The third and final batch of the Local Disaster Risk Reduction and Management Planning (LDRRMP) Formulation Workshop for Cebu Local Government Units (LGUs) officially commenced on May 25 at Golden Prince Hotel & Suites in Cebu City and was scheduled to run until May 29, 2026.
It was attended by Local DRRMO personnel from Districts 2 and 7, including the municipalities of Alcantara, Alcoy, Alegria, Argao, Badian, Boljoon, Dalaguete, Dumanjug, Ginatilan, Malabuyoc, Minglanilla, Moalboal, Naga City, Oslob, Ronda, Samboan, and Santander, along with Cebu City.
The workshop opened with a lecture-discussion on the Volunteer Mobilizing Organization (VMO) Accreditation Process facilitated by personnel from the Office of Civil Defense Regional Office VII (OCD-7). The session provided participants with an overview of the accreditation requirements and procedures for volunteer organizations supporting disaster risk reduction and management initiatives.
This was followed by a comprehensive presentation by PDRRMO Disaster Preparedness Information and Training (DPIT) Division Head Elviena Subang on the importance of enhancing the Local DRRM Planning Guide. She emphasized the need to strengthen existing local DRRM plans to ensure that they remain responsive to evolving hazards, emerging risks, and the changing needs of communities. Participants were likewise introduced to the fundamentals of Local Disaster Risk Reduction and Management Planning in the Philippines, including the key concepts and frameworks that guide the development and updating of Local DRRM Plans.
Led by the Office of Civil Defense Regional Office VII (OCD-7) in partnership with the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO), the workshop marked the final batch of LGUs participating in the Enhanced LDRRMP rollout, following the success of the first and second batches. The initiative aimed to equip local DRRM offices with the knowledge, skills, and tools necessary to formulate comprehensive and risk-informed plans aligned with national policies and local development priorities.
Over the next four days, participants are expected to undergo a rigorous planning process covering the prescribed steps in the formulation of the Enhanced LDRRMP. These includes preparatory activities for local DRRM planning, situational analysis, DRRM target setting, the identification of DRRM measures and corresponding programs, projects, and activities, the preparation of the Local DRRM Investment Program and Supplemental Investment Program for the Special Trust Fund, and the development of a Results-Based Monitoring and Evaluation Plan.
