The Sangguniang Bayan of Carigara, Leyte conducted an Orientation on Budget Preparation and Review facilitated by the Department of Budget and Management (DBM) Regional Office VIII, with the participation of the Sangguniang Bayan Members, Department Heads, and key personnel of the Municipal Government.

The orientation covered the applicable laws, rules, procedures, and DBM policies governing local budget preparation and review, with emphasis on compliance with prescribed requirements and proper coordination among offices involved in the local budgeting process.

Serving as resource speakers were:

• Juvy A. Lobedica
Chief Budget and Management Specialist

The discussions provided participants with a clearer understanding of the legal requirements, procedures, and responsibilities associated with the preparation and review of the municipal budget, underscoring the importance of coordination, transparency, fiscal discipline, and accountability in local fiscal administration.

The Sangguniang Bayan expresses its appreciation to the Department of Budget and Management Regional Office VIII for the substantive expertise and guidance provided during the forum. Special recognition is likewise extended to Regional Director Imelda C. Laceras, CESO III, for her favorable response to the Sangguniang Bayan’s request and for facilitating the participation of DBM Regional Office VIII in the activity.

This ordinance defines and regulates gender-based sexual harassment and prohibited acts in streets and public spaces, providing a localized framework for the effective implementation of the Safe Spaces Act. It seeks to promote safer public spaces, protect individuals from harassment, and strengthen mechanisms for prevention, accountability, and protection within the Municipality.

This measure amends the existing provisions on cash incentives for qualified Barangay Health Workers, Barangay Nutrition Scholars, and Barangay Service Point Officers to further strengthen support for these frontline community workers and recognize their valuable contributions to the delivery of essential health, nutrition, and community-based services.

HIGHLIGHTS | LEVERAGING LOCAL SANGGUNIANG’S QUASI-JUDICIAL FUNCTIONS

The Sangguniang Bayan of Carigara participated in the three-day training program “Leveraging Local Sangguniang’s Quasi-Judicial Functions” held on August 11–13, 2026 at Summit Hotel, Tacloban City.

The training provided the participants with valuable learning on Rules of Procedure in Quasi-Judicial Cases, Administrative Investigations, Decision Writing, Mock Trial Proceedings, and Action Planning for Sanggunians.

The activity strengthened the knowledge and capacity of the Sangguniang Bayan in the proper and effective exercise of its quasi-judicial functions.

CARIGARA, LEYTE — The Office of the Sangguniang Bayan conducted an Orientation on the Various Philippine Crop Insurance Corporation (PCIC) Programs and Services, with particular emphasis on the Life Term Duo Plan Package, today, August 10, 2026, at the Sangguniang Bayan Session Hall.

The orientation aimed to enhance participants' awareness and understanding of the various insurance programs and services offered by the Philippine Crop Insurance Corporation (PCIC), particularly those designed to provide financial protection and security to farmers, fisherfolk, and other eligible beneficiaries against unforeseen risks affecting their livelihoods.

Ms. Benita M. Alberto, Acting Regional Manager; Ms. Maria Fatima R. Marino, Marketing Sales Division Chief III; Engr. Napoleon V. Gonzaga Jr., Chief of the Claims Division; and Mr. Vincent R. Escario, Team Leader/IP II, served as the resource speakers during the orientation. They discussed the various programs and services of the Philippine Crop Insurance Corporation (PCIC), with particular emphasis on the Life Term Duo Plan Package. An interactive open forum was integrated throughout the presentations, allowing participants to raise questions and seek clarifications on the implementation, coverage, eligibility, and availment of the Corporation's insurance programs and services.

Hon. Mildred C. Modesto, Sangguniang Bayan Member, delivered the closing remarks, expressing her appreciation to the Philippine Crop Insurance Corporation (PCIC) resource speakers for sharing their expertise and valuable insights. She likewise thanked all the participants for their active engagement throughout the orientation and encouraged them to maximize the opportunities and benefits provided through PCIC's various insurance programs and services.

The Sangguniang Bayan of Carigara conducted an Orientation on Civil Service Policies and Standards and Civil Service Commission (CSC) Memorandum Circular No. 12, Series of 2022 today, August 5, 2026, at the SB Session Hall, Legislative Building, Carigara, Leyte.

The orientation centered on the “Guidelines and Standards in the Establishment of Organizational Structure and Staffing Patterns (OSSP) in Local Government Units,” providing Municipal Officials, Department Heads, and concerned personnel with a clearer understanding of CSC policies and standards governing organizational structures, staffing patterns, office functions, and personnel requirements.

Director II Ma. Natividad L. Costibolo, Head of the Civil Service Commission Field Office – Leyte I, served as the resource speaker and discussed the salient provisions of the memorandum circular and their application to local government organizational and staffing requirements.

Municipal Vice Mayor Hon. Jimmy A. Camposano welcomed the participants. During the discussion led by Director II Costibolo, an open forum was integrated into the orientation, allowing participants to raise questions and seek clarifications on matters concerning the application and implementation of pertinent CSC policies and standards.

The activity was attended by members of the Sangguniang Bayan, Municipal Department Heads, and other concerned LGU personnel, reflecting a collective effort toward ensuring that the Municipality’s organizational structure and staffing pattern remain responsive to the needs of the local government and compliant with Civil Service rules and standards.

Hon. Myla L. Aguilar, Sangguniang Bayan Member, delivered the closing remarks, formally concluding the orientation.

The activity forms part of the continuing efforts of the Municipality of Carigara to strengthen institutional capacity, promote organizational efficiency, and enhance the delivery of responsive and effective public service.
