2ND BATCH of Project LAWA at BINHI Launched in Candoni

The Municipality of Candoni, under the leadership of Mayor Ray R. Ruiz, formally launched Project LAWA at BINHI – Risk Resiliency Program through Cash-for-Work and Training (RRP-CFWT) on May 25, 2026, at the Candoni Sports Center.

The activity also served as the orientation for program beneficiaries, who will undergo a 20-day Cash-for-Work and Training period until June 16, 2026. Present during the launch were Ava Marie A. Mission PDO II & Sharlen S. Basultin PDO I of DSWD-NIR, Mr. Eduardo C. Florendo, RAgr, Municipal Agriculturist, representing Ms. Ma. Bella C. de la Cruz of the MSWDO, Ms. Ritchelle D. Diopido, and Eric John D. Monserate of the LDRRMO.

The program aims to strengthen community resilience while providing temporary livelihood opportunities through structured work activities and capability-building sessions, in support of local adaptation, sustainability, and food security efforts.

Mayor Ruiz Joins CPSU–Candoni Campus 11th Commencement Exercises

On May 22, 2026, Municipal Mayor Eng’r. Ray R. Ruiz, together with Councilor Booth Ian Samillano, SB Chair on Education, and Punong Barangay Michael Escanilla of Barangay West, attended the 11th Commencement Exercises of Central Philippines State University (CPSU) – Candoni Campus held at the Candoni Sports Center.

Carrying the theme, “Empowered by Knowledge and Skills, Committed to Service, Ready to Lead,” the event honored the hard work, perseverance, and achievements of the graduating students as they reached an important milestone in their academic journey.

The ceremony also recognized the inspiring achievement of Sahn Chien A. Montecastro, who earned Top 5 in the Licensure Examination for Professional Teachers (LEPT)—a proud accomplishment that serves as an inspiration to the students and the entire Candoni community.

Mayor Ruiz expressed his continued support for education. He congratulated the graduates and awardees for their dedication and commitment to excellence, highlighting the important role of education in developing future leaders and public servants.

The Municipal Government of Candoni, under the leadership of Municipal Mayor Engr. Ray R. Ruiz, successfully facilitated the DSWD – Assistance to Individuals in Crisis Situation (AICS) Pay-Out held at the Candoni Sports Center on May 20, 2026.

A total of 347 beneficiaries from the nine barangays of Candoni received financial assistance aimed at providing immediate support to individuals and families facing difficult circumstances. This initiative reflects the local government’s unwavering commitment to compassionate, responsive, and people-centered public service.

This meaningful activity was made possible through the generous support and dedication of our beloved Congresswoman Mercedes “Cheding” K. Alvarez and Board Member Ralph Alvarez, whose continued efforts help bring vital assistance closer to the people of Candoni.

The Municipal Government remains steadfast in its mission to uplift the lives of every Candonian through programs that promote hope, resilience, and community solidarity.

Ms. Montecastro’s spectacular achievement—𝒔𝒆𝒄𝒖𝒓𝒊𝒏𝒈 𝒕𝒉𝒆 𝑹𝒂𝒏𝒌 5 𝑶𝑽𝑬𝑹𝑨𝑳𝑳 𝒔𝒑𝒐𝒕 𝒘𝒊𝒕𝒉 𝒂 𝒔𝒕𝒆𝒍𝒍𝒂𝒓 93.80% 𝒓𝒂𝒕𝒊𝒏𝒈 𝒊𝒏 𝒕𝒉𝒆 𝑴𝒂𝒓𝒄𝒉 2026 𝑳𝒊𝒄𝒆𝒏𝒔𝒖𝒓𝒆 𝑬𝒙𝒂𝒎𝒊𝒏𝒂𝒕𝒊𝒐𝒏 𝒇𝒐𝒓 𝑻𝒆𝒂𝒄𝒉𝒆𝒓𝒔 (𝑳𝑬𝑻)—is a historic feat for Barangay Gatuslao and the entire Municipality of Candoni. As a distinguished graduate of Central Philippines State University (CPSU) - Candoni Campus with a Bachelor in Elementary Education, she serves as an inspiring beacon of excellence for our local youth.

The presentation ceremony took place this afternoon at the Candoni Sports Center, alongside the joyful Graduation Ceremony of the CPSU Candoni Campus for the 2025-2026 school year. The tokens were proudly presented by our local and academic leaders: Municipal Mayor, Eng’r. Ray Retarino Ruiz, Councilor Butch Ian Samillano, CPSU VPAA, Dr. Grenny Jungco, Campus Administrator, Dr. Juno Pajarillo, and LGU-CPSU Affiliate Officer Benjie M. Orot, among others.

Bago City Conducts Benchmarking Visit to Candoni

On May 18, 2026, the City Government of Bago, Negros Occidental, conducted a benchmarking activity with the Municipal Government of Candoni to gain insights into the municipality’s best practices on reduced paper-based transactions and digitalization initiatives.

The visiting delegation was headed by Engr. Edwin N. De Nicolas, City Administrator, and included Caruso T. Villaflor, Jr., City Treasurer; Ms. Monica Ofelia M. Narazo, City Budget Officer; Ms. Teena Marie Locsin-Javellana, Technical Assistant to the Mayor’s Office for Tourism Operations; Jan Louie Lavadia of the Office of the City Treasurer; Mary Jean G. De Nicolas, Administrative Officer II (Budget Officer I); and Mark Genesis Dela A. Cruz, Accountant II. The delegation was formally received by Mayor Ray R. Ruiz at the Office of the Mayor.

During the activity, Municipal Accountant Neil Priolo and Municipal Treasurer Eriz Jireh B. Lagunday discussed in detail the municipality’s transaction systems and digitalization initiatives, which are recognized as among the pioneering local governance innovations in the Province of Negros Occidental. The program is part of the local administration’s ongoing efforts to promote efficiency, accountability, and responsive public service through streamlined, technology-driven systems.

The benchmarking activity further affirmed Candoni’s growing role as a model local government unit in advancing innovative governance practices in support of effective, transparent, and service-oriented public administration.

Passport on Wheels Service Brought Closer to Candonians

The Municipal Government of Candoni, under the leadership of Mayor Ray R. Ruiz, expressed its sincere gratitude to Congresswoman Mercedes K. Alvarez for bringing the Passport on Wheels service to the municipality in partnership with the Department of Foreign Affairs (DFA).

Through this initiative, residents of Candoni are given easier access to passport application and renewal services without the need to travel far, making the process more convenient and accessible for the community.

The Municipal Government of Candoni, under the leadership of Mayor Ray R. Ruiz, together with the Municipal Social Welfare and Development Office (MSWDO) and Ms. Ritchelle D. Diopido, LGU Focal Person for the Walang Gutom Program (WGP), along with Ms. Antonette Flores and Ms. Angie Voluntate of the DSWD Negros Island Region, in partnership with Dolorfino Store, successfully facilitated the Food Redemption Activity of the “Walang Gutom Program 2027” on May 04, 2026, at the Candoni Sports Center.

A total of 221 beneficiaries from the Municipality of Candoni received food assistance under the program, which is released once every three months to support vulnerable households and promote food security in the community.
