CCPO FORTIFIES SCHOOL SAFETY EFFORTS, EMPOWERS STUDENTS THROUGH SECURITY AWARENESS

The Cebu City Police Office under the leadership of PCOL RICKY C SUMALDE, Acting City Director, through the City Community Affairs and Development Unit (CCADU), served as guest speaker during an online symposium on “Security and Protocols with Emphasis on School Policies” held on September 5, 2026, via Zoom Webinar.

The activity was organized by the Tagapamahala Cluster of Cebu Institute of Medicine–Velez College as part of its National Service Training Program (NSTP) and was attended by NSTP students.

PMAJ MARVIN B FEGARIDO, Acting Chief, CCADU, discussed key security measures, protocols, and school policies, emphasizing the shared responsibility of students and the academic community in maintaining a safe, secure, and peaceful learning environment.

During his presentation, PMAJ FEGARIDO conveyed the core message and intent of PCOL SUMALDE, emphasizing the importance of strengthening students’ security awareness and preparedness. He underscored that the CCPO remains committed to working closely with schools and academic institutions in promoting a culture of vigilance, responsibility, and cooperation.

“The safety and security of our schools is a shared responsibility. We want our students to be informed, vigilant, and prepared to recognize and properly respond to security concerns. Through stronger police-community partnerships, we can help create a learning environment where students can pursue their education safely and peacefully,” PCOL SUMALDE emphasized.

The CCPO calls on students, school personnel, and the community to stay vigilant, follow established safety protocols, and promptly report suspicious activities or potential threats—because keeping our schools safe is a shared responsibility that requires everyone’s active participation.

CCPO, CONGRESSWOMAN DEL MAR STRENGTHEN COORDINATION FOR CEBU CITY PEACE AND SECURITY

The Cebu City Police Office welcomed Hon. Rachel Marguerite B. Del Mar, Member of the House of Representatives representing the 1st District of Cebu City, during her visit to the CCPO Headquarters, Camp Sotero Cabahug Parade Ground, Gorordo Avenue, Cebu City.

The courtesy visit provided an opportunity to strengthen the partnership between the CCPO and the office of Congresswoman Del Mar, particularly in supporting initiatives aimed at maintaining peace, public safety, and security in Cebu City.

CCPO Acting City Director PCOL RICKY C SUMALDE expressed his appreciation for the visit and the continued support of government partners, noting that sustained cooperation is essential in ensuring an effective and coordinated response to the needs of the public.

“We value the support and cooperation of our government partners. Through continued coordination and shared commitment, we can better serve and protect the people of Cebu City,” PCOL SUMALDE said.

CCPO’S METHODICAL INVESTIGATION AND SWIFT HOT PURSUIT OPERATIONS LEAD TO ARREST OF TWO SUSPECTS IN SUDLON 1 KIDNAP-SLAY CASE

The Cebu City Police Office, together with Consolacion MPS has attained a major breakthrough in the investigation being conducted on the discovery of a dead person in the afternoon of September 3, 2026 in Sudlon 1, Cebu City.

The fatality, who was identified in coordination with relatives, was kidnapped in North Poblacion, Consolacion, Cebu in the morning of September 3, 2026 and was killed later in the afternoon in Sudlon 1, Cebu City.

Upon instructions of PCOL RICKY SUMALDE, an in depth and well-coordinated investigation resulted in the arrest of two primary suspects, with other two identified conspirators being relentlessly pursued by joint police teams.

The arrests came after a continuous follow-up investigation and hot pursuit operation conducted by joint investigation teams from Police Station 12, Investigation and Detective Management Unit (IDMU-CCPO), City Intelligence Unit (CIU-CCPO), Criminal Investigation and Detection Unit (CIDU-CCPO), and Consolacion Municipal Police Station under the close supervision of PLTCOL Gerard Ace Pelare, DCDO, CCPO.

After series of case conferences and evidence-gathering methodology, investigators pieced together witness accounts, vehicle information, and CCTV footages to establish the movements connected to the incident.

Their investigation led to the identification of a red vehicle used by the suspects which was traced to a rent-a-car company and subsequently located. The vehicle was processed by the Scene of the Crime Operations (SOCO) team as part of the ongoing investigation

Through these sustained, coordinated, and non-stop PNP efforts, the suspects were arrested in separate operations in the early morning of September 5, 2026.

The first suspect, a male and e-bike driver with a previous criminal record, was arrested at approximately 3:00 AM in Ermita, Cebu City. At around 5:00 AM, a second male suspect, who is unemployed and also has a previous criminal record, was arrested in Cogon Pardo, Cebu City.

Both suspects were informed of their constitutional rights and underwent the required booking procedures and medical examination. They are currently detained pending the filing of appropriate charges.

Meanwhile, at least two other suspects remain at large. The joint investigation teams continue to coordinate with concerned PNP units and pursue all available leads to locate and arrest the remaining suspects.

Acting City Director PCOL RICKY C SUMALDE emphasized that the CCPO will continue pursuing all available leads while observing due process and established investigative procedures.

“We acted immediately, followed the evidence, and continued the pursuit until we were able to identify and arrest two of the suspects. Our investigation is not over. We will continue working to locate the remaining suspects and ensure that those responsible are held accountable through the proper legal process.” PCOL SUMALDE said.

The investigation continues. CCPO remains committed to pursuing every lead, strengthening coordination among units, and ensuring that those responsible face the proper legal process.

CCPO SUSTAINS INTENSIFIED OPERATIONS, ARRESTS TOP 2 MUNICIPAL-LEVEL MOST WANTED FOR ATTEMPTED MURDER

The Cebu City Police Office continues its sustained efforts to locate wanted persons and enforce lawful court orders, leading to the arrest of a female accused listed as the Top 2 Municipal-Level Most Wanted Person, today, September 4, 2026 in Barangay Guadalupe, Cebu City.

The Tracker Team of Police Station 9, under the direct supervision of PCPT GABRIEL PASILAN MOTA, OIC, PS9, apprehended the accused by virtue of a Warrant of Arrest issued by the Presiding Judge of the Regional Trial Court, Branch 5, Cebu City, dated August 20, 2026, for the alleged violation of Attempted Murder under Article 248 in relation to the Revised Penal Code, with a recommended bail of ₱72,000.00.

Following the arrest, the accused was informed of the nature of the arrest and her constitutional rights in a manner and language known and understood by her. She was then brought to the Guadalupe Custodial Facility, Barangay Guadalupe, Cebu City, for temporary detention while awaiting the necessary proceedings and return to the issuing court.

Acting City Director PCOL RICKY C SUMALDE stressed that the CCPO will remain steadfast in its efforts to preserve peace and order and ensure that wanted persons are brought before the proper court.

“The CCPO will continue to work tirelessly to keep Cebu City safe and peaceful. We will remain focused on locating wanted persons and ensuring that lawful court orders are carried out, while upholding due process and respecting the rights of every individual,” PCOL SUMALDE said.

CCPO’s AGGRESSIVE MANHUNT OPERATIONS END IN ARREST OF HIGH-PROFILE FUGITIVE LINKED TO ILLEGAL DRUGS

The Cebu City Police Office (CCPO) continues its relentless efforts to locate individuals with pending cases and ensure the proper implementation of lawful court orders. These efforts led to the arrest of an accused facing charges for violations of Sections 5 and 11, Article II of Republic Act No. 9165, or the Comprehensive Dangerous Drugs Act of 2002, in Barangay Mambaling, Cebu City, on the afternoon of September 3, 2026.

The accused was arrested by the Tracker Team of Police Station 11, under the direct supervision of PMAJ ARNEL S ANCHETA, OIC, PS11, pursuant to a Warrant of Arrest issued by the Regional Trial Court, Branch 21, Cebu City, dated July 3, 2026, in connection with his pending drug case, for which no bail was recommended.

Upon arrest, the accused was duly informed of the nature of the proceedings and his constitutional rights in a language and dialect known and understood by him. He was subsequently brought to Police Station 11 in Mambaling, where he was temporarily detained while the necessary documentation and arrangements were being completed for his presentation before the proper court.

Acting City Director PCOL RICKY C SUMALDE underscored the CCPO’s continuing commitment to the relentless pursuit of individuals with pending cases and the proper enforcement of lawful court orders, while ensuring that due process and the constitutional rights of every individual are respected.

“We will continue to perform our duty and enforce lawful court orders while respecting the rights of every person. We encourage those with pending cases or warrants to cooperate with authorities and face the proper legal process. Our officers will remain firm, fair, and professional in every operation.”
