The Office of the Executive Judge of the RTC-Cebu City conducted a seminar/training on Disaster Risk Reduction Management and Basic Life Support at the Ground Floor, Eastland Hotel and Residences, Brgy. Kasambagan, Cebu City attended by 35 volunteers - employees from RTC and MTCC. The said seminar/training was held in coordination with the Integrated Bar of the Philippines, Cebu City, headed by its President, Atty. Bernardino Amago III, and the Office of the City Mayor through Hon. Dave Tumulak, Chairman of the Disaster Risk Reduction Management Committee at the Cebu City Council, and the Cebu City Disaster Risk Reduction Office.

Cebu City Justice Zone presents on Session 3 of Plenary 1 of Day 2 of the 2nd National Jail Decongestion Summit held at the Manila Hotel under the theme: “Hustisyang Mapagpalaya sa Sistemang Makabago”

Plenary 1 From Experience to Policy highlighted the vital role of incarcerated and formerly incarcerated persons in shaping policies on detention, rehabilitation, and reintegration. Voices of lived experience remind us that justice reform is most effective when those it affects are included. Panellists from the Philippines, South Africa, and Australia shared how inclusive policymaking leads to grounded, equitable, and sustainable reforms.

Session 3: CLEP Experience and Law Students’ Engagement in Jail Decongestion moderated by
Siavash Rahbari, EU-GOJUST showcased the impactful role of law students through Clinical Legal Education Programs (CLEP) in partnering with courts, local governments, and legal institutions to address jail overcrowding.

• J03 (Atty.) Rona A. Mestiola, Acting Chief, National Paralegal Section, BJMP
• Dean Jose Glenn C. Capanas, University of San Carlos – shared the integration of Jail Decongestion in USC’s CLEP and its measurable outputs
• Mary Angelie M. Ocon, Law Student, USC – shared her externship with IBP Cebu City Chapter and hands-on experience in Humanity Behind Bars, a multi-awarded, gold-standard jail decongestion and legal aid program.

Humanity Behind Bars, conceptualised and implemented by Atty. Mary Grace H. Casano for IBP Cebu City and CCJZ remains a sustainable, collaborative initiative supported by various stakeholders of Cebu City Justice Zone, continued under the convenorship of Executive Judges Macaundas Hadjirasul, Marlon Jay G. Moneva, and Anacleto Debalucos.

From lived experience to policy, from classrooms to correctional facilities—this plenary reminds us that true reform begins when justice listens.

2nd National Decongestion Summit
January 21 to 23, 2026

Real solutions to jail and prison congestion will take center stage as the Justice Sector Coordinating Council, composed of the , the Department of Justice, and the Department of the Interior and Local Government, convene the 2nd National Decongestion Summit happening on January 21-23, 2026.

Building on the gains of the first Summit, next week's event will chart the next phase of reforms toward a more humane, efficient, and responsive justice system.

Ang kalusugan at buhay ng mga 𝘱𝘦𝘳𝘴𝘰𝘯𝘴 𝘥𝘦𝘱𝘳𝘪𝘷𝘦𝘥 𝘰𝘧 𝘭𝘪𝘣𝘦𝘳𝘵𝘺 o PDLs ang nakataya kapag ang mga piitan at kulungan ay nananatiling siksikan. Makakatulong sa ikabubuti ng pamumuhay ng mga PDLs ang pagtugon sa mga suliranin na dulot ng pagsisiksikan nila sa mga pasilidad na ito.
