PNP STRENGTHENS INTERNAL DISCIPLINE THROUGH SUSTAINED ACCOUNTABILITY MEASURES

The Philippine National Police (PNP) has reiterated its strict zero tolerance policy against all forms of misconduct within its ranks, following public concern over recent complaints involving some personnel, including allegations of sexual harassment and other administrative and criminal offenses.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., emphasized that discipline and accountability remain core principles of the organization’s reform agenda, ensuring that all personnel are held to the highest standards of conduct regardless of rank or position.

“Sa PNP, malinaw ang direksyon natin—lahat ay pananagutin sa kanilang mga paglabag sa tamang proseso. We enforce discipline firmly, fairly, and consistently across all ranks,” the Chief PNP said.

He added that these measures reflect the organization’s commitment to uphold institutional integrity while ensuring strict observance of due process in all administrative proceedings.

Based on official records covering August 26, 2025 to April 15, 2026, a total of 908 PNP personnel were involved in resolved administrative cases with corresponding penalties imposed across various categories of offenses.

The breakdown of resolved cases shows that 326 personnel were dismissed from the service, composed of 32 Police Commissioned Officers, 289 Police Non-Commissioned Officers, and 5 Non-Uniformed Personnel. A total of 53 personnel were demoted, while 199 were suspended. Meanwhile, 26 personnel received reprimand, and 304 cases resulted in dismissal or exoneration following due process.

These dismissal cases, covering the period August 26, 2025 to April 11, 2026, were directly acted upon and ordered by the Chief, PNP, PGen Nartatez reflecting cases elevated to the national level for final disposition.

Data from these PGen Nartatez–approved dismissals show that the leading cause is absence without official leave (AWOL) with 118 cases, followed by other grave offenses with 44 cases, and robbery or extortion with 33 cases. Violations involving arbitrary detention, unlawful arrest, violation of domicile, and maltreatment of prisoners accounted for 24 cases, while violations of Republic Act 9262 reached 23 cases.

Drug-related offenses recorded 24 cases, consisting of 13 personnel who tested positive for illegal drugs and 11 involved in illegal drug activities. Other violations include violations of Republic Act 11053 (Anti-Hazing Act of 2018) with 12 cases, violations of Republic Act 10591 Section 38 (planting of evidence) with 8 cases, and violations of Republic Act 9745 (Anti-Torture Act of 2009) with 2 cases.

Additional offenses include murder with 4 cases, illegal discharge of fi****ms with 4 cases, immorality including concubinage with 4 cases, r**e with 3 cases, immorality including adultery with 3 cases, immorality including sexual harassment with 3 cases, malversation and graft-related offenses with 5 cases combined, carnapping with 3 cases, kidnapping with 2 cases, estafa or swindling with 5 cases, homicide with 1 case, and parricide with 1 case. All cases underwent appropriate administrative and legal processes prior to the imposition of dismissal.

These cases account for only a small portion of the PNP’s total personnel, the majority of whom continue to serve with professionalism and integrity.

“Ang mga kasong ito ay kumakatawan lamang sa napakaliit na bahagi ng ating hanay. Ang nakararami sa ating mga pulis ay patuloy na naglilingkod nang may propesyonalismo, katapatan, at dedikasyon sa tungkulin,” PGen Nartatez stressed.

From a broader organizational perspective, and including decisions made at all levels of command, PNP records show that a total of 1,010 personnel were dismissed from the service during the period, covering decisions issued at various levels of command, including those acted upon by respective Regional Directors of Police Regional Offices in accordance with their administrative jurisdiction.

PGen Nartatez said these figures highlight the PNP’s sustained internal cleansing and accountability efforts under its Focused Agenda, particularly the Enhanced Managing Police Operations, which ensures swift, fair, and rule-based resolution of administrative cases.

“Patuloy ang ating pagsusumikap na palakasin ang ating hanay. Ang layunin natin ay isang PNP na disiplinado, may integridad, at tunay na maaasahan ng mamamayan,” PGen Nartatez said.

The PNP assured the public that it will continue to strengthen internal disciplinary mechanisms while sustaining reforms that reinforce institutional integrity and public trust, in line with its commitment under Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

PNP SEIZES ₱50M SMUGGLED CI******ES, 16 ARRESTED IN NEGROS, MAGUINDANAO OPS

The Philippine National Police (PNP), under the leadership of PNP Chief Police General (PGEN) Jose Melencio C. Nartatez Jr., intensified its anti-smuggling campaign with two successful operations in Negros Oriental and Maguindanao del Norte, resulting in the arrest of 16 individuals and the seizure of nearly ₱50 million worth of suspected smuggled ci******es, fi****ms, and transport vehicles on April 19 to 20, 2026.

In Barangay Binalbagan, Canlaon City, Negros Oriental at about 8:27 AM on April 19, joint operatives from the Regional Intelligence Division – Negros Island Region (RID NIR) and the Criminal Investigation and Detection Group Regional Field Unit – Negros Island Region (CIDG RFU NIR) conducted an anti-smuggling operation that led to the arrest of four male suspects and the confiscation of 450 master cases of branded ci******es believed to be illegally imported, with a total estimated market value of ₱45,000,000.00. Also recovered were a 10-wheeler wing van and an Elf 6-wheeler panel van used to transport the contraband. The suspects were taken into custody for booking and detention, while the seized items are set for turnover to the Bureau of Internal Revenue (BIR) for proper disposition in connection with violations of Republic Act Nos. 10643 and 10963.

Hours later, at around 1:20 AM on April 20, a checkpoint operation in Barangay Duran, Parang, Maguindanao del Norte, conducted by personnel of the Parang Municipal Police Station (MPS), Maguindanao del Norte Police Provincial Office (PPO), the 1401st Maneuver Company (MC) and the Tactical Support Company (TSC) of the Regional Mobile Force Battalion 14-A (RMFB 14-A), and the Philippine National Police Maritime Group (PNP MG), in coordination with the Regional Intelligence Division – Bangsamoro Autonomous Region (RID BAR) and the Bureau of Customs (BOC), resulted in the arrest of 12 individuals. Authorities confiscated 6,500 reams of suspected smuggled ci******es with an estimated value of ₱5,431,725.00, along with a caliber .45 pistol and three vehicles, including a minivan, an elf truck, and a fortuner. The suspects and evidence were brought to the Parang Municipal Police Station (MPS) for documentation and proper disposition pending turnover to the Bureau of Customs (BOC) Sub-Port in Parang, in line with violations of Republic Act No. 10591 and applicable customs laws.

“These operations reflect our firm stance against economic sabotage and the unlawful trade that deprives the government of rightful revenues,” said PNP Chief PGEN Nartatez. “Hindi tayo titigil sa pagpapatupad ng batas laban sa mga gumagawa ng ilegal na kalakalan na nakaaapekto sa kabuhayan ng mamamayan.”

The PNP continues to pursue its Focused Agenda—its guiding framework for transformation designed to make police service more responsive and accountable. At the heart of this agenda are key priorities that define the course of the PNP, including Enhanced Managing Police Operations, which remains crucial in sustaining intelligence-driven and enforcement actions against smuggling and other organized illegal activities.

“We will sustain intelligence-driven operations and strengthen our presence in critical areas to stop these activities at their source,” PGEN Nartatez emphasized. “Ang malinaw na mensahe namin: walang puwang ang smuggling at ilegal na armas sa ating mga komunidad.”

The Philippine National Police (PNP) confirms that Elizaldy “Zaldy” Co has been arrested in Prague, Czech Republic, based on information received through official channels.

The PNP is closely coordinating with concerned government agencies, particularly the Department of Foreign Affairs, to facilitate the necessary legal and diplomatic processes for his return to the Philippines.

We assure the public that the PNP is prepared to assume custody of the subject upon his arrival and will ensure that all procedures are carried out in accordance with existing laws and due process.

PNP, BI NET TWO JAPANESE NATIONALS IN ANTI-FRAUD OPERATIONS

Two Japanese nationals linked to transnational criminal groups were arrested by the Philippine National Police (PNP) in separate operations on April 16, 2026 in Metro Manila.

Operatives first arrested a 34-year-old Japanese national at around 5:40 PM in Mandaluyong City. He is linked to a syndicate known as the Luffy Group, which is involved in fraud schemes targeting victims through impersonation of government officials.

Authorities said the group’s activities include deceiving victims into surrendering their ATM cards, which are then switched and used for unauthorized withdrawals.

About an hour later, a 52-year-old Japanese national was apprehended in Sta. Mesa, Manila. He is associated with the JP Dragon syndicate, a group engaged in telecom fraud operations across Asia, particularly targeting elderly individuals by posing as law enforcement officers and other authorities.

Both arrests were carried out by joint elements of the PNP, the Bureau of Immigration, and partner agencies, in coordination with Japanese law enforcement authorities. The operations were anchored on existing deportation orders and arrest warrants issued by Japanese courts.

The PNP said the operations form part of its intensified campaign against transnational crimes under its Focused Agenda, particularly through Enhanced Managing Police Operations, and align with the directive of President Ferdinand R. Marcos Jr. to strengthen international cooperation in addressing organized criminal networks.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., emphasized the country’s firm stance against foreign fugitives.

“Hindi natin hahayaang gawing kanlungan ng mga dayuhang kriminal ang ating bansa. Sa tulong ng ating international partners, malinaw ang ating mensahe—mananagot ang sinumang lalabag sa batas,” he said.

“These arrests reflect our strong coordination with global law enforcement agencies. We will continue to pursue individuals involved in organized and transnational crimes, and ensure they face the consequences of their actions,” he added.

The arrested individuals are now under the custody of the Bureau of Immigration for documentation and deportation proceedings.

PNP, AFP CONDUCT WARRANT OPERATION VS DI-MAUTE GROUP IN LANAO DEL SUR

The Philippine National Police (PNP), under the leadership of Police General Jose Melencio C. Nartatez Jr., in coordination with the Armed Forces of the Philippines (AFP), conducted a joint law enforcement operation for the service of Warrants of Arrest against members of the Dawlah Islamiyah–Maute Group (DI-MG) in Brgy. Banga-Pantar, Marantao, Lanao del Sur early Friday morning.

The coordinated operation was led by personnel of the Criminal Investigation and Detection Group Regional Field Unit – Bangsamoro Autonomous Region (CIDG RFU-BAR), with support from Philippine Army units and other security and intelligence components.

The mission was carried out in line with the PNP’s Focused Agenda, particularly Enhanced Managing Police Operations, and supports the directive of President Ferdinand R. Marcos Jr. to sustain intensified operations against wanted persons and lawless elements nationwide.

While serving the warrants, operating teams encountered armed resistance from the subjects of the operation, which resulted in an exchange of fire that lasted for approximately one (1) hour. Authorities reported that maximum tolerance was observed, while ensuring the safety of nearby communities.

Initial field information identified the fatalities only through their known aliases as “Usman,” who was identified as the leader; “Muslih,” identified as the sub-leader; “Orak,” “Pakmin,” “Nasif/Muslim,” “Turab,” “Yaqiyna,” and “Polindan,” along with two (2) unidentified female individuals. Authorities said the group was the subject of warrants for serious criminal cases, including murder, frustrated homicide, homicide, kidnapping, and serious illegal detention.

Recovered from the area were fi****ms, including M16 rifles, an M1 Garand rifle, and a caliber .38 revolver, along with magazines, live ammunition, and spent cartridge cases. Authorities also found mobile phones and electronic components, as well as improvised explosive device (IED) materials such as a detonation cord, remote device, timer, blasting caps, main charges, and both unused and improvised grenades.

Chief PNP, Police General Jose Melencio C. Nartatez Jr., recognized the professionalism and discipline of the operating units. “We remain committed to the lawful service of warrants and the protection of communities. Our personnel continue to perform their duties with restraint and respect for human rights,” he said.

“Ang PNP ay patuloy na gagampanan ang aming mandato para sa kapayapaan at kaayusan ng bansa, "he added.

Authorities said follow-up procedures are ongoing for proper documentation, verification of identities, and coordination with concerned units regarding recovered evidence and other operational matters.

This accomplishment reflects the continuing efforts of the PNP in strengthening its operational capabilities, in close partnership with the AFP, in ensuring peace and security in affected communities, aligned with a Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

TWO NABBED FOR OIL PILFERAGE AS PNP SUSTAINS FUEL MONITORING EFFORTS

The Philippine National Police (PNP) continues to closely monitor the fuel situation across the country, recording 300 temporarily closed gasoline stations out of 14,527 nationwide as of 6:00 AM today, April 17, 2026.

From March 1 to date, authorities have filed 26 cases involving fuel-related violations, including 7 cases of hoarding, 1 case of profiteering, and 18 other offenses covering illegal storage, transport, and trading of petroleum products.

In a recent operation conducted in Tubay, Agusan del Norte, police operatives apprehended two suspects for violation of Presidential Decree No. 1865 or the Oil Pilferage Law. Seized during the operation were petroleum products and equipment, including a tanker truck, with an estimated value of ₱3.12 million. The suspects are now under police custody for proper legal proceedings.

These enforcement efforts are being carried out in coordination with the Department of Energy and the respective Local Price Monitoring Council of local government units to ensure accurate monitoring, fair pricing, and sufficient supply at the community level.

The PNP’s actions form part of its Focused Agenda, particularly under Enhanced Managing Police Operations, aimed at maintaining public order and protecting consumers during supply disruptions. These efforts also support the broader direction of President Ferdinand R. Marcos Jr. in ensuring stability amid global developments affecting fuel supply.
