PASSAGE OF THE NORTHERN SAMAR YOUTH CODE ON 3RD AND FINAL READING
During todayโs Regular Session of the Sangguniang Panlalawigan, the 3rd and Final Reading of the Comprehensive Youth Welfare and Development Code of Northern Samar was formally taken up.
Here is the full manifestation of Hon. Gerard Gerard A. Miranda, SK Provincial Federation President and Ex-Officio Board Member, before moving for its approval:
โToday, 10 December 2025, is a day that will forever be remembered in the annals of our local history, and enshrined in the archives of the Sangguniang Panlalawigan, for today, this 14-member August Body has given its unanimous imprimatur to one of the landmark legislations in the 60-year history of the Province of Northern Samar.
To our esteemed Presiding Officer, Honorable Clarence E. Dato, and to our Governor, Honorable Harris Ongchuan, thank you for your guidance and inspiration all throughout this journey; and to each and every member of this August Body, thank you for your support, love, and compassion for the Nortehanon youth. Thank you, for giving life to the immortal lines of our national hero, Dr. Jose P. Rizal, when he said that the โYouth is the hope of the motherland.โ
And so Mr. Chair, for and on behalf of the SK Municipal Federation Presidents across the 24 towns of Northern Samar; for and on behalf of the SK Chairpersons and other SK officials across the 569 barangays of Northern Samar; for and on behalf of the 14 youth-registered organizations accredited with the Provincial Youth Development Office; and finally, for and on behalf of my co-principal sponsor, Honorable Emil Nicholas B. Ongchuan II, together with our co-sponsors โ the entire Committee Members โ Honorable Majority Leader Victorio M. Singzon II, Honorable Dionisio Dexter D. Galit, and Honorable Acela Rufa Andrea G. Layug who, in one way or another, have contributed and shared their invaluable inputs to the working draft; and to Honorable Don L. Abalon, who patiently and meticulously guided us until the completion of the final version of the Codeโฆ
