𝗔𝗚𝗔𝗞-𝗟𝗲𝗴𝗮𝗹 𝗶𝗻 𝗧𝗮𝗯𝘂𝗲𝗹𝗮𝗻 ⚖️

The Alliance for Grassroots Access to Key Legal Services (AGAK-Legal) team of DILG Region 7 joined the Serbisyo Karaban held in the Municipality of Tabuelan on Wednesday, August 26, as the Cebu Provincial Government brought essential services closer to residents of Tabuelan and neighboring municipalities as part of the province’s 457th Founding Anniversary celebration.

Led by Gov. Pamela Baricuatro, the caravan brought together various provincial and national government agencies to provide direct services and assistance to communities in northern Cebu.

Representing DILG Region 7 were Provincial Director Dr. Jesus Robel Sastrillo, Jr., together with the DILG Region 7 AGAK-Legal team: Atty. III Grace Melanie Lacamiento, LGOO VI Atty. Gerlou Tibon, DMO IV Atty. Mary Jane Verdida, DMO IV, and DMO III Atty. Janssen Reyna Reyes.

Through AGAK-Legal, DILG Region 7 continues its commitment to bringing accessible, responsive, and grassroots-oriented legal services closer to the people.

LOOK | The Department of the Interior and Local Government (DILG) 7 and the Gawad Kalinga Community Development Foundation, Inc. (GKCDFI) inked a partnership thru a Memorandum of Agreement (MOA) for the third-party monitoring (TPM) of Local Government Support Fund (LGSF) projects in Central Visayas on Wednesday.

DILG 7 Director Leocadio Trovela signed the MOA together with PDMD Assistant Division Chief Engr III Archie Garson, Engr. III Javi Dawn Generoso, GKCDFI Area Team Leader for Central Visayas Cristopert Ocañada and Katrina Francesca Yu Vega.

READ | DILG reiterates commitment to local governance

Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla reaffirmed the Department’s commitment to strengthening local governments during the 2026 Island Cluster Conference of the League of Municipalities of the Philippines (LMP) – Mindanao Cluster.

Representing Secretary Remulla, DILG-7 Director Leocadio Trovela, delivered his message, underscoring the crucial role of local chief executives as the government’s frontline in responding to the needs and challenges of their communities.

“When people need government, they look to you first,” Remulla emphasized, reminding mayors that public office is a responsibility grounded in service, trust, and accountability.

He further urged local leaders to make every decision count for their constituents, stressing, “Use the trust given to you. Protect the resources entrusted to you. And make every decision count for the people who placed you in office.”

Remulla likewise assured LGUs of the DILG’s continued partnership and support, emphasizing that when national and local governments move with one purpose, “there is no community too distant and no challenge too great for us to confront together.”

The Department of the Interior and Local Government (DILG) said 1,441 local government units (LGUs) nationwide have designated Local Economic Development and Investment Promotions Officers (LEDIPOs), strengthening local efforts to attract investments, support businesses, generate jobs, and expand economic opportunities in communities.

Based on the DILG’s latest monitoring, LEDIPOs have been designated in 57 provinces, 110 cities, and 1,274 municipalities. Meanwhile, 688 LGUs have established dedicated Local Economic Development and Investment Promotion (LEDIP) Offices or Units, covering 69 provinces, 123 cities, and 496 municipalities.

The DILG said strengthening LEDIP mechanisms enables LGUs to take a more active role in driving economic growth by creating conditions that encourage businesses to invest, expand, and generate employment at the local level.

“Through LEDIP, LGUs can create an environment where businesses grow, jobs are generated, and communities prosper,” the DILG said.

A LEDIP Office or Unit coordinates and implements local investment promotion policies, programs, and projects. Strong LEDIP mechanisms can help LGUs attract businesses, increase local revenues, and strengthen the delivery of public services.

The Department continues to urge LGUs to designate a LEDIPO and establish a LEDIP Office or Unit pursuant to DILG Memorandum Circular No. 2020-167.

LEDIPOs are likewise encouraged to join the Philippine Association of Local Investment Officers (PALIO), which seeks to institutionalize a nationwide network of LEDIPOs. PALIO provides a platform for capacity-building, peer learning, and technical collaboration among local investment promotion officers.

Several LGUs are already translating their LEDIP mechanisms into concrete economic initiatives.

In Iloilo City, the LEDIP Office organized the city’s first MSME Summit, bringing together more than 170 micro, small, and medium enterprises for learning, business networking, and access to government services. The city was also named the Most Business-Friendly LGU in the City Level 1B category by the Philippine Chamber of Commerce and Industry (PCCI) last year.

In Taytay, Rizal, the local government partnered with the Department of Environment and Natural Resources-Ecosystems Research and Development Bureau (DENR-ERDB) under Project Tahi to map textile waste flows in the municipality’s garment industry. With the participation of the Municipal Environment and Natural Resources Office and LEDIP Office, the initiative aims to support circular economy interventions and policy innovations.

The DILG said it will continue working with LGUs to institutionalize and maximize LEDIP mechanisms, ensuring that local economic development translates into more investments, stronger enterprises, more jobs, and better opportunities for Filipino communities.

LOOK | The Department of the Interior and Local Government (DILG) 7 conducted a blended workshop-training for local government units (LGUs) in Cebu, achieving a 100 percent participation rate during the Training on Leveraging Local Sanggunians' Quasi-Judicial Functions on Aug. 3 to 5 in Cebu City.

The three-day activity was done in support of the Department's Bantay Korapsyon (BK) program featuring resource speakers from DILG Central Visayas.

Among the speakers were Attorney III/ Regional Legal Unit Atty. Grace Melanie Lacamiento, MLGOO Argao City Atty. Jeffrey Lopez, MLGOO Barili Atty. Dann Marr Andrino, DMO IV Atty. Mary Jane Verdida and DMO III Atty. Janssen Reyna Reyes.

Joining onsite were participants from the Municipality of Balamban, which had requested technical guidance to update the Internal Rules of Procedure (IRP) of its local legislative body.

The other participating LGUs from Cebu joined via Zoom.
LGMED Chief Celerino Magto Jr. delivered the opening remarks, while Assistant Division Chief Corina Balansag formally capped off the activity with her message.

ICYMI | The Department of the Interior and Local Government (DILG) successfully gathered Civil Society Organization (CSO) officers in the region from July 29 to 30, 2026, for a two-day capacity-building initiative entitled Partners in Governance: Capacity Building for Civil Society Organizations-Desk Officers held in Cebu City.

The event kicked off with opening remarks from LGMED Assistant Division Chief Corina Balansag, followed by discussions from DMO IV Atty. Mary Jane Verdida and DMO III Atty. Janssen Reyna Reyes.

The lawyers of SLGP RCT discussed topics on “Navigating CSO Engagement: An Illustrative Guidebook for CSO Desk Officers and a review of related policies and guidelines.

Atty. Grace Melanie Lacamiento of DILG 7 Legal Unit discussed practical guidelines on CSO participation, while LGOO III Leonell Cawayan tackled strategies for managing government-community relationships.

The second day focused on collaborative knowledge-sharing, featuring best practices shared by selected CSOs alongside self-assessment and action-planning sessions guided by LGMED facilitators.

LGUs who shared best practices were Tagbilaran City, Cebu Province, Bohol Province, Argao and Oslob.
