𝗗𝗜𝗟𝗚 𝗦𝗔𝗠𝗔𝗥 𝗦𝗨𝗣𝗣𝗢𝗥𝗧𝗦 𝗕𝗔𝗦𝗘𝗬’𝗦 𝗣𝗥𝗘𝗣𝗔𝗥𝗔𝗧𝗜𝗢𝗡 𝗙𝗢𝗥 𝗡𝗔𝗧𝗜𝗢𝗡𝗔𝗟 𝗦𝗨𝗕𝗔𝗬𝗕𝗔𝗬𝗔𝗡𝗜 𝟮𝟬𝟮𝟲 𝗩𝗔𝗟𝗜𝗗𝗔𝗧𝗜𝗢𝗡

The Department of the Interior and Local Government (DILG) Samar, led by Provincial Director Judy L. Batulan, through its Project Development and Management Unit (PDMU), participated in the SubayBAYANI 2026 Orientation held on September 4, 2026, at the Municipal Hall of Basey, Samar, to assist the municipality in the preparation for the forthcoming national validation as a nominee for the 2026 SubayBAYANI Awards.

One of the main areas discussed during the meeting was the Most Significant Change (MSC) narrative prepared by the municipality. Particular attention was given to ensuring that the accomplishments, results, and claims presented in the narrative are supported by appropriate and verifiable proof or evidence. The participants reviewed the available means of verification (MOVs) and identified additional documents, records, photographs, reports, and other evidence that could substantiate the statements contained in the narrative.

The discussion also covered ways to improve and organize the existing MOVs to establish a clear connection between the MSC narrative and the actual accomplishments of the municipality. Documentary gaps were identified, with the participants considering additional evidence that could provide stronger support for the claims to be presented to the national validation team.

The activity brought together Hon. Luz Chu-Ponferrada, Municipal Mayor of Basey, Local Government Unit (LGU) functionaries, and DILG Samar personnel, including Municipal Local Government Operations Officer (MLGOO) Zino V. Llarinas and the PDMU Engineers.

DILG Samar’s participation provided technical guidance to the municipality in refining its documentary preparations and ensuring that the narrative is supported by sufficient evidence. The orientation thus contributed to Basey’s readiness to present a credible, organized, and evidence-based account of its accomplishments before the national SubayBAYANI 2026 validation team.

The Department of the Interior and Local Government (DILG) Samar, led by Provincial Director Judy L. Batulan, through its Project Development and Management Unit (PDMU), conducted a site inspection of the Funding Year (FY) 2025 Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FALGU) projects in Motiong, Samar on September 4, 2026, to assess project status, physical condition, and compliance with approved plans and specifications.

The inspection involved an on-site assessment of the funded infrastructure projects to determine their actual implementation status and physical condition. The PDMU Engineers, together with the Municipal Engineering Office (MEO), examined the completed and ongoing project components and verified whether the works conform to the approved plans, specifications, and intended outputs.

The activity also provided an opportunity to identify implementation issues, site concerns, and other conditions that may affect the timely and proper completion of the projects. Observations gathered during the inspection will serve as a basis for appropriate technical recommendations and necessary corrective actions.

Through the site inspection, project implementation was subjected to direct field verification, allowing DILG Samar and the MEO to establish a clearer assessment of actual project conditions and address concerns based on observed site circumstances rather than relying solely on submitted reports.

𝗦𝗜𝗧𝗘 𝗩𝗔𝗟𝗜𝗗𝗔𝗧𝗜𝗢𝗡 𝗢𝗙 𝗙𝗬 𝟮𝟬𝟮𝟲 𝗚𝗘𝗙 𝗣𝗥𝗢𝗝𝗘𝗖𝗧𝗦 𝗜𝗡 𝗦𝗔𝗡 𝗦𝗘𝗕𝗔𝗦𝗧𝗜𝗔𝗡, 𝗦𝗔𝗠𝗔𝗥

The Department of the Interior and Local Government (DILG) Samar, headed by Provincial Director Judy L. Batulan, through its Project Development and Management Unit (PDMU), together with Mayor Ferdinand T. Gaviola and the Municipal Engineering Office (MEO) of the Local Government Unit (LGU) of San Sebastian, conducted the site validation of the Funding Year (FY) 2026 Growth Equity Fund (GEF) projects in San Sebastian, Samar on September 3, 2026, to verify the proposed project sites and assess their feasibility prior to implementation.

The validation, carried out by PDMU Engineers Engr. Jefrey Tawatao and Engr. Jericho Almeria, along with Mayor Gaviola, and Engineers from San Sebastian MEO, focused on examining the actual conditions of the proposed project sites and determining their suitability for the planned interventions. The engineers assessed the site conditions and considered relevant technical requirements to determine whether the proposed projects could be implemented based on actual field conditions.

Through the on-site assessment, the PDMU, Mayor Gaviola and MEO gained a clearer understanding of the proposed project locations and the conditions that may affect their implementation. The activity provided field-based inputs that will guide the succeeding evaluation and implementation of the FY 2026 GEF projects.

As part of the preparatory process, the site validation supports proper project planning and helps ensure that proposed infrastructure interventions conform to program requirements while addressing the identified needs of beneficiary communities.

Through continued technical assessment and coordination with concerned local government offices, DILG Samar supports the appropriate validation of proposed projects before implementation, contributing to sound project planning, efficient use of resources, and the delivery of infrastructure interventions responsive to local development needs.

The Department of Interior and Local Government (DILG) Samar, headed by Provincial Director Judy L. Batulan, through its Project Development and Management Unit (PDMU), conducted site inspections in coordination with the Samar Provincial Engineering Office (PEO) on September 3, 2026, to validate the physical accomplishments and assess compliance with approved project requirements of the Funding Year (FY) 2025 Local Government Support Fund–Financial Assistance to Local Government Units (LGSF-FALGU) projects in Calbayog City, Matuguinao, and Pagsanghan, Samar.

PDMU Engineers Engr. Joanne Velarde and Engr. Jeremae Aying, together with Samar PEO Engineers, conducted on-site visits and inspections across the three project locations. The inspection focused on verifying the actual project status and physical accomplishments through on-site construction assessment, validation, and documentation. The engineering teams examined the progress of construction activities and assessed their conformity with the approved plans, programs of work, technical specifications, and other applicable project requirements.

The inspection also covered the assessment of construction quality and processes, including the utilization and appropriateness of project components and construction materials. The engineering teams likewise checked for possible issues, delays, deficiencies, or deviations that may affect project implementation and completion.

Findings gathered during the site visits will serve as a basis for providing appropriate technical guidance and recommendations to the concerned parties. These will help address implementation concerns, improve compliance with prescribed standards, and support the timely completion of the projects.

The activity is part of DILG Samar’s continuing monitoring of LGSF-FALGU projects to check their progress, identify implementation concerns, and help ensure their timely completion for the intended beneficiaries.
