HAPPENING NOW | Growing Skills, Strengthening Communities Through Bamboo and Food Safety

The journey toward sustainable bamboo farming and safer food practices is underway in Basey, Samar!

Members of the Dolongan Bamboo Growers Association, Balante Women's Association, and Sohoton Services Cooperative are actively participating in the first day of the Bamboo Propagation: Skills Development in Bamboo Farming and Capacity Training at Samar State University–Basey Campus.

This morning’s session focuses on essential bamboo farming practices, including species identification and selection, planting and farm maintenance, sustainable harvesting, handling and treatment, farm assessment, and bamboo farm management planning. The session is facilitated by Prof. Brigitte Moral of Samar State University as resource speaker.

This afternoon, Ms. Sheila Mae C. Pica of the DOST Samar Provincial Science and Technology Office (PSTO) will lead the discussion on Basic Food Hygiene, equipping participants with practical knowledge on proper food handling and hygiene practices to help ensure safer food for their families, communities, and potential enterprises.

More than learning techniques, the two-day activity aims to build practical skills, promote sustainable livelihoods, and empower community members to turn knowledge into meaningful action.

S&T Solutions Take Center Stage at Samar Provincial Coconut Summit

The Department of Science and Technology (DOST), through the Samar Provincial Science and Technology Office (PSTO), led by Provincial S&T Director Dr. Evelyn B. Tablante, participated in the Samar Provincial Coconut Summit on August 27, 2026, at the Baypark Pavilion, Calbayog City, Samar. The summit was hosted by the Department of Trade and Industry (DTI) under the Coconut Farmers and Industry Development Plan (CFIDP).

With the theme “Building a Stronger Coconut Industry, Empowering Communities, Sustaining Futures,” the summit brought together coconut farmers and partner agencies to explore programs, technologies, and market opportunities that can strengthen Samar’s coconut industry.

During the session on “Processing Technologies for Coconut By-Products,” Ms. Ronalyn B. Pabello of DOST Samar PSTO served as resource person, highlighting DOST programs, services, and technologies that support coconut processing, value addition, product development, and enterprise upgrading.

The presentation featured innovations on coconut food processing, coco coir, coconut shell utilization, and laboratory testing, as well as Project SARAI for science-based and climate-smart agriculture. It also introduced DOST Innovation Hubs (iHUBs) and Technology Business Incubators (TBIs) as platforms that foster innovation, support technology-based startups, and connect industry needs with potential STI solutions.

Through its participation, DOST Samar continues to bring science, technology, and innovation closer to coconut farmers and industry stakeholders—helping unlock greater value from Samar’s coconut resources and creating opportunities for more productive and sustainable livelihoods.

From Collaboration to Action: Strengthening the Protection of Samar Island Natural Park

Protecting Samar’s natural treasures takes more than conservation—it takes collaboration, commitment, and collective action.

On August 27, 2026, the Department of Science and Technology – Samar Provincial Science and Technology Office (DOST Samar PSTO), led by Provincial Director Dr. Evelyn Bacarra-Tablante, actively participated in the Third Quarter Meeting of the Samar Island Natural Park (SINP) Protected Area Management Board (PAMB) held in the Municipality of Matuguinao, Samar.

Hosted by Hon. Aran D. Boller, Municipal Mayor of Matuguinao, the meeting brought together representatives from national government agencies, local government units, partner organizations, and other stakeholders committed to the protection, effective management, and sustainable development of the Samar Island Natural Park.

The meeting provided an important platform for stakeholders to discuss conservation and protected-area management concerns, as well as initiatives that support communities within and surrounding the park. The active participation of various sectors highlighted the importance of working together, sharing expertise, and pursuing solutions that balance environmental protection with community needs.

A total of twelve (12) proposals were deliberated and successfully passed, reflecting the Board’s continuing commitment to strengthening the governance and sustainable management of the protected area.

DOST Samar’s participation underscores the Department’s commitment to harnessing science, technology, and innovation (STI) in support of environmental stewardship and sustainable development. Through collaboration with partner agencies, LGUs, and communities, STI can contribute to informed decision-making and practical solutions for addressing challenges in the protection and sustainable use of Samar’s natural resources.

The successful conduct of the meeting and the passage of the 12 proposals demonstrate that when stakeholders come together with a shared purpose, collaboration can translate into meaningful action for conservation.

Together, government agencies, local communities, and partners continue to work toward safeguarding the ecological richness of the Samar Island Natural Park, protecting its natural heritage today while helping secure a sustainable future for generations of Samarnons to come.

DOST PSTO Samar Holds CY 2026 Team Building and Action Planning Activity

DOST Provincial Science and Technology Office of Samar is currently conducting its CY 2026 Team Building and Action Planning activity from August 25–26, 2026, at Spiaggia di Santas Recreational Park and Resort in Marabut, Samar. The activity aimed to strengthen organizational alignment, onboard new staff, and reinforce team cohesion and continuous improvement.

Provincial Director Dr. Evelyn Bacarra-Tablante opened the session with key updates on operational and organizational matters, including human resources and financial management, ensuring that ongoing initiatives remain aligned with regional priorities and institutional goals.

Ms. Emelyn A. Maglahus, Head of Technical Operations, presented a review of DOST Region VIII programs and projects alongside updates on the ISO 9001:2015 Quality Management System, both aimed at enhancing service delivery.

Beyond the planning sessions, staff and personnel took part in team-building games and activities designed to build trust, camaraderie, and a shared sense of purpose in advancing S&T operations.

The event featured sessions and fellowship activities that reinforced unity and team spirit — reflecting PSTO Samar's continued commitment to delivering effective solutions and opportunities for its stakeholders.

Harvesting New Opportunities: Samar PSTO Explores Jiabong Tahong’s Glycogen Potential

For many families in Jiabong, Samar, tahong (green mussels) are more than a local seafood delicacy, they are a source of livelihood for growers, vendors, and processors. Now, this abundant coastal resource is being explored for a new purpose: creating greater value and new opportunities for the local tahong industry.

The Samar Provincial Science and Technology Office (Samar PSTO) recently conducted a Technology Needs Assessment (TNA) among tahong producers and vendors in Jiabong to better understand the municipality’s production capacity, daily harvest, and existing market flow.

Led by Dr. Evelyn Bacarra-Tablante, Provincial Director of Samar PSTO, together with Engr. Allaine Pulma, Ms. Ian Garcia, and Mr. Carlo Gerardo S. Cabangunay, the team engaged local producers and vendors and assessed the availability of tahong as a potential raw material for the Tahong Glycogen Project.

Much of Jiabong’s daily harvest is transported to Mindanao, while the remaining mussels are processed locally, steamed and deshelled for sale or prepared as adobong tahong, a familiar local product sold to residents and travelers along the national highway.
While these traditional products continue to support local livelihoods, science and technology may open new pathways for turning tahong into higher-value products.

The information gathered through the TNA will support the raw material requirements of the Tahong Glycogen Project, funded by DOST Eastern Visayas and DOST-PCAARRD in partnership with the University of the Philippines Tacloban College (UPTC). The project explores the potential of locally sourced tahong as a source of glycogen for developing higher-value products.

By linking local resources, research, and technology, the initiative could create opportunities for new products, businesses, investments, and additional income for coastal communities.
Through science, technology, and innovation, Samar PSTO and its partners are exploring how Jiabong’s humble tahong can become a higher-value resource—strengthening the local industry and creating new opportunities for the communities that depend on it.

DOST-Samar Turns Enterprise Needs into Opportunities for Innovation

Turning business challenges into opportunities for innovation, the Department of Science and Technology – Samar Provincial Science and Technology Office (DOST-Samar PSTO) conducted Technology Needs Assessments (TNA) for two potential adopters of the Small Enterprise Technology Upgrading Program (SETUP) on August 19, 2026.

The DOST-Samar team first visited R&L Housemade Food Product in Purok 2, Barangay Cantongtong, Jiabong, Samar, to assess its current production practices and identify opportunities to improve productivity, efficiency, and the quality and consistency of its food products through appropriate science, technology, and innovation (STI) interventions.

During the assessment, the team reviewed the enterprise’s existing production processes, equipment, and operational practices, while also discussing its production challenges and exploring potential technological interventions and technical assistance. These interventions may help the enterprise standardize its processes, improve product quality, and strengthen its overall production capabilities.

The team then proceeded to Amiel T-Shirt Printing Services in Purok 1, Barangay Canlapwas, Catbalogan City, Samar. Operating since 2023, the enterprise sought DOST-Samar’s assistance in diversifying its product offerings and enhancing its production capabilities through the adoption of newer technologies.

Through the TNA, the team gained a better understanding of the printing business’s current operations and identified potential S&T interventions that could support product diversification, improve production processes, and help the enterprise respond to emerging market opportunities.

Leading the assessments was Dr. Evelyn Bacarra-Tablante, Provincial S&T Director of DOST-Samar PSTO, together with Engr. Allaine A. Pulma, Samar SETUP Project Focal Person, and SETUP Project Staff Ms. Ian M. Garcia and Mr. Carlo Gerardo S. Cabangunay.

More than an assessment, the TNA serves as a bridge between the actual needs of local enterprises and the appropriate DOST programs, technologies, and technical services that can help address them. Through SETUP and other STI interventions, DOST-Samar continues to support local enterprises in transforming production challenges into opportunities for innovation, improved productivity, product diversification, and sustainable growth.

Dhel Auto Parts Trading Expands in Catbalogan City, Credits to DOST SETUP for Business Growth

Congratulations to Dhel Auto Parts Trading on the opening of its newest branch in Catbalogan City today, marking another milestone in the business’s continued growth and expansion!

Dhel Auto Parts Trading is an automotive servicing, repair, and auto parts retail business established in Calbayog City in 2022. Owned by Ms. Delia O. Ampoan and managed by her husband, Mr. Raul Ampoan, the firm became a beneficiary of the DOST Small Enterprise and Technology Upgrading Program (SETUP) in 2024.

With branches in Calbayog City, Samar and Catarman, Northern Samar, the opening of its Catbalogan City branch strengthens Dhel Auto Parts Trading's presence in Eastern Visayas and brings its products and services closer to more customers in the province.

The owner expressed heartfelt gratitude to the DOST Samar for the technical assistance in the provision of ICT based machines such as Launch Scanner X431V, Blue Point Four Post Lifter, and Blue Point Wheel Alignment through the Small Enterprise Technology Upgrading Program (SETUP), which helped support the business in upgrading it's operations, increasing it's productivity and strengthening its capacity for growth.

DOST iFWD PH Empowers an OFW-Turned-Foodpreneur to Grow

What began as homemade Filipino favorites for her family in Malaysia became the start of an entrepreneurial journey for former Overseas Filipino Worker (OFW) Ms. Elesea T. Aquiatan, now supported through the Department of Science and Technology’s Innovations for Filipinos Working Distantly from the Philippines (iFWD PH) Program.

While working abroad, Ms. Aquiatan prepared longganisa, marinated boneless bangus, and tocino for her family. She later introduced and sold these products to friends in Malaysia, which eventually paved the way for her food business.

As a testament of DOST’s support, the DOST Samar Provincial Science and Technology Office (PSTO Samar) and Lisa Variety Store signed a Memorandum of Agreement (MOA) for the implementation of the firm’s iFWD PH project. The agreement was signed by DOST Samar Provincial Director Dr. Evelyn Bacarra-Tablante and Ms. Elesea T. Aquiatan, Ms. Emelyn A. Maglahus, Supervising Science Research Specialist as witness to the signing.

Engr. Allaine A. Pulma, SETUP Focal Person of PSTO Samar, discussed the provisions of the MOA and the responsibilities of both parties.

Through iFWD PH, Lisa Variety Store will receive science, technology, and innovation interventions to support the further development of its processed food business, helping Ms. Aquiatan continue her journey from OFW to food entrepreneur.
