HOUSE RULES AND REGULATIONS
OF CARMONA VILLAGES PHASE 2, 4, 5, and 6

SECTION I
GENERAL PROVISIONS


1.1 These House Rules and Regulation are adopted and promulgated pursuant to the Master Deed and Declaration of Restrictions of Carmona Villages Homeowners Association (CAVHOA) Phase 2, 4, 5, and 6.

1.2 These House Rules and Regulations are intended to govern and regulate the use and occupancy o

f residential units, commercial areas, and common areas of Carmona Villages Phase 2, 4, 5 and 6 Subdivision, and to ensure the efficient and orderly management and administration for the common benefit of all unit owners and/or residents and tenants.

1.3 All unit owners, residents, tenants, the developer, contractors and subcontractors are bound to comply with these House Rules and Regulations. They are also responsible for the compliance with these House Rules and Regulations by their household helpers, visitors and any other person for whom they allowed access to the subdivision.

1.4 The Board of Directors (the Board) of Carmona Villages Homeowners Association, Inc (the Association) shall have the full authority to implement these House Rules and Regulations. The Board may, however, delegate this authority to a Phase and/or Block Representatives, Subdivision Manager/Administrator, or Management Company, who shall have full powers to act for and in its behalf in the implementation of these House Rules and Regulations. SECTION II
ASSOCIATION DUES AND OTHER ASSESSMENTS

2.1 All unit owners are bound to pay promptly (regardless whether the unit is occupied or not) all assessments as may be determined by the Board of Directors of Carmona Villages Homeowners Association, Inc.

2.2 In the event of delinquency, a monthly penalty and interest will be charged and compounded until the arrears are fully paid and settled within one (1) year. If the Association is forced to file suit or avail other legal remedies for the collection of the overdue assessments, delinquent unit owners shall, in addition to the interest and penalty charges, be liable for the expenses of collection and attorney’s fees incurred by the Association.

2.3. If a unit is leased to a third party, and under the lease contract the lessee is liable for the payment of assessments, the owner shall give notice of such agreement to the Association so that collection may be made directly form the lessee unless the contract stipulates otherwise, in which case, assessment shall be made against the owner. Provided, however, that the failure of the lessee to pay the said assessments shall not relieve the unit owner to pay for such. The owner shall be jointly and severally liable if the lessee fails to pay any assessments due.




2.4 All home owners/residents and tenants, are required to maintain the aesthetic appearance of their residential property. Any homeowner/resident or tenant who fails to keep his/her grass cut, bushes and shrubs trimmed, and exterior paint maintained in a proper manner, shall be assessed an additional fee if the Subdivision Administration Office needs to complete such task in order to improve and maintain the visual aesthetic of our community. SECTION III
USE AND OCCUPANCY OF UNITS


3.1 All moving – in or moving – out of Homeowners/tenants or lessees should secure a Clearance first from the Homeowners’ Association’s Office. Leasing/selling of properties should coordinated with the Association as well.

3.2 Except for areas designed for commercial or non-residential purposes within the Subdivision, all units shall be used exclusively for residential purposes only.

3.3 Commercial use including but not limited to using the Property (house and Lot or Lot only) and Common Areas or a portion thereof as boarding house/rooms, sari-sari store, grocery store, hardware store, massage parlor, beer house, warehouse, gambling place, poultry, piggery, funeral parlor, hospital, private clinic, nursery, school, kennel, warehouse, vulcanizing/welding/repair shop/junk shop/sash or steelworks shops, computer rental, bakery and other uses that will be prohibited by the Developer and the Homeowners’ Association are strictly prohibited.

3.4 If in any means property will be use aside from residential purposes, the said homeowners’ will have to pay an additional 50% plus the standard dues that was agreed upon.

3.5 Residential units shall not be devoted to any of the following purposes: a chapel, church, or similar place of worship, political campaign headquarters, or any such activity that requires a large gathering or movement of people.

3.6 No obnoxious, immoral, hazardous, unsanitary, noisy, illegal or seriously offensive activities shall be carried out within the Subdivision, nor shall anything be done, stored or kept therein , which may be or may become a nuisance to or which may, in any way, unreasonably interfere with the quiet enjoyment, convenience and security of other unit owners, or which shall, in any way, increase the risk of loss or damage to any property in the Subdivision

3.7 All noise must be kept to a minimum level throughout the subdivision premises especially during night hours starting 10:00 pm to 7:00 am with respect to the resting/sleeping residents. Everyone is encouraged to restrain from noisy, boisterous or load act or from using noise-making tools, equipment, loud motorbikes, skateboards and a like especially during nighttime.

3.8 No residential units shall be allowed to store highly flammable and explosive material within the residential unit or subdivision. Installation of apparatus, machinery or equipment that may emit foul odor, cause tremor and create noise and disturbance is strictly not allowed.

3.9 No cattle, pigs, sheep, ducks, geese, chicken, goats and other animals shall be kept within the premises of the subdivision except those that may be allowed for domestic keeping only and not for commercial purposes, provided that these are immunized against diseases and removed or disposed of when they become sick, dangerous or undesirable, and provided also that they shall not be allowed to roam around the premises freely. He/she will be responsible for the cleanliness of the property and any damages or hazard that will arise from the said violations the Homeowner’s will be held liable.

3.10 No commercial or any form of advertising, notices and posters shall be placed in any part of the exterior side of the unit and/or common areas. Name plates and professional signs of the occupants therein are permitted as long as they do not exceed the dimension prescribed by the Association or the Subdivision Administration. SECTION IV
MAINTENANCE, REPAIR AND MODIFICATION OF UNITS

4.1 No additional structure or alteration that will affect the structural stability of the unit shall be made.

4.2 No repair and renovation work (of any kind, including perimeter fencing) shall be made on the unit without first securing the renovation permit from the Subdivision Administration Office.

4.3 All renovation and/or alteration works shall be covered by a complete set plan (architectural, Sanitary, Electrical and Structural, including specification, bill of materials and cost estimate) signed and sealed by a professional engineer.

4.4 All renovation and/or alteration works must not cause damage to and exceed the electrical capacity of the unit, and must comply with the National Building Code, the Philippine Electrical Code, and other pertinent government’s rules and regulations.

4.5 For all major and intensive renovation The Subdivision Administration may require the Unit Owner to secure a Building Permit from the Local Building Officials.

4.6 Payments of Construction/Renovation Bond is required for every approved renovation and/or alteration work. The bond will be refunded in full if no damages and violations are committed during the construction/renovation work.

4.7 Renovation working hours will be allowed from 8:00 am to 5:00 pm, Monday through Fridays, and on Saturdays 7:00 am to 12:00 pm. Work beyond 5:00 pm is strictly not allowed. Workers/contractors shall leave the subdivision after 5:00 m. Stay-in workers/contractors are prohibited unless the homeowners is also residing in the unit area where construction is being done, or when the homeowner has given consent to his workers, provided that the home owner shall be fully responsible for all of the actions and behaviors of his stay-in workers/contractors. Any violation by the workers/contractors, the homeowner concerned shall be responsible for the same.

4.8 Overtime work on Sundays and Holidays requires prior approval from the Subdivision Administration Office and the consent of adjacent property owners/neighbors.

4.9 Delivery of construction materials/supplies is only allowed between 8:00 am and 5:00 pm, Monday to Friday, and 7:00 am and 12:00 pm during Saturdays.

4.10 Streets, sidewalks, open spaces and other common areas shall not be used as storage for any construction equipment and/or materials/supplies.

4.11 Storing of combustible materials in the construction/renovation site is prohibited. For painting work, only specified quantities of paint and paint thinner sufficient for the painting job is allowed to be brought into the site. During painting, smoking within the area is prohibited.

4.12 Mixing of concrete aggregates on the street pavement is strictly prohibited.

4.13 Unit owner/resident is responsible for the proper disposal of any construction/renovation waste and garbage. Dumping of construction refuse and debris in the subdivision’s common areas or other unit properties is strictly prohibited. SECTION V
CONTROL OF MOVEMENT IN AND OUT THE SUBDIVISION

5.1 VEHICLES

5.1.1 Residents must register all their vehicles (motorized and non-motorized) with the Subdivision Administration Office for proper identification and issuance of car stickers annually. A reasonable fee will be collected to cover the cost of the car stickers’ issuance.

5.1.2 Homeowners applying for cars stickers should see to it that they have proper parking space for the said vehicle. In cases where more than one car is being owned and no parking space is allotted for the said car a charge of additional 50% (?) to the regular price of the stickers will be charge to each cares being applied.

5.1.3 For vehicles without stickers, the driver and passengers should identify themselves, their purpose and destination. If the purpose is to visit the resident, the security guard on duty must obtain clearance first from the resident to be visited before entry is allowed. The driver must deposit his/her valid driver’s license to the guard in exchange for a car pass.

5.1.4 Residents are requested to make arrangements with the Subdivision Administration Office or the main guards when expecting guests to facilitate entry.

5.1.5 Residents shall likewise notify the Subdivision Administration Office or the main entrance guards, or shall issue written authority, whenever any vehicle will be exiting with cargo, crates, etc.

5.1.6 Delivery vehicles are subject to inspection prior to entry and exit from the subdivision. A valid driver’s license must be surrendered to the guard in exchange for a car pass before entry is allowed.

5.1.7 Ten (10) wheeler truck or larger vehicles and the like shall be prohibited entry into the subdivision.

5.1.8 Push carts and any animal-drawn vehicles shall not be allowed entry into the subdivision.

5.1.9 Regular delivery vehicles such as school bus, vehicles use for delivering water and LPG should secure proper sticker to allow entry to the subdivision premises.

5.1.10 All vehicles are required to come to a complete stop and roll down the driver’s side window of their vehicle at the gate prior to entering the subdivision.

5.1.11 Only shuttles authorized by the Administration Office shall be allowed entry into the subdivision.

5.1.12 When school buses pick-up/drop-off students in the subdivision, gate security guards will ensure that only students are aboard the bus. If any other person is aboard the bus, gate security guards are required to empty and inspect the bus.




5.2 VISITORS

5.2.1 Security guards shall verify the identity of all visitors (walk-ins or aboard vehicles) through the evaluation of the use of appropriate IDs, identifying the purpose of their visit and obtaining the name of the resident they wish to visit.

5.2.2 Security guards shall require all pedestrian visitors to leave an appropriate ID and sign the visitor’s logbook before allowing them entry into the subdivision.

5.2.3 Security guards shall obtain clearance from the resident to be visited before entry is allowed.

5.2.4 Security guards must record the time of entry and departure of all visitors.

5.2.5 Security guards shall only give the direction to the visitor in going to the house to be visited after permission from the resident being visited has been obtained. A visitor’s sheet must be signed by the homeowner to ensure clearance of the visitor/s upon exiting the subdivision. Security guards are strictly prohibited to provide the names and addresses of any resident of the subdivision to the visitors, under whatever guise or reason. Visitors who do not know the name and address of the resident he/she wishes to visit will not be allowed entry in the subdivision.

5.3 HOUSEHOLD HELPERS

5.3.1 Residents shall at all times be held responsible for the behavior and conduct of their household helpers (such as housemaids, houseboys, cooks, drivers, bodyguards, nannies, etc.)

5.3.2 Residents must secure IDs for all their household helpers, whether these helpers are stay-in or stay-out. A minimal fee will be collected to cover the cost of the IDs’ issuance.

5.3.3 Household helpers must surrender their Subdivision ID to the security guards when leaving the subdivision. The ID will be returned to them upon their re-entry to the subdivision.

5.3.4 Household helpers leaving the subdivision with luggage must possess a gate pass duly signed by his/her employer before he/she could bring out the said luggage. Whenever they are leaving or entering the subdivision, household helpers must submit baggage for the inspection of the security guards.

5.3.5 Entry and departure of the household helpers shall be recorded in a logbook to be maintained by the security guards.

5.4 CONTRACTORS AND WORKERS

5.4.1 Before any approved renovation/construction starts, the owner of the unit to be renovated shall secure identification cards (ID) for his/her contractors and/or workers. Workers without valid IDs are prohibited to enter the subdivision contractors and/or workers shall always wear their IDs while inside the subdivision premises.

5.4.2 A minimal fee will be collected to cover the cost of the IDs’ issuance. It is still the responsibility of the Unit Owner to surrender to the Subdivision Administration Office the valid IDs of his contractors and workers after the completion of the renovation or upon their termination.

5.4.3 Security guards shall check the IDs of the contractors/workers before they are permitted to enter the subdivision. They must ensure that such contractors/workers are the same persons engaged by the Unit Owner to do the renovation.

5.4.4 When entering the subdivision, workers/contractors must be properly dressed. Wearing sandos, shorts, sandals, or slippers is strictly prohibited. The workers/contractors shall proceed directly to the constructions site or property where they are supposed to work using the most direct route without venturing off onto side streets. Loitering around the subdivision or going in any area other than their assigned work locations is strictly prohibited.

5.4.5 Security guards shall inspect all baggage brought in or out by worker and/or contractors. They shall require the workers/contractors to show the gate pass duly signed by the unit Owner/Resident for any item they are taking-out from the subdivision.


5.4.6 Contractors and/or workers are discouraged from fraternizing with household helpers, maintenance men and security guards. While inside the subdivision, they are strictly prohibited from loitering, using prohibited drugs, sleeping at any common areas of the subdivision, to drink liquor or any intoxicating beverage, gambling, or playing any games of chance and conducting themselves in a rowdy or unruly manner. The Homeowners/tenant shall be responsible for the action of his/her employee. Homeowners/tenants are advised to abide identification Policies of the Subdivision for your security and to help establish a reliable security routine inside our Subdivision. SECTION VI
TRAFFIC AND ROAD MANAGEMENT


6.1Maximum speed limit inside the subdivision is 20 kph.

6.2 Vehicles emitting excessive fumes are prohibited within the subdivision.

6.3. Unnecessary car horn blowing is not allowed.

6.4 Overtaking should be done with maximum caution. Overtaking is not allowed on blind curves, deep slopes and the like.

6.5 Motorcycle and bicycle drivers inside the subdivision must not wear safety/crash helmets provided they will observe the required speed limit. When parking on the road, vehicles must be parked parallel to the road and nearest to the side of the
street as possible. Double parking on common roads is not allowed at all times. This is accordance with the fire departments fire lane restrictions and regulations as to access to the subdivision in case of fire or other emergencies. Dilapidated and unserviceable vehicle is not allowed to be dumped in any street or open spaces.

6.8 Dilapidated and not working vehicles left un attended outside the Homeowners property for more than a year is subject to penalty for every year that it is left un attended in the common areas. SECTION VII
WASTE MANAGEMENT AND DISPOSAL

7.1 Waste segregation management is encouraged. All biodegradable waste shall be contained in green trash bags, while non-biodegradable waste in black trash bags.

7.2 All garbage shall be placed inside the residential premises in self-locking garbage containers. These shall be brought out only during garbage pick-up hours.

7.3 Dumping any waste/garbage on streets, sidewalks, vacant lots, open spaces, common areas or any other place aside from designated garbage cans within the subdivision is strictly prohibited.

7.4 Burning of garbage and other waste materials is not allowed in any area of the subdivision. SECTION VIII
PETS

8.1 Pets especially dogs are restricted inside the resident’s premises only at all time to prevent injury to other people. They should not be allowed to go outside the unit resident’s premises unless they are on a controlled leash or contained in a pet carrier and accompanied by household member.

8.2 A resident shall be responsible for whatever injury or damage is caused by his/her pet. He/she shall be responsible also for the cleaning of the dirt or rubbish caused by the pets in the common areas, including the removal the pet f***s.

8.3 All pets must be vaccinated.

8.4 The Subdivision Administration has the right to prohibit the retention of any pet within the subdivision when found to be dangerous, annoying, or kept in inhumane conditions.

8.5 Stray animal shall be impounded. A fine shall be charged against the owner of the impounded animal.

8.6 Any resident desiring to have more than five (5) pets (excluding fish kept in a fish tank) need to get authorization from the Subdivision Administration. All pets must be registered in the Admin Office. A certification from the veterinarian must also be submitted in the Admin Office.


8.7 In instances where in pets accidentally bite other people the pet owner will be held liable for any medicine and or hospitalization incurred by the said injury or depending upon the arrangement of both parties. These House Rules and Regulations shall be updated by the Board from time to time to ensure relevance and practicality and will be communicated to all stakeholders before implementation.

Magalang pong ipinapaalam ng Transport Cooperative na bunsod ng patuloy na pagtaas ng presyo ng diesel, kinakailangan naming magpatupad ng ilang operational adjustments sa aming ruta at sistema ng pagsakay at pagbaba ng pasahero.
Ang hakbang na ito ay bahagi ng cost management measures ng kooperatiba upang mapanatili ang tuloy-tuloy na operasyon ng aming serbisyo sa komunidad. Layunin din nitong maiwasan hangga’t maaari ang agarang pagtaas ng pamasahe, alinsunod sa prinsipyo ng kooperatiba na magbigay ng abordable at maaasahang transport service sa mga miyembro at residente ng komunidad.
Mga Ipatutupad na Patakaran
1.Designated Pick-Up and Drop-Off Points
Ang lahat ng unit ng cooperative ay hihinto lamang sa mga itinalagang sakayan at babaan ng pasahero.
Hindi na po papayagan ang basta-bastang pagpapara ng unit sa mga lugar na hindi designated stops, maliban lamang sa emergency na sitwasyon.
Layunin nitong magkaroon ng mas maayos, mas ligtas, at mas episyenteng daloy ng biyahe.
2.Passenger Loading Policy
Kapag ang unit ay dumating sa inspector at hindi pa umaabot sa walong (😎 pasahero, maaaring maghintay ng ilang minuto upang madagdagan ang bilang ng pasahero bago bumiyahe palabas.
Ito ay upang mapanatili ang operational viability ng bawat biyahe sa gitna ng tumataas na gastusin sa krudo.
Route Adjustment
• Cedar 3 Route
Ang rutang dating pumapasok at umiikot sa loob ng Cedar 3 ay hindi na po papasok o iikot sa loob ng nasabing lugar.
Ang designated sakayan at babaan para sa mga pasahero mula sa Cedar 2, Cedar 3 at Phase 10 ay sa kanto ng Cedar 3.
Pagkatapos magsakay o magbaba ng pasahero sa nasabing lugar, ang unit ay didiretso na sa sakayan at babaan ng mga residente ng Phase 11, at mula doon ay iikot na palabas ng ruta.
• Phase 8 at Phase 9
Ang sakayan at babaan ng mga pasahero ay sa kanto na tapat ng ProFriends Office.
Matapos ang pagbaba o pagsakay ng pasahero, ang unit ay iikot na pabalik palabas ng ruta.
Ang mga pagbabagong ito ay ipinatutupad bilang practical operational response sa pagtaas ng presyo ng diesel na kasalukuyang nararanasan ng transport sector. Sa halip na agad na magtaas ng pamasahe, ang kooperatiba ay naghahanap muna ng mga operational adjustments at efficiency measures upang mapanatiling abot-kaya ang serbisyo para sa mga mananakay.Kami po ay humihingi ng pang-unawa, pakikiisa, at kooperasyon ng lahat ng residente at mananakay upang maging maayos ang implementasyon ng mga pagbabagong ito at mapanatili ang tuloy-tuloy na serbisyo ng transportasyon sa ating komunidad.
