CARLES ADVANCES PARTICIPATORY RESILIENCE PLANNING THROUGH KALAHI-CIDSS PCRP
CARLES, ILOILO | 04 September 2026 — The Municipal Government of Carles, in partnership with the Department of Social Welfare and Development (DSWD) through the KALAHI-CIDSS – Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP), successfully conducted the Municipal Resilience Planning (MRP) at the Carles Municipal Gymnasium.
More than a planning activity, the MRP served as an important platform for evidence-based, participatory and community-responsive decision-making, bringing together members of the Municipal Resilience Team (MResT), Municipal Coordinating Team (MCT), DSWD/PCRP technical personnel, municipal officials and concerned technical offices to collectively examine the risks and vulnerabilities confronting communities across Carles.
On behalf of Municipal Mayor Arnold Betita II, Municipal Administrator Ruby Catalan Betita welcomed the participants and conveyed the full support of the Municipal Government for the resilience-planning process and the continuing implementation of PCRP in the municipality.
The technical sessions included the presentation and review of the Municipal Profile, the Consolidated Risk Mapping, and the results of the Participatory Risk and Vulnerability Assessment (PRVA)—information generated from community-level assessments and consolidated to provide a clearer picture of the municipality’s exposure, vulnerabilities and capacities.
Seven major municipal risk areas were brought forward for consideration, covering concerns on health, life and physical safety, water and sanitation, housing and household properties, infrastructure and access to basic services, livelihood and the local economy, and the environment and ecosystem.
A significant component of the activity was the participatory ranking and prioritization of risks, where MResT members assessed the identified concerns using transparent and agreed criteria: Magnitude or Scope of Impact, Community Coping Capacity, Nature of the Cause, and Urgency.
Through the collective prioritization process, Water/WASH emerged as the highest-ranked municipal risk, highlighting the need to strengthen access to sufficient, regular and clean water among affected communities. Housing and household property concerns ranked second, followed by risks affecting the environment and ecosystem.
The ranking, however, does not diminish the importance of other identified concerns. Rather, it provides the Municipality with a systematic basis for sequencing interventions, focusing limited resources, and developing responsive programs, projects and activities while ensuring that all validated community risks remain part of the broader Municipal Resilience Plan.
The activity also initiated the organization of MResT working teams and committees, which will contribute technical expertise, sectoral perspectives and community knowledge to the succeeding stages of the MRP process.
The results of the Municipal Resilience Planning will guide further consultations and focused discussions with concerned stakeholders and barangay representatives as the Municipality moves toward the formulation and consolidation of its Municipal Resilience Plan.
Through this process, Carles continues to demonstrate that effective resilience planning begins not simply with identifying hazards, but with listening to communities, understanding their vulnerabilities, recognizing their capacities, and collectively deciding where action is most urgently needed.
The Municipal Government of Carles extends its appreciation to DSWD Field Office VI, KALAHI-CIDSS PCRP, the MResT, MCT, municipal offices, technical facilitators, barangay stakeholders, and all participants whose active involvement contributed to the successful conduct of the activity.
