The Civil Service Commission Regional Office II has officially announced the Regional Qualifiers for the prestigious 2026 Honor Awards Program, inviting the public to participate in the validation process through feedback and submissions.
Among the distinguished nominees is Caesar Santos Dy Jr., City Mayor of the Cauayan City, who has been recognized under the Gawad Pagasa (Individual Category)—an award conferred upon public officials whose innovations and initiatives significantly contribute to improved public service delivery and institutional transformation.
Mayor Dy’s inclusion as a Regional Qualifier reflects not only exemplary leadership but also a sustained commitment to innovative, inclusive, and systems-driven governance. Under his administration, Cauayan City has emerged as a model of data-driven public service, leveraging digital platforms such as the JCD GAD Connect Knowledge Management System to ensure real-time monitoring, transparency, and responsiveness across government services.
His leadership has been instrumental in advancing gender-responsive governance, strengthening the Gender and Development (GAD) framework, and institutionalizing mechanisms that integrate Women, Peace and Security (WPS) principles into local governance.
