DECLINE IN CHILDHOOD IMMUNIZATION: WHILE LIFE IS STILL OURS TO PROTECT

The vaccines already exist. The greater danger now is allowing preventable diseases to return because too many children are still being missed, delayed, or left unprotected.

In her privilege speech, Congresswoman Girlie E. Veloso called attention to the decline in childhood immunization and the forces driving it: fear, misinformation, vaccine hesitancy, and gaps in the health system. She stressed that vaccination is time-dependent. Protection must reach a child before disease does.

Behind every vaccination statistic is a child, and behind every child is a family hoping to see that child grow up healthy. Preventing what we already know how to prevent is not only a public health responsibility. It is part of our duty to protect the future while it is still ours to protect.

VELOSO: PROTECT CHILDREN BEFORE PREVENTABLE DISEASES RETURN

With childhood immunization coverage falling short of the protection Filipino children need, Congresswoman Girlie E. Veloso urged government to act before preventable diseases regain ground. In a privilege speech on the decline in childhood immunization, Veloso told the House that only 62.4 percent of Filipino children aged 12 to 23 months were fully vaccinated according to the national schedule in 2025, leaving nearly four in ten without complete protection. She pointed to the return of polio in 2019 after 19 years without a recorded outbreak as a reminder that diseases do not remain defeated simply because they have disappeared from public view.

Veloso placed the problem beyond the usual debate over vaccine supply. She said government must confront the reasons children are missed: fear and misinformation, services that remain too distant or inconvenient, and a health system that too often waits for families to return on their own. Her prescription was built around three obligations: build trust, expand access, and strengthen follow-through. Parents who have questions, she stressed, should be answered rather than dismissed, while government should know when a child misses a dose and actively reach that child. “The burden should not always fall on the parent to find government,” she said.

At the heart of the speech was a simpler argument about what prevention means. “Behind every vaccination statistic is a child,” Veloso said, noting that for many diseases humanity is still searching for vaccines, while for many of the diseases threatening Filipino children, the protection already exists and is often available free of charge. She closed by framing immunization as a basic responsibility of government: “the highest duty of the State is not merely to respond to suffering, but to prevent the preventable and preserve the human future entrusted to its care.”

On National Heroes Day, we honor the Filipino people across generations: those who fought for our freedom, those who defended our democracy, and the countless men and women whose work, sacrifice, courage, and service have carried this nation forward.

Heroism belongs not only to the names written in history. It is also found in parents raising families, workers building communities, teachers shaping minds, farmers and fisherfolk sustaining lives, health workers caring for others, public servants doing their duty, and ordinary Filipinos who choose, every day, to help, endure, stand for what is right, and give something of themselves for others selflessly.

Today, we remember that the story of the Philippines has always been the story of its people. May we continue to honor that legacy by building a country worthy of every Filipino who came before us, every Filipino who serves today, and every generation still to come. 🇵🇭
