The Bureau of Fisheries and Aquatic Resources Region 7 culminated the 2026 Farmersโ€™ and Fisherfolk Month celebration on May 25-26, 2026, at the BFAR 7 Compound, Arellano Boulevard, Pier Area, Cebu City. The activity recognized the important contributions of Filipino farmers and fisherfolk to food security and sustainable development; hence, May was declared as the Farmersโ€™ and Fisherfolk Month, pursuant to Presidential Proclamation No. 33.

The program's 2026 theme, โ€œBoses ng Mangingisdang Pilipino, sa Bagong Pilipinas, ipagpugay natin ito,โ€ featured various competitions that highlighted the skills and talents of fisherfolk and their children from Cebu and Bohol. The Province of Cebu won the Cooking Contest, Folk Dance Competition, Indigay sa Balak, and Singing Competition. At the same time, the Province of Bohol topped the Quiz Bee, Net Mending, and Poster Making Contest. Cebu was declared the Overall Champion.

The event also showcased the Kadiwa ng Pangulo โ€“ Tabo sa BFAR, where local producers and cooperatives displayed fisheries and non-fisheries products. Meanwhile, the Department of Health (DOH) provided free medical consultations and laboratory services, while the Technical Education and Skills Development Authority (TESDA) offered free haircuts, manicures, and pedicures to participants.

The culmination served as a deserving tribute to the dedication and hard work of our fisherfolk, whose contributions continue to strengthen the country's food systems and support the economic growth of local communities.

Two beneficiary groups under FishCoReโ€™s Modern and Resilient Livelihood Investment (MARLIN) SC 2.1 have successfully made a a remarkable stride after a 5-month long culture period of bangus in fish cages, last week, May 28-29, 2026.

With an investment cost of almost 2 million pesos through the FishCoRe Project, the Naatang Fisherfolk Association of Jagna, Bohol scooped 1,927 kilograms of bangus. Meanwhile, the Canhaway Samahang Nayon Fisherfolks Association of Guindulman, Bohol, records a partial production of 1,299.50 kilograms.

These freshly-harvested fish were sold at the locality with a prize range of โ‚ฑ170-200 per kilo yielding a Gross Income of Php 334,535.00 and Php 245,700.00 respectively.

The harvest served a dual purpose: providing a direct source of income for association members while contributing to the regionโ€™s fish supply and reinforcing mariculture as a viable fisheries intervention for local fishing communities.

The Bureau of Fisheries and Aquatic Resources Central Visayas, headed by Regional Director Mario Ruinata, celebrates these milestones recognizing the successful harvests as a testament to the effectiveness of organized fisherfolk associations, sustained technical support, and community-based resource management in achieving productive and sustainable aquaculture livelihoods.

Recent PSA data reveals that while Boholโ€™s overall fisheries output grew by 6.9% in 2025 (reaching 25,575.56 MT), aquaculture production sharply declined from 10,554.90 MT in 2024 to 8,187.63 MT. Reflecting on the successful field evaluation, World Bank Country Management Unit Director Zafer Mustafaoglu expressed deep appreciation for the ground teams' dedication. He emphasized that the site visits in Bohol provided invaluable, firsthand insights into local aquaculture innovations, marking his first time witnessing how oysters are cultivated. For Mustafaoglu, being on the ground significantly helped him visualize the projects and, most importantly, put faces to the beneficiaries they serve.

Concluding with heartfelt gratitude, he extended a "thousand thanks" to all the local governments, counterparts, and collaborating agencies โ€“ including BFAR, DSWD, and DOH. He commended their collective efforts, noting how their continued partnership drives sustainable coastal resiliency and transforms livelihoods across the region.

As we commemorate the International Day for the Fight Against Illegal, Unreported, and Unregulated (IUU) Fishing this June 5, the Philippines continues to gain global recognition for its efforts to protect fisheries resources and uphold responsible fishing practices. In the 2025 Global IUU Fishing Index, the country ranked 54th out of 152 coastal States and fourth best in Asia, reflecting stronger fisheries governance and enforcement.

This achievement is supported by the sustained efforts of the Department of Agricultureโ€“Bureau of Fisheries and Aquatic Resources (DA-BFAR) in strengthening fishery law enforcement through expanded sea and coastal patrol operations, deployment of patrol vessels, enhanced monitoring and surveillance systems, and closer coordination with partner enforcement agencies. The Bureau also continues to institutionalize best practices through the Fishery Law Enforcement Manual of Operations (FLEMO), which provides standardized, lawful, and effective procedures for fisheries enforcement personnel nationwide.

Beyond improving rankings, these initiatives demonstrate the Philippinesโ€™ commitment to safeguarding marine resources, protecting fisherfolk livelihoods, and ensuring that future generations continue to benefit from sustainable and responsibly managed fisheries.

A historic milestone for the Fisheries Scholarship Program in Central Visayas, honoring exceptional academic excellence among the children of fisherfolk from Siquijor and Negros Oriental.

BAIS CITY, NEGROS ORIENTAL - May 29, 2026: In a historic milestone for fisheries scholarship in Central Visayas, the Bureau of Fisheries and Aquatic Resources Region 7 (BFAR-7) proudly celebrates the remarkable academic triumphs of its scholars at the 68th Commencement Exercises of the Negros Oriental State University (NORSU) Bais City Campus. Marking a significant "first" in the regional implementation of the Fisheries Scholarship Program (FSP), five BFAR-7 scholars hailing from the island provinces of Siquijor and Negros Oriental secured top academic distinctions, sweeping three Summa Cum Laude and two Magna Cum Laude honors within the Bachelor of Science in Fisheries graduating class.

To recognize this exceptional accomplishment, BFAR-7 formalizes its commitment to rewarding meritocracy by presenting each Summa Cum Laude graduate with an official Plaque of Appreciation alongside a cash incentive of P50,000. The Magna Cum Laude graduates are similarly honored with plaques and cash awards of P30,000 each, highlighting the agency's support for the program.

The Honored Roster of Excellence:

1. Arra Mae R. Amahit - Summa Cum Laude |.
Presidential Academic Awardee
2. Rezlyn F. Bato - Summa Cum Laude |
Presidential Academic Awardee
3. Mariel T. Ynot - Summa Cum Laude |
Presidential Academic Awardee
4. Rain Jay V. Punayan - Magna Cum Laude |
Presidential Academic Awardee
5. Wilmar E. Macabinguel - Magna Cum Laude |
Presidential Academic Awardee

Beyond their Latin honors, all five distinguished graduates were recognized by the university as Presidential Academic Awardees, establishing a high standard for performing scholars. They represent the core demographic of the FSP program, specifically under the Fisherfolk Children Educational Grant, which breaks generational barriers by giving the sons and daughters of registered small-scale fisherfolk (Mangingisdang Juan) access to premium university education.

Established originally in 1980 under Special Order No. 201 and systematically re-engineered under Fisheries Administrative Order (FAO) No. 257-1, the FSP operates nationwide across three strategic components:

โ€ข The Fisherfolk Children Educational Grant
โ€ข The Fisheries Industry Leaders Grant
โ€ข The specialized tracks for Indigenous Cultural Communities and Indigenous Peoples (ICCs/IPs)

The program serves a dual socio-economic objective by equipping underserved artisanal fishing families with opportunities for upward mobility while developing a highly professionalized workforce specialized in addressing the shifting landscape of climate resilience, sustainable resource management, and commercial food systems.

By empowering youth from marginalized coastal areas to master the complexities of marine sciences, resource governance, and modern aquaculture, BFAR-7 continuously aims to build an efficient manpower for local food security.

Moving forward, the BFAR reaffirms its commitment to continuous funding for the program and to mentoring qualified professionals into the necessary roles within government policy bodies and the country's fisheries industry.
