬 basketball team to the Cebu Provincial Capitol as the team prepares to represent Cebu in the 2026 Maharlika Pilipinas Basketball League season.

During the courtesy call, team leader and former Cebu City councilor 𝐃𝐨𝐧𝐝𝐨𝐧 𝐇𝐨𝐧𝐭𝐢𝐯𝐞𝐫𝐨𝐬 presented Gov. Pam with a Cebu Greats jersey bearing her name as a token of appreciation for her support.

The team also introduced its roster, led by former PBA standouts 𝐉𝐑 𝐐𝐮𝐢ñ𝐚𝐡𝐚𝐧, 𝐏𝐚𝐮𝐥 𝐃𝐞𝐬𝐢𝐝𝐞𝐫𝐢𝐨, 𝐁𝐫𝐢𝐚𝐧 𝐇𝐞𝐫𝐮𝐞𝐥𝐚, and 𝐉𝐮𝐧 𝐌𝐚𝐧𝐳𝐨.

Under head coach 𝐀𝐥𝐝𝐫𝐢𝐧 𝐌𝐨𝐫𝐚𝐧𝐭𝐞, the Cebu Greats are set to fly to Manila for their upcoming away games as they continue their MPBL campaign.

The visit reflects the Province’s continued support for Cebuano athletes and teams that carry Cebu’s name in national sports competitions.

💜🏥 𝐂𝐏𝐇-𝐂𝐀𝐑𝐂𝐀𝐑 𝐑𝐄𝐂𝐎𝐑𝐃𝐒 𝐎𝐕𝐄𝐑 𝟑,𝟎𝟎𝟎 𝐒𝐀𝐅𝐄 𝐃𝐄𝐋𝐈𝐕𝐄𝐑𝐈𝐄𝐒 𝐈𝐍 𝟏𝟏 𝐌𝐎𝐍𝐓𝐇𝐒

𝐋𝐎𝐎𝐊: Cebu Provincial Hospital–Carcar City continues to play a major role in maternal and newborn care in southern Cebu, recording 𝟑,𝟏𝟎𝟓 successful deliveries in just 11 months.

From January to May 2026 alone, CPH-Carcar recorded 𝟏,𝟑𝟖𝟔 successful deliveries, averaging more than 277 births per month. During the recent DOH Maternal and Perinatal Statistics Conference, the hospital ranked 𝟑𝐫𝐝 in Cebu Island in terms of number of deliveries, next to Cebu South Medical Center and St. Anthony Mother and Child Hospital.

Serving as a catchment hospital for 𝟐𝟑 municipalities in southern Cebu, CPH-Carcar handled both routine and high-risk pregnancies, including 484 Cesarean Sections and 902 Normal Spontaneous Vaginal Deliveries from January to May 2026.

From July to December 2025, the hospital also recorded 1,719 deliveries, including 556 Cesarean Sections.

The figures reflect the critical role of CPH-Carcar’s doctors, nurses, midwives, anesthesiologists, pediatricians, operating room personnel, hospital leadership, and support staff in providing safe maternal and newborn care close to home.

Under the administration of Cebu Governor 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐏𝐚𝐦𝐞𝐥𝐚 “𝐏𝐀𝐌” 𝐁𝐚𝐫𝐢𝐜𝐮𝐚𝐭𝐫𝐨, strengthening Capitol-run hospitals remains a priority as the Province continues to improve healthcare access for Cebuano families.

The Regional Skills Olympics serves as a platform to showcase the technical excellence, innovation, and competitiveness of young skilled workers, trainees, and graduates from technical-vocational institutions and training centers across Central Visayas.

The competition also helps identify outstanding participants who may represent the region and the country in future national and international skills competitions, including the Philippine National Skills Competition, ASEAN Skills Competition, and WorldSkills Competition.

This year’s skills areas include Artificial Intelligence, Automobile Technology, Bakery, Cabinet Making, Cooking, Electrical Installation, Electronics, Fashion Technology, Graphic Design Technology, ICT Network Infrastructure, Industrial Control, IT Network Systems Administration, Mechatronics, Restaurant Service, Software Applications Development, Web Technologies, Welding, and more.

𝐋𝐎𝐎𝐊: Cebu Governor 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐏𝐚𝐦𝐞𝐥𝐚 “𝐏𝐀𝐌” 𝐁𝐚𝐫𝐢𝐜𝐮𝐚𝐭𝐫𝐨 led the Robotics Launching and Robotics Training Program on June 2, 2026, at the Applied Nutrition Center, where the Cebu Provincial Government turned over ₱8 million worth of robotics kits to seven science high schools in the province.

The donation includes Spike Prime, AISteam, and Matrix Robotics kits that will help students and teachers develop hands-on skills in robotics, programming, critical thinking, innovation, and problem-solving.

The recipient schools are Badian National High School, Bantayan Science High School, Buanoy National High School, Compostela Science and Technology High School, Medellin National Science and Technology High School, Minglanilla Science High School, and San Remigio National High School.

Gov. Pam said the Province supported the program through the Provincial School Board to give Cebuano learners access to learning tools that can help prepare them for a fast-changing, technology-driven future.

𝐋𝐎𝐎𝐊: A new two-story school building with a hybrid gymnasium was formally turned over to Subangdaku Elementary School in Mandaue City on Tuesday, June 2, 2026, during the opening of Brigada Eskwela 2026.

The turnover and blessing ceremony was led by Mandaue City Mayor 𝐓𝐡𝐚𝐝𝐞𝐨 𝐉𝐨𝐯𝐢𝐭𝐨 “𝐉𝐨𝐧𝐤𝐢𝐞” 𝐎𝐮𝐚𝐧𝐨, Cebu Governor 𝐏𝐚𝐦𝐞𝐥𝐚 “𝐏𝐚𝐦” 𝐁𝐚𝐫𝐢𝐜𝐮𝐚𝐭𝐫𝐨, and the Ong Family of Dynamic Castings, whose support made the project possible.

Also present were Department of Education officials, school administrators, teachers, parents, students, and education leaders. Archbishop Jose “Abet” Uy led the blessing of the new facility.

The new facility provides additional classrooms, a hybrid gymnasium, and a dedicated speech laboratory area intended to support student learning and communication skills development.

During the event, Gov. Baricuatro announced a ₱5-million pledge from the Province of Cebu for the establishment and enhancement of the school’s Speech Laboratory.

The project highlights the role of public-private partnership in improving education facilities and providing better learning spaces for Cebuano students.

Signed on June 1, 2026, the EO allows residents to formally designate a trusted care partner who may assist them in healthcare, emergency, and social welfare situations, including hospitalization, emergency contact arrangements, access to social services, and other support needs.

The policy recognizes caregiving relationships based on mutual support, companionship, responsibility, and care, regardless of marital status or family arrangement.

Under the EO, designated care partners may be recognized by provincial and district hospitals, social welfare offices, and other provincial agencies for administrative purposes.

The program will be implemented through a voluntary registration process under the Provincial Social Welfare and Development Office, in coordination with the Provincial Health Office and the Provincial Gender and Development Office.

The order also includes provisions on confidentiality, data privacy, and non-discrimination based on s*xual orientation, gender identity, gender expression, s*x characteristics, marital status, or family arrangement.

For Gov. Pam, the policy is a step toward inclusive governance and compassionate public service — ensuring that no Cebuano is denied support, care, or representation during moments of illness, emergency, or crisis.
