The Sangguniang Bayan of Caramoran held its 36th Regular Session on September 14, 2026, addressing various matters concerning the municipality and its people.

Among the matters discussed was the Privilege Speech of Hon. Agnes B. Popa regarding concerns on demolition, bringing attention to issues that require proper consideration, coordination, and appropriate action by the concerned authorities.

The Sangguniang Bayan of Caramoran convened its 35th Regular Session under the leadership of Hon. Ferdinand P. Tioxon, Jr., Municipal Vice Mayor and Presiding Officer, together with the Honorable Members of the Sangguniang Bayan.

Among the matters taken up were communications, resolutions, barangay measures, requests for legislative action, and other concerns requiring appropriate referral and deliberation.

Key matters on the agenda included:
• Review of provincial resolutions concerning recently approved municipal ordinances;
• Barangay educational assistance program proposed by Barangay Tucao;
• Updates and documentary requirements concerning the LGU cell site lease;
• Requests for authority to conduct 1-Cock Ulutan (Fastest Kill) events for charitable and community purposes;
• Request for the designation of the Municipal Zoning Officer; and
• Request concerning the amendment of a tax ordinance, which will undergo appropriate legislative review.

The Sangguniang Bayan of Caramoran, headed by Hon. Vice Mayor Ferdinand Tioxon Jr., spearheaded a Clean-Up Drive at Awines Falls as part of the PCL Week Celebration.

The activity was made more meaningful through the active participation of the Alpha Kappa Rho (AKRHO)- Yankee Delta Chapter, coming together with a shared commitment to protect and preserve our environment.

Beyond keeping Awines Falls clean, this initiative reminds us that caring for the environment is everyone’s responsibility. Every piece of trash we pick up, every place we help preserve, and every person we inspire to care for nature is a step toward a cleaner, greener, and more sustainable Caramoran. 🌱💚

The Sangguniang Bayan of Caramoan convened its 30th Regular Session at the Municipal Session Hall to deliberate on legislative measures, policy matters, and administrative concerns essential to the continued development of the municipality.

Agenda Highlights:

The Sangguniang Bayan of Caramoran successfully conducted its 28th Regular Session on July 13, 2026, at the Municipal Session Hall under the leadership of Hon. Ferdinand P. Tioxon, Jr., Municipal Vice Mayor and Presiding Officer.

Approved:

✅ MTOP Confirmation for Alvin D. Salazar
✅ Special Permit for the AKRHO Yankee Delta Chapter to conduct an "Ulutan" on August 8, 2026
✅ Change in project nomenclature from "Rehabilitation" to "Construction" for the San Jose Bridge Project
✅ Resolution recommending the separation of Sitio Palumbanes from Barangay Toytoy and its conversion into Barangay Palumbanes

Referred to the Appropriate Committee:

📌 Reclassification of agricultural properties
📌 Accreditation of the Guiamlong Fisherfolks Association as a CSO

LGU-CARAMORAN MOURNS THE PASSING OF
Former ABC President and Former Provincial Board Member
MAGIN P. ISUELA

The Local Government Unit of Caramoran headed by Mayor Glenda V. Aguilar together with the Sangguniang Bayan Members headed by Vice-Mayor Ferdinand Tioxon, Jr. extends its deepest sympathy and heartfelt condolences to the bereaved family and loved ones of Former ABC President and Former Provincial Board Member, Magin P. Isuela.

His years of dedicated public service, steadfast leadership, and invaluable contributions to the Municipality of Caramoran and the Province of Catanduanes will always be remembered with gratitude and respect. He devoted his life to serving the people, leaving behind a legacy of commitment, integrity, and genuine concern for the welfare of the community.

As we mourn his passing, we join his family, relatives, friends, and all those whose lives he touched in praying for the eternal repose of his soul.

To those who wish to pay their final respects may visit the wake at the Isuela Residence, Barangay Datag, Caramoran, Catanduanes.

The interment will be held on Monday, July 6, 2026, at 7:00 o'clock in the morning.

As one community, let us keep him and his bereaved family in our prayers. May the Lord grant him everlasting peace and comfort those who grieve his loss.

The Sangguniang Bayan of Caramoran successfully conducted its 24th Regular Session, where various communications, legislative measures, and important local concerns were deliberated and referred to the appropriate committees for appropriate action.

KEY HIGHLIGHTS OF THE SESSION:

✔ Communications and Requests Received and Referred

1.Request for renewal of lease agreement of Frontier Tower Associates Philippines (FTAP) for its cell site facility in Brgy. Baybay, including submission of required documentary requirements for the proposed new contract-a committee hearing was conducted immediately after the session to discuss the matter.

2.Endorsement from the Office of the Municipal Mayor for legislative action on the update of the Gender and Development (GAD) Code and enactment of the Persons with Disability (PWD) Code of Caramoran; approval of various cultural activities related to 2026 Town Fiesta.

✔ Ongoing Deliberation

Continued discussion and review of matters related to the Caramoran Rural Waterworks and Sanitation Association (CARWASA) water supply system.

✔ Courtesy and Institutional Matters

The Sangguniang Bayan warmly welcomed the new Officer-in-Charge of the Caramoran Municipal Police Station (MPS), expressing support for continued collaboration in maintaining peace, order, and public safety within the municipality.

✔ Matters Referred for Committee Action
The Body also referred various proposed ordinances and resolutions covering social services, environmental protection, governance reforms, cultural development, and public welfare for committee study and recommendation.

📢 23rd Regular Session of the Sangguniang Bayan of Caramoran

Held on June 8, 2026 at Datag West Multi-Purpose Hall, the Sangguniang Bayan of Caramoran conducted its 23rd Regular Session to deliberate on key legislative and development matters affecting the municipality.

Items scheduled for committee hearing for further review and deliberation include:
✔️ Supplemental Appropriations for municipal offices
✔️ Implementation of the Families–Food Assistance Program
✔️ Support for community and tourism activities for the 2026 Town Fiesta

The body also expressed its position on the status of the Globe Tower, noting the use of municipal property covered by the expired 2004 Memorandum of Agreement with Globe Telecom, Inc., and highlighting the absence of any valid renewal or authorized transfer in favor of any other entity.

Further, the Sangguniang Bayan reiterated its expectation for action from CARWASA, following earlier advisories and recommendations made during previous sessions when its officers were invited to clarify issues related to the said water system.

Committee reports included findings and recommendations from the Committee on Legal Matters on Barangay Bothoan ordinances, and from the Committee on Agriculture on the accreditation of the CSO “Kababayi-han sa Napacahan Association – KANASYON.”

Hitoma Multi-Purpose Hall, the 20th Regular Session of the 12th Sangguniang Bayan of Caramoran convened, highlighting the council’s full support for the National Observance of Open Government Week, the passing of an ordinance recognizing barangay officials who completed three consecutive terms for their dedicated public service, and the presentation of committee reports on the ordinances discussed during the public hearing last April 30, 2026.
