NAPOLCOM REGION 7 SUCCESSFULLY PASSES ISO 9001:2015 STAGE 2 AUDIT WITH ZERO NONCONFORMITIES

The National Police Commission Regional Office VII successfully passed the Stage 2 Audit for its ISO 9001:2015 Quality Management System, reaffirming its commitment to quality management, operational excellence, and responsive public service.

Under the leadership of Regional Director Atty. Maximo T. Lasaca I, CESO V, the regional office continues to strengthen institutional systems and operational processes to ensure efficient, reliable, and client-centered service delivery.

The Stage 2 Audit was conducted by SOCOTEC Certification Philippines Inc. Auditor Mr. Kevin Castillon, who evaluated the office’s established processes, frontline services, support operations, documented procedures, and overall compliance with international quality management standards from May 25-26, 2026.

Among the key frontline services assessed were the administration of police examinations and the processing of police benefit claims which are considered as one of the core functions of NAPOLCOM.

Following the comprehensive evaluation, NAPOLCOM Region VII successfully achieved Zero (0) Minor Nonconformities and Zero (0) Major Nonconformities, demonstrating the effective implementation and sustainability of its Quality Management System.

Mr. Kevin Castillon likewise commended NAPOLCOM Region VII for its well-established processes, organized systems, strong documentation practices, and evident commitment toward continuous improvement and quality service delivery, emphasizing the office’s readiness and capability in maintaining internationally recognized standards.

This significant milestone of NAPOLCOM Region VII is the result of the Regional Office’s dedication, teamwork, and unwavering commitment and reflects the office’s collective pursuit of excellence, professionalism, and public service.

READ | NAPOLCOM Supports the Quest for Truth

The National Police Commission (NAPOLCOM) expressed its support for the newly launched Truth Commission, an independent church and civilian-led body tasked to document and examine extrajudicial killings in the Philippines as part of broader efforts to promote accountability, institutional reform, and national healing.

NAPOLCOM Commissioner Ralph Calinisan said truth-seeking initiatives are essential to strengthening democratic institutions and restoring public trust, particularly for families who continue to seek answers and justice.

“The Commission supports the quest for truth. We owe it to the victims, their families, and future generations to confront difficult realities with honesty, fairness, and respect for due process. Uncovering the truth is not a threat to our institutions, it is what makes them stronger,” he said.

Commissioner Calinisan emphasized that acknowledging past failures and learning from them are necessary steps toward meaningful reform. He stressed that accountability and respect for human rights help preserve the integrity of law enforcement institutions and reinforce public confidence in the justice system.

He likewise underscored that the overwhelming majority of police officers serve honorably and faithfully, adding that efforts to investigate wrongdoing and address institutional shortcomings ultimately protect the reputation of those who wear the uniform with professionalism and integrity.

NAPOLCOM expressed its readiness to carefully study and act on recommendations that may be submitted by the Truth Commission within the bounds of its mandate. In doing so, the Commission reaffirms its commitment to accountability, institutional reform, and the continuing pursuit of justice, public trust, and respect for human dignity.

NAPOLCOM Region VII Holds Lecture on Importance of Social Media in NAPOLCOM Strategic Communications

On June 2, 2026, NAPOLCOM Region VII conducted a lecture on the Importance of Social Media in NAPOLCOM Strategic Communication with former ABS-CBN anchor and NAPOLCOM Senior Media Specialist, Mr. David Oro as the resource speaker.

The lecture emphasized the growing importance of social media as an essential governance and oversight instrument in strengthening transparency, accountability, and public engagement. Mr. Oro highlighted the significance of proactive communication, emphasizing that if NAPOLCOM does not communicate early and clearly, misinformation may fill the gap.

“If NAPOLCOM does not speak early and clearly others will speak loudly and inaccurately because Social media is not publicity it is governance and an oversight instrument” said Mr. Oro in his lecture.

Discussions focused on utilizing social media strategically to effectively communicate organizational programs, oversight functions, and case-related information while maintaining professionalism, ethical standards, and institutional credibility.

The second part of the lecture centered on creating effective content for NAPOLCOM cases, providing participants with practical insights on crafting clear, responsible, and informative content that enhances public understanding while balancing transparency and confidentiality.

The lecture concluded with an interactive discussion where participants actively engaged with the speaker by raising questions and sharing perspectives on the evolving role of social media in public sector communication and oversight functions.

The activity reinforced the importance of strategic communication in supporting effective police oversight and reflects NAPOLCOM continuing commitment to strengthening digital communication practices in the delivery of public service.

(RPMD).

NAPOLCOM R7 OBSERVES THE CONDUCT OF THE PSYCHIATRIC AND PSYCHOLOGICAL EXAMINATION OF PRO7 APPLICANTS FOR THE CY 2026 PATROLMAN/PATROLWOMAN REGULAR AND ATTRITION RECRUITMENT PROGRAM

Under the leadership and supervision of NAPOLCOM Region VII Regional Director Atty. Maximo T. Lasaca I, CESO V, together with Atty. Lecel R. Llamedo, Assistant Regional Director and Chairperson of the Recruitment Board, representatives from NAPOLCOM Region VII monitored and observed the conduct of the Written and Oral Phases of the Psychiatric and Psychological Examination (PPE), a crucial component of the screening and selection process for aspiring police officers under the CY 2026 Patrolman/Patrolwoman Regular and Attrition Recruitment Program of Police Regional Office 7 (PRO7) from May 26-29, 2026.

The activity was facilitated through the Regional Recruitment and Selection Unit 7 (RRSU7), with the Psychiatric and Psychological Examination administered by the Regional Medical and Dental Unit 7 (RMDU7) through its Neuro-Psychiatric (NP) Section. The examination was conducted at the Cebu Police Provincial Office, where applicants underwent a series of standardized psychological assessment procedures designed to determine their suitability for police service.

A total of 603 applicants participated in the examination, comprising 182 Regular applicants, 410 Attrition applicants, and 11 National Support Unit (NSU) applicants. These applicants were subjected to comprehensive psychological evaluation as part of the continuing commitment to uphold merit-based recruitment and ensure the selection of competent, qualified, and service-oriented individuals for entry into the police organization.

The presence and active participation of NAPOLCOM Region VII representatives throughout the activity underscores the Commission’s commitment to promoting transparency, accountability, and strict adherence to established recruitment policies, standards, and procedures.
