On May 29, 2026, the City Drug Rehabilitation and Reformation Center successfully conducted the BDCP Orientation on Retention of Drug-Cleared Status for Barangay Captains and Barangay Secretaries of Catbalogan City.

Facilitated by the PDEA and PNP, the orientation aimed to strengthen the capacity of barangay officials in sustaining compliance with the requirements for retaining drug-cleared status and promoting safer, drug-free communities.

Together, we continue to uphold our commitment to a healthier and more resilient Catbalogan City.

The activity supports Catbalogan Kontra Illegal na Droga and aligns with the development agenda of Dexter M. Uyโ€”Derchu Uswag Kamurayaw Katbaluganโ€”promoting peace, order, and community safety.

In support of the reintegration and recovery journey of Persons Who Used Drugs (PWUDs), the Local Government Unit of Catbalogan extended โ‚ฑ10,000 financial assistance for their livelihood program โ€” empowering them to rebuild their lives with dignity, purpose, and renewed hope.

The beneficiaries of the assistance are former Persons Deprived of Liberty (PDLs) with cases related to Republic Act No. 9165, who are now taking meaningful steps toward recovery and productive reintegration into society.

The distribution of the cheque was led by City Mayor Dexter M. Uy, whose continued support reflects the cityโ€™s commitment to recovery, reintegration, and giving individuals the opportunity to start anew.

The LGU of Catbalogan believes that second chances can create brighter futures. Recovery is not the end of a personโ€™s story; it is the beginning of transformation, healing, and becoming productive members of the community once again.

Committed to protecting communities and strengthening the fight against illegal drugs, the Philippine National Police Drug Enforcement Group continues to support the enforcement of Republic Act No. 9165 in partnership with the Philippine Drug Enforcement Agency through PLTCOL Florentino R. Almayda.

As Acting Commander of the PNP Drug Enforcement Group SOU-8, PLTCOL Almayda reaffirmed the unitโ€™s commitment to coordinate and support the city governmentโ€™s campaign against illegal drugs, as well as the various programs and services being implemented in the city, aligned with the Kamurayaw Katbalogan Development Agenda of Dexter M. Uy and national mandates.

The coordination meeting was successfully conducted last May 5, 2026, with the City ADAC Focal Person, Severino M. Renomeron, together with PLTCOL Edwin Barbosa, a member of the CPOC Council.

At the same time, the Catbalogan City Drug Rehabilitation and Reformation Center remains committed to guiding clients toward healing, recovery, and positive transformation. Through counseling, intervention programs, family support, and continuous care, the center aims to help individuals overcome substance dependency, rebuild their confidence, and rediscover hope for a better future.

Because recovery is not only about leaving drugs behind โ€” it is about helping every client regain purpose, restore relationships, and successfully return to the community as empowered and productive individuals.

In Filipino, โ€œSagubayโ€ means guidance or accompaniment, symbolizing the continuous support provided to persons recovering from substance use toward healing, recovery, and productive reintegration into society.

The Objective of this project is To provide a holistic, sustainable, and community-based rehabilitation and aftercare program that promotes recovery, behavioral transformation, reintegration, and empowerment of Recovering Persons Who Used Drugs (PWUDs).

Project SAGUBAY embodies compassion, guidance, healing, and hope. Through a collaborative and community-driven approach, the program recognizes that recovery is possible when individuals are supported by family, government, faith, and community.

By guiding recovering RPWUDs toward transformation and reintegration, Project SAGUBAY becomes not only a rehabilitation initiative but also a pathway toward restored dignity, strengthened families, and resilient communities.

Together, we sustain a Drug-Free Barangay. Together, we build a safer Catbalogan.
