CEBU HOSPITALITY SECTOR ADOPTS SAGIP CPR
Bell-Kenz Pharma, Inc., HRRAC partner for life-saving training program

The Hotels, Resorts and Restaurants Association of Cebu, Inc. (HRRACI) has adopted Bell-Kenz Pharma, Inc.’s flagship advocacy Sagip CPR, a resolute push into increasing emergency preparedness among tourism frontliners.

HRRACI brought 250 frontline personnel representing ten (10) of its member-establishments, hospitality program faculty members and students for a Sagip CPR training event at the University of Cebu-Lapulapu and Mandaue Campus (UCLM) on Thursday, Aug. 27, 2026.

The workshop was simultaneously conducted with another Sagip CPR capacitation workshop for around 300 personnel of the City Government of Mandaue, creating a powerful same-day convergence of tourism, hospitality and local government committed to ensuring a safer Mandaue and Cebu for residents and visitors alike.

HRRACI’s participation in the campaign increases confidence in the capability of Philippine tourism industry stakeholders to take charge in heart attack situations. It effectively builds on Sagip-CPR’s engagement with the transport sector and last month’s launch of the Sagip CPR Nautical Highway.

Sagip CPR is designed to capacitate individuals in hands-only cardio-pulmonary resuscitation, and the proper operation of the automated external defibrillator (AED), skills that can make a critical difference during the minutes immediately following a cardiac emergency, when medical assistance is not yet available on the scene. Envisioning at least a million graduates all over the Philippines, the campaign is converting erstwhile hesitant bystanders into confident and competent first responders.

The involvement of the key tourism industry players marks a milestone in the sn*******ng movement.
“A destination becomes truly welcoming when guests know that they are not only being served, but also safeguarded,” said Patrick Larraga, Head of Corporate Innovation, Strategy and Experience of Bell-Kenz Pharma, Inc. “Through Sagip CPR, we are building a culture of Kaagapay—people who are prepared to stand beside another person in the most critical moments of life. By bringing this training to tourism and hospitality, we are helping create a safety net that extends from the moment visitors arrive until they return home.”

MANDAUE CITY STRENGTHENS SAFETY COMMITMENT THROUGH SAGIP CPR

The City Government of Mandaue strengthens its commitment to the safety and well-being of residents and visitors by participating in Sagip CPR (cardio-pulmonary resuscitation), the iconic public safety campaign initiated by pharmaceutical leader Bell-Kenz Pharma, Inc.

Mandaue’s participation adds a key touchpoint to the Sagip CPR Nautical Highway initiative launched by Bell-Kenz, the Philippine Coast Guard and the City of Cebu last month. The Sagip CPR Nautical Highway particularly focuses on bringing life-saving knowledge and skills to individuals, groups and communities along the country’s transport corridors where human population is concentrated and where most cardiac emergencies occur.

Cebu is a key element in the nautical highway program, not only for its central location, but also because it has some of the country’s busiest maritime gateways, including wharfs in Mandaue, and a strong tradition of government-private collaboration in public health.

As part of the city’s adoption of the advocacy, department personnel and barangay employees, including barangay health workers, completed the Sagip CPR training workshop at the Barangay Opao gym on Thursday Auguat 27, 2026. Persons with disabilities and their caregivers were also among the trainees.

Patrick Larraga, Head of Corporate Communications and Public Affairs at Bell-Kenz expressed appreciation at the enthusiasm of local groups in adopting the program. “Safety is a shared responsibility, and every trained individual is an important link in the chain of survival,” he says.

“Mandaue City’s involvement in Sagip CPR underscores the fact that its leaders and residents take this responsibility seriously, demonstrating that its commitment to public safety means empowerment, preparedness and concrete action,” Larraga adds.

Launched in August 2025, Sagip CPR is designed to equip its graduates in the simple, but essential hands-only cardio-pulmonary resuscitation and the proper use of the automated external defibrillator (AED). The training, conducted by medical practitioners from partner organizations like the Philippine Medical Association, includes a discussion on heart health and demonstrations on CPR.

The movement has been brought to the uniformed services, grassroots communities, schools, fisherfolk, transport hubs, national government agencies and local governments, among others. Almost 100,000 have been graduated to date, a continually expanding network of confident and competent everyday heroes.

SHDA-CV holds Housing Summit 2026 amid regulatory challenges, rising costs

The Subdivision and Housing Developers Association-Central Visayas (SHDA-CV) will hold its Housing Summit 2026 on September 11 at the Radisson Blu Hotel Cebu to confront two urgent challenges: regulatory delays in licensing and approvals, and rising construction costs driven by global economic pressures.

SHDA-CV President Ken Salimbangon said this year’s summit comes at a difficult time for the industry. “We hold the Housing Summit usually every year. This year it’s different because there’s so much going on, especially the crisis,” he noted.

Breaking Barriers, Building Forward

The summit carries the theme “Breaking Barriers, Building Forward: Accelerating Housing Development Through Regulatory Reform, Cost Resilience and Resource Security.”

Event chair and SHDA Vice President Ronald Allan Uy said the theme reflects the realities developers face today. Around 150 participants, including CEOs and industry leaders, are expected to attend.

Uy outlined five major talking points for the summit:

Fair valuation
Local competitiveness
Real Property Valuation and Assessment Reform Act
Housing affordability
Cost resilience

He added that developers have seen fewer project launches this year, underscoring the need for urgent action.

Expert Insights

Government officials and industry leaders will provide perspectives on taxation, policy, design, and costs.

Douglas Rufino, BIR Region 7 Director, will discuss taxation and regulatory issues while Jennifer Bretaña, NEDA-7 Regional Director, will share an economic outlook.

Franco Soberano, Cebu Landmasters CEO, and Dr. Winston Padojinog, economist, will examine market conditions.

Edgar Saavedra, Megawide CEO, will focus on construction costs and affordability.

Palafox Associates will present sustainable and cost-effective design strategies.

SHDA National President Kerwin Padua has also been invited to join the discussions.

Housing Backlog and Market Sentiment

The government estimates the country’s housing backlog at 3.7 million units, a deficit that continues to grow as regulatory delays slow project launches.

Salimbangon stressed that this shortage underscores the need to streamline approvals. Developers acknowledge the need for agencies to carefully review project documents but warn that prolonged processes keep new housing units from reaching the market.

Uy noted that developers face a difficult year, with fewer launches compared to previous years.

Pueblo de Oro Development Corp. Vice President John Paul Escario added that consumer hesitation, not lack of demand, is affecting sales. “People are holding on to their money because of uncertainties coming from the Iran-US war and rising gas prices. Once the crisis is over, everything will go back to normal,” he said.

Strategic Output

SHDA-CV plans to consolidate issues and recommendations from the summit into a position paper for submission to the national leadership. The document will serve as a unified industry stance on regulatory reform and cost resilience.

Housing Summit crucial

For SHDA-CV, the Housing Summit 2026 is more than an annual gathering—it is a strategic response to regulatory friction and global pressures.

By fostering open communication with authorities and presenting a consolidated position, the association seeks to protect industry viability while keeping affordable housing within reach for Filipino families.
