PUBLIC CLARIFICATION STATEMENT

The City Government of Catbalogan issues this clarification in view of recent posts circulating online regarding the damaged portion of the Catbalogan City Wharf.
We categorically clarify that the damaged section is not part of the โฑ57.95 million project funded by the Department of Transportation (DOTr) and downloaded to the City Government of Catbalogan. Based on official records, the damaged portion corresponds to a โฑ9.9 million project implemented solely by the Philippine Ports Authority (PPA).
The City Government had no involvement in its procurement, implementation, supervision, inspection, or payment. Accordingly, the City is not in a position to assess the projectโs compliance with design standards, engineering specifications, or construction practices, as well as the enforcement of its warranty obligations. Nevertheless, this Office has directed the City Engineering Office to conduct a preliminary structural and technical evaluation of the damaged portion to facilitate and support any subsequent review or investigation by the appropriate agencies.
In the interest of transparency and accountability, the City Government welcomes any impartial investigation by authorized agencies or independent experts and will fully cooperate to ensure a fair and factual determination of responsibility. It is also actively coordinating with the Philippine Ports Authority (PPA), Department of Public Works and Highways (DPWH), and Department of Transportation (DOTr) for the immediate repair and restoration of the affected portion of the wharf, to ensure public safety and the continuity of port operations.
The public is reminded to verify information before sharing on social media to avoid spreading false or misleading claims.
Finally, the City Government appreciates the publicโs vigilance and encourages continued civic participation in promoting transparency and good governance.
