In the evening of 26 March 2026, the national awarding ceremony of the LIKHAng Kababaihan Business Plan Competition marked the culmination of a journey filled with aspirations, courage, and learning.

While Ms. Aminulla, DMW RO-VIIโ€™s regional representative, did not place in the Top 3, her fearless pursuit of building her own business stands as a testament to the true spirit of a LIKHA womanโ€”resilient and empowered.

Now on its third day, the national activities of the 2026 LIKHAng Kababaihan Business Plan Competition continue to highlight the potential of returned female Overseas Filipino Workers (OFWs), with DMW Regional Office VIIโ€™s winner, Ms. Gloria Taraji Aminulla, actively participating in the ongoing educational tour.

The educational tour includes learning visits to the Securities and Exchange Commission (SEC) and the Department of Trade and Industry (DTI) both located in Makati, and a Banco de Oro (BDO) Fair at the DMW Makati Office.

Prior to the tour, Ms. Aminulla took part in the 2-day National Business Bootcamp Sessions held on 23โ€“24 March 2026, where she gained valuable knowledge to further strengthen her proposed business venture.

The national activities will culminate on 26 March 2026 with the National Awarding Ceremony, where the grand winner will receive โ‚ฑ500,000.00. The national screening will take place earlier that day, during which Ms. Aminulla will pitch her business plan titled โ€œMUYYAH Hydration Hub.โ€

Ms. Aminulla is a resident of Barangay Canal, Siquijor. She worked in the Kingdom of Saudi Arabia as a Nurse-Midwife for 19 years.

LIKHA, which stands for Linangin ang Kakayanan sa Kabuhayan Award, is a Business Plan Competition organized by the National Reintegration Center for OFWs (NRCO). The initiative forms part of the Kabuhayan Reintegration Program, which aims to encourage and support returning OFWs in developing sustainable business ventures as part of their reintegration journey.

Earlier today, March 23, 2026, the Public Employment Service Office (PESO) of Negros Oriental, in coordination with the Department of Migrant Workers (DMW) Region VII and the Department of Labor and Employment (DOLE), successfully conducted a Job Fair Caravan for Local and Overseas Employment at Asian College, Dumaguete City.

Provincial PESO Manager Alein Serion Balsamo warmly welcomed the attendees. Mr. Roland Y. Albon, Head of the Student Affairs and Services (SAS) of Asian College and DMW Region VII Representative Ara Allego followed with their respective messages of support.

Graduating students from various courses at Asian College attended the event which provided them with valuable opportunities to explore both local and international career pathways as they prepare to enter the workforce.

Two international recruitment agencies participated in the overseas employment segment: Triple One Corporation, offering job opportunities in Saudi Arabia, and EyeQuest International Services Inc., offering employment opportunities in Taiwan.

Cebu City, Philippines โ€” Yesterday, 21 March 2026, the Department of Migrant Workers Regional Office VII (DMW RO-VII) assisted an undocumented Overseas Filipino Worker (OFW) who is a victim of human trafficking.

โ€œAntonโ€ (not his real name) went to Manila in 2015 with hopes of eventually working abroad. While taking on various jobs, he met a coworker who later introduced him to an individual claiming to have experienced working in Malaysia. In early 2025, he was recruited with promises of stable and high-paying job in a fabrication industry, requiring only minimal expenses to process his deployment.

Together with the recruiter and two other recruits, Anton went to Malaysia through backdoor exit. Upon arriving there in May 2025, he worked as a logger but received only around 100โ€“200 Malaysian Ringgit for several months of laborโ€”far from what had been promised.

Reflecting on his experience, the OFW shared, โ€œLisod kaayo ma'am uy, dili lalim. Ang ako gyud nga kinahanglan karon ang makakuha ug trabaho ug magsugod ug balik,โ€ (โ€œItโ€™s really difficult, ma'am. Itโ€™s really not easy. Right now, I really need to find work and start all over again.โ€) expressing the hardship he endured and his determination to rebuild his life.

Despite the difficult circumstances, Anton was able to seek assistance from the Philippine Embassy in Kuala Lumpur, Malaysia, where he stayed in a government-provided accommodation from 22 February 2026 until his safe return to the Philippines yesterday.

Upon arrival, DMW RO-VII, in coordination with partner agencies including OWWA RWO-VII, IACAT-MCIATFAT, DFA, and the Bureau of Immigration (BI), extended assistance to the OFW. He is also eligible to receive โ‚ฑ50,000.00 financial assistance under the AKSYON Fund, intended for victims of illegal recruitment and trafficking in persons.

DMW RO-VII likewise provided transportation assistance to support his safe return to his residence.

This case serves as a reminder of the risks of illegal recruitment and human trafficking as well as the importance of seeking proper and legal channels for overseas employment. DMW remains committed to protecting the welfare of OFWs and extending assistance to those in need.

Tagbilaran City, Bohol โ€“ The Department of Migrant Workers Regional Office VII (DMW RO VII) supervised the conduct of the Barangay-TNK Job Fair held at the Poblacion II Covered Court, Barangay Poblacion II, Tagbilaran City, Bohol. This event was aimed at providing Tagbilaranon and Boholano jobseekers with better employment opportunities.

Cebu City, Philippines โ€” Yesterday, 19 March 2026, the Department of Migrant Workers Regional Office VII (DMW RO-VII) released a total of โ‚ฑ2 Million in medical assistance under the AKSYON Fund to Overseas Filipino Workers (OFWs) battling severe illnesses, alongside โ‚ฑ195,000 in livelihood assistance to 13 OFW beneficiaries under the Enhanced Livelihood Program for OFW Reintegration (ELPOR).

In her opening remarks, Regional Director Jhoaden G. Lucero emphasized the Departmentโ€™s commitment to extend compassionate assistance to OFWs, especially those in vulnerable situations. In closing, Assistant Regional Director Atty. Rex A. Tadena highlighted that these forms of assistance exist precisely for our OFWs who are in need, reflecting the governmentโ€™s unwavering zeal to serve our beloved OFWs.

Prior to the distribution of grants, participants were also equipped with valuable knowledge through an educational campaign on PhilHealth services, facilitated by Ms. Cresean Desiree B. Vergara of the Local Health Insurance Office โ€“ Cebu City, PhilHealth Regional Office VII.

Through this, DMW RO-VII continues to provide not only financial support but also guidance and access to essential services, empowering OFWs and their families toward recovery and resilience.

DMW VII Regional Director Jhoaden G. Lucero set the tone of the program with her opening remarks emphasizing on the importance of capacitating /retooling of personnel to enhance service delivery and having clear and effective hiring policies/guidelines for our beloved OFWs.

Discussions focused on the salient points of the programs, current policies and trends, eligibility requirements, implementation procedures, and common concerns. Updates on E-Registration also addressed issues on procedures for a more efficient handling of OFW concerns through digital technology.

This initiative aims to further strengthen the competence of DMW RO-VII personnel in the effective evaluation and processing of applicants within the hiring system, ensuring efficiency, accuracy, and compliance with established policies.
