Listening, Learning, and Strengthening Our Community Together

A meaningful day of sharing and learning with our IP community in Labut and Tay-ac, Lidlidda, Ilocos Sur!

The NCIP-Ilocos Sur IPMR Team, headed by Atty. Laarni E. Baรฑez-Tumacdang, conducted an Information, Education, Campaign (IEC) activity on the Indigenous Peoplesโ€™ Rights Act (IPRA), IPMR National Guidelines, and the harmonization of IPMR Local Guidelines in preparation for the upcoming reselection of Barangay IPMRs.

Together with IP community members, barangay officials, and residents, we had meaningful discussions about the role of the IPMR and the importance of ensuring that the voices and concerns of Indigenous Peoples are heard and represented in local governance.

Using Ilocano during the discussions made it easier for everyone to share their thoughts, ask questions, and better understand the guidelines.

A meaningful day for the Indigenous Peoples of Banayoyo, Ilocos Sur as Hon. Julita Balderas officially takes on her new role as the Municipal Indigenous Peoples Mandatory Representative (IPMR).

A significant milestone for Indigenous Peoples in Poblacion, Galimuyod, Ilocos Sur as Amparo Lazan, the newly selected Barangay Indigenous Peoples Mandatory Representative (IPMR), formally received her Certificate of Affirmation (COA) and took her oath of office.

The Oath of Office was administered by the Municipal Mayor of Galimuyod, Hon. Jessie Balingsat, marking the official assumption of her role as the voice and representative of the Indigenous Peoples in the Barangay.

The occasion highlights the continuing commitment of the NCIP, the Local Government Unit of Galimuyod, and the ICCs/IPs to strengthen meaningful Indigenous Peoples' participation in local governance.

FORMULATION of ADSDPP MANAGEMENT PLAN | GALIMUYOD

The NCIP Ilocos Sur Provincial Office, through the Banayoyo Community Service Center, facilitated the Formulation of the ADSDPP Management Plan for Galimuyod, participated in by the Barangay IPMRs, Barangay Captains, and Secretaries.

Each group was provided with guide questionnaires focusing on how they envision managing, protecting, and sustainably developing their ancestral domain. The groups were given time to discuss, share ideas, and formulate their respective outputs, which they presented to the participants.

These outputs will be consolidated and integrated into the ADSDPP Management Plan for the ancestral domain of Galimuyod, ensuring that the plan reflects the collective aspirations, priorities, and strategies of the community.

On August 17, 2026, the NCIP Ilocos Sur โ€“ Banayoyo Community Service Center (BCSC) conducted coordination with the Municipal Mayor of Lidlidda, Ilocos Sur, concerning the implementation of the Barangay Indigenous Peoples Mandatory Representative (IPMR).

Likewise, in Banayoyo, Ilocos Sur, the team coordinated with the Municipal Mayor regarding the Oath-Taking of the Municipal IPMR.

These coordination activities aimed to strengthen collaboration with the respective Local Government Units (LGUs), ensure the proper implementation of the Barangay IPMR, and promote the meaningful representation and participation of Indigenous Peoples in local governance.

On August 17, 2026, the National Commission on Indigenous Peoples (NCIP) Ilocos Sur โ€“ Banayoyo Community Service Center (BCSC) successfully facilitated the Conference and Disclosure of IKSP Research entitled โ€œTadek: Pagdalumat sa Representasyong Di-berbal na Simboloโ€ in Banayoyo, Ilocos Sur, with the participation of the Barangay IPMRs.

Likewise, the team facilitated the validation of the IKSP Research entitled โ€œThe Restorative Justice: A Comparative Study of Katarungan, Pambarangay, and Sapit System in Lidlidda, Ilocos Sur.โ€

These activities form part of NCIPโ€™s continuing efforts to document, validate, preserve, and promote Indigenous Knowledge Systems and Practices (IKSP), ensuring that the rich cultural heritage, traditions, and knowledge of Indigenous Peoples are properly documented and passed on to future generations.

The National Commission on Indigenous Peoples (NCIP) โ€“ Banayoyo Community Service Center (CSC) IPMR Team, headed by Atty. Laarni E. Baรฑez-Tumacdang, successfully facilitated the re-selection of the Barangay Indigenous Peoples Mandatory Representative (IPMR) of Barangay Poblacion, Galimuyod, Ilocos Sur to fill the vacancy left by the late former Barangay IPMR.

In accordance with the approved local IPMR guidelines, the Indigenous Peoples Sectoral Body (IPSB) unanimously selected Ms. Amparo Lazan as the new Barangay IPMR.

The activity was attended by members of the Indigenous Cultural Community (ICC), barangay officials, and local residents, who witnessed the transparent and participatory selection process.

The NCIP extends its heartfelt congratulations to Ms. Lazan and expresses its sincere gratitude to the IP community and the Barangay Local Government Unit of Poblacion for their continued support in upholding the rights of Indigenous Peoples and strengthening their meaningful participation in local governance.

The National Commission on Indigenous Peoples (NCIP) โ€“ Banayoyo Community Service Center successfully conducted the two-day workshop on the Interface of the IP/Ancestral Domain (IP/AD) Development Framework with Other Local Development Plans and Project Identification and Prioritization for the Ancestral Domain Sustainable Development and Protection Plan (ADSDPP) of Galimuyod on July 29โ€“30, 2026, at the BFP Building, Sapang, Galimuyod, Ilocos Sur.

The activity gathered members of the Community Working Group (CWG), Indigenous Peoples Mandatory Representatives (IPMRs), Indigenous Elders and Leaders, and other key stakeholders to ensure that the priorities, aspirations, and Indigenous Knowledge Systems and Practices (IKSPs) of the ICCs/IPs are effectively integrated into local development planning.

Through participatory discussions and planning workshops, the participants identified and prioritized programs, projects, and activities that respond to the needs of the ancestral domain while promoting the protection of Indigenous Peoples' rights, cultural integrity, environmental sustainability, and inclusive community development.

This activity marks another significant milestone in the formulation of the ADSDPP, reaffirming the commitment of the NCIP and the ICCs/IPs of Galimuyod to a development process that is community-driven, culturally appropriate, and anchored on the principles of the Indigenous Peoples Rights Act (IPRA).

On July 21, 2026, the National Commission on Indigenous Peoples (NCIP) โ€“ Banayoyo Community Service Center (CSC) successfully conducted the Validation of an Indigenous Knowledge Systems and Practices (IKSP) Research Study in Lidlidda, Ilocos Sur.

The activity focused on the validation of the research entitled โ€œRestorative Justice: A Comparative Study of the Katarungang Pambarangay and Sapit System in Lidlidda, Ilocos Sur,โ€ conducted by researchers from the Ilocos Sur Polytechnic State College (ISPSC).

The Indigenous Peoples Mandatory Representatives (IPMRs), NCIP personnel, and ISPSC researchers actively participated in the review of the documented Indigenous Knowledge Systems and Practices (IKSPs), traditions, and customary practices. During the validation, the participants provided valuable comments, recommendations, and clarifications to further enhance the quality and accuracy of the research. As a result, the research team agreed to revise and reconstruct specific portions of the study before presenting it again for a subsequent validation.

The validation process plays a vital role in ensuring that Indigenous knowledge is documented accurately, authentically, and with respect for the community's customs and traditions. Through collaborative efforts, the preservation and protection of Indigenous Knowledge Systems and Practices continue to be strengthened for the benefit of present and future generations.

In addition to the workshop, the NCIP team also conducted a coordination meeting with the IPMRs regarding the implementation of the IPMR Program in the barangays. During the meeting, the group agreed to conduct an Information, Education, Campaign and the Harmonization of the Barangay IPMR Local Guidelines in August 2026 to further strengthen the implementation of the IPMR Program in the municipality.

On July 20, 2026, the National Commission on Indigenous Peoples (NCIP) โ€“ Banayoyo Community Service Center (CSC) successfully conducted the Validation, Conference, and Disclosure of two (2) Indigenous Knowledge Systems and Practices (IKSP) Research Studies in San Emilio, Ilocos Sur.

The activity covered the validation of the research entitled โ€œWika at Kultura ng Paggawa ng Tapey: Ang Konteksto ng San Emilio, Ilocos Sur,โ€ conducted by researchers from the Ilocos Sur Polytechnic State College (ISPSC), and the conference and disclosure of the study โ€œExploring the Lablabaan Dance of San Emilio, Ilocos Sur: A Qualitative-Narrative Study,โ€ conducted by researchers from the University of Northern Philippines (UNP).

The Indigenous Peoples Mandatory Representatives (IPMRs), Local Government Unit (LGU) officials, and researchers actively participated in reviewing and affirming the authenticity, accuracy, and cultural integrity of the documented Indigenous Knowledge Systems and Practices (IKSPs), traditions, and customary practices.

This activity marks another important milestone in safeguarding the rich cultural heritage of the Indigenous Peoples of San Emilio. Through collaboration among Indigenous communities, academic institutions, local government units, and the NCIP, Indigenous Knowledge Systems and Practices are documented, validated, preserved, and strengthened for the benefit of present and future generations.
