ALBAY’S RANK NO. 1 PROVINCIAL MOST WANTED PERSON FALLS IN MANHUNT OPERATION, FACES 10 COUNTS OF QUALIFIED R**E
There is no hiding place for wanted persons in the Bicol Region as the Police Regional Office 5 (PRO 5), under the leadership of PBGEN RANDY GLENN G SILVIO, Regional Director, continues to intensify its focused and intelligence-driven operations against individuals with standing warrants.
In a successful manhunt operation at 9:00 AM on August 28, 2026, in Barangay Cawayan, Bacacay, Albay, joint police personnel apprehended the Rank No. 1 Provincial Most Wanted Person of Albay, identified as alias “Vince,” 64 years old, who is facing ten (10) counts of Qualified R**e pursuant to warrants issued by the proper court.
The operation was led by the Bacacay Municipal Police Station, in coordination with the Provincial Intelligence Unit and the 2nd Provincial Mobile Force Company of the Albay Police Provincial Office.
Following his apprehension, the arrested person was informed of his constitutional rights and apprised of the provisions of the Miranda Doctrine. He was subsequently brought to the Rural Health Unit of Bacacay for medical examination in accordance with established procedures. He is currently under the custody of the Bacacay MPS for documentation and appropriate disposition before the court.
The operation clearly shows PRO 5’s relentless pursuit of wanted persons and its unwavering commitment to ensuring that individuals with standing warrants are brought before the proper authorities to face the allegations against them.
Under the firm leadership of PBGEN SILVIO, the PRO 5 continues to strengthen its operational capabilities, maximize intelligence resources, and intensify manhunt operations across the region.
PRO 5 will continue to pursue individuals who evade the law and will remain relentless in its efforts to ensure that justice takes its proper course. Through the PNP Focused Agenda on Enhanced Managing Police Operations, the unit shall further strengthen its law enforcement operations to protect communities and maintain peace and order throughout the Bicol Region.
