The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) Department Head, Ret. Col. Dennis Francis V. Pastor, engaged with occupational safety and health professionals during the 25th General Assembly and OSH National Convention of the Association of Safety Practitioners of the Philippines (ASPP) on August 27, held at Radisson Blu Hotel, Cebu City. He presented Cebu Provinceโ€™s disaster management systems and explained how these can be mobilized to support disaster preparedness, response, and recovery efforts in the private sector.

Anchored on this yearโ€™s theme, โ€œOperational Excellence Through Safety: A Roadmap for a Resilient Business Continuity Plan,โ€ the convention provided a platform for Pastor to promote a shared understanding of DRRM and its role in business continuity.

Pastor emphasized that disaster resilience is a shared responsibility that extends beyond government. Apart from assuring the private sector that the government has systems in place to respond to disruptions, he underscored the importance of proactive, risk-informed planning across business departments to sustain operations and enable more cost-effective recovery.

Through engagements such as this, the PDRRMO expands its DRRM advocacy among private-sector counterparts, empowering Cebu to be a resilient business hub.

The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) facilitated the 1st Batch of the Basic First Aid Orientation for Womenโ€™s Associations on August 26โ€“27, 2026, at Harolds Hotel Cebu.

Representatives from Womenโ€™s Associations of LGUs in Districts 3, 4, 6, and 7 participated in the two-day activity, which focused on building practical first aid competencies alongside a broader understanding of disaster risk and the role of women in disaster preparedness and response.

The orientation began with discussions on basic DRRM concepts, understanding the provinceโ€™s risk profile, and the legal basis of DRRM, highlighting the role of women in disaster preparedness and how disasters affect women. Moving from discussion to application, the participants engaged in demonstrations and hands-on exercises facilitated by the PDRRMO Emergency Responseโ€“Search and Rescue (ER-SAR) Division. The sessions covered wound management, fractures and dislocations, proper bandaging, first-aid emergencies, Basic Life Support (BLS), CPR, and Foreign Body Airway Obstruction (FBAO).

Through this initiative, the PDRRMO continues to strengthen the capacity of women as active and capable partners in community-level disaster preparedness and emergency response.

The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) delivered Basic Disaster Risk Reduction and Management (DRRM) Orientation on the Disability-Inclusive Disaster Risk Reduction (DiDRR) training spearheaded by the Ramon Aboitiz Foundation Inc. (RAFI), with the support of the A2D and Cebu DiDRR Network from August 24-26, 2026 at Malabuyoc Central Elementary School.

The 3 days training provided participants orientation of the foundational knowledge on DRRM such as the basic terms and concepts, legal basis, their vulnerability and hazards. The orientation also highlighted the importance of ensuring that disaster preparedness and risk reduction initiatives are accessible, participatory, and responsive to the needs of each sectors particularly persons with disabilities.

The training also includes workshops where participants were able to identify their hazards, vulnerabilities and their coping capacities, enabling them to formulate plans based on their communityโ€™s hazard and needs, allowing them to identify their priority programs. It also provided training in handling persons with disabilities during emergencies and basic etiquettes, giving participants deeper understanding of their lived experiences.

Moreover, the training emphasized that in the formulation of their plans, every sector should be represented and involved in the DRRM system. The activity also highlighted the importance of interagency coordination among NGAs, stakeholders, NGOs/ CSOs as well as the community in advancing the rights and welfare of persons of disability through building a shared understanding of disaster risks and strengthening the capacity of stakeholders- creating safer, more inclusive, and more resilient communities across Cebu.

Participants of the training are representatives from Malabuyoc (19) and Ginatilan (14) representing the various office from Disaster Risk Reduction and Management (DRRM), Department of Education (DepEd), Municipal Social Welfare and Development Office (MSWDO), and Office for Senior Citizens Affairs (OSCA). Their participation in discussions and workshops strengthen their understanding of Disability Inclusive DRRM.

This initiative reflects the continuing commitment of PDRRMO to ensure that everyone has a role in reducing disaster risk and that no one should be left behind.

The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) equipped DepEd Cebu Provinceโ€™ five (5) school divisions to better prepare for and respond to emergencies through its 2nd batch of the Education in Emergencies (EiE) and Gender Equality, Disability, and Social Inclusion (GEDSI) Orientation on August 14โ€“15.

The two-day capacity-building activity convened school administrators and DRRM coordinators from Toledo City, Carcar City, Talisay City, Lapu-Lapu City, and Cebu City, particularly those from high-risk and vulnerable areas, to deepen their understanding of disaster risks and foster a culture of safety, inclusion, and resilience in learning environments.

The orientation covered key DRRM concepts, DRR-CCA laws, and relevant DepEd policies on disaster risk reduction, including Republic Act No. 10821, or the Childrenโ€™s Emergency Relief and Protection Act. Participants also gained insights into school-level hazard mapping, risk assessment, and planning, emphasizing a proactive approach to disaster preparedness beyond emergency drills.

Additionally, the orientation highlighted the importance of integrating GEDSI into school DRRM initiatives. Discussions emphasized the need to ensure that school-level interventions are responsive to women, children, persons with disabilities, members of the LGBTQIA+ community, and other vulnerable groups.

The five school divisions also affirmed their commitment to apply and share the knowledge gained from the orientation and strengthen their school DRRM plans and initiatives to create learning environments that can continue to provide quality and inclusive education even at the onset of emergencies and disasters.

The PDRRMO will conduct another batch of the EiE and GEDSI Orientation within the third quarter of 2026, extending the capacity-building initiative to Bogo City Division, City of Naga Division, and Cebu Province Division.

The Cebu Provincial Government, through the Provincial Disaster Risk Reduction and Management Office (PDRRMO), has completed the formulation of the Cebu Province 2026โ€“2032 Local Disaster Risk Reduction and Management Plan (LDRRMP), advancing provincial-level disaster preparedness and governance.

A two-day Formulation Workshop was conducted on August 12โ€“13, led by the PDRRMOโ€™s Research, Documentation, Statistics and Planning Division. The workshop convened representatives from Provincial Disaster Risk Reduction and Management Council (PDRRMC) member agencies, including national line agencies, Capitol departments, and accredited civil society and non-government organizations.

The workshop aimed to formulate plans for each DRRM thematic area through a participatory planning process. Participants were organized according to their respective thematic areas and developed corresponding planning outputs.

The planning process involved examining provincial-level disaster risks, vulnerabilities, capacities, and DRRM investments. The formulated plans were also aligned with relevant national and local DRRM policies and sustainable development goals.

A technical working group was also formed for each team to refine and finalize its respective output. These outputs will then be consolidated by the PDRRMO and will form part of Cebu Provinceโ€™s long-term roadmap toward strengthened disaster resilience.

The Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO), represented by its Operations, Recovery and Rehabilitation Division (ORRD), participated in a training on climate-resilient farming with the Balamban Farmers Association on August 5, 2026.

Organized by the Balamban Disaster Risk Reduction and Management Office (DRRMO) in partnership with the Communities for Alternative Food Ecosystems Initiative (CAFEi), a non-government organization, the activity introduced Balamban farmers to organic farming.

The training covered concepts and approaches to permaculture, regenerative agriculture, electroculture, and seed saving. It also underscored the importance of farmer-led food production, which means reducing dependence on commercially controlled seeds and chemical inputs.

The session further highlighted how organic farming is rooted in Indigenous Knowledge Systems and reflects the relationship between people and nature.

Farmers were also able to put their learning into practice through workshops on making Compost Tea and Calcium Phosphate (CalPhos), as well as applying key approaches to electroculture.

Apart from gaining skills in organic farming, the activity also served as a benchmarking opportunity for the PDRRMO as it explores potential programs that could be adapted for LGUsโ€”the ones that can strengthen community resilience, support livelihoods, and boost local food security.

The Cebu Provincial Board (PB) confirmed the appointment of retired Col. Dennis Francis V. Pastor as head of the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) during its regular session on Monday, August 10.

The confirmation was made through Resolution No. 38, authored by Board Member Antonio D. Bacaltos Jr.

Pastor appeared before the PB and discussed the continuing efforts of the PDRRMO in strengthening disaster preparedness and response across the province.

He has been serving as the focal person of the said office for more than a year, overseeing the provinceโ€™s disaster risk reduction and management initiatives and coordinating with local government units during emergencies and calamities.
