March 20, 2026 | The Municipality of San Emilio Holds Oath-Taking Ceremony for the Municipal IPMR

The National Commission on Indigenous Peoples (NCIP) Region I, led by Regional Director Atty. Atanacio D. Addog, together with Ilocos Sur Provincial Officer Atty. Marvin C. Biligan, facilitated the awarding of Certificates of Affirmation (COA) to the Municipal Indigenous Peoples’ Mandatory Representative (IPMR) of San Emilio, Hon. Tirso Padingel.

The awarding ceremony was followed by the oath-taking, administered by Honorable Mayor Joey Warren Bragado, DVM. The event was witnessed by representatives from the Provincial Government of Ilocos Sur, as well as members of the ICCs/IPs of San Emilio.

The activity underscored the importance of ensuring the representation of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) in the local legislative body. It also reaffirmed the commitment of the local government and partner agencies to uphold the rights and active participation of Indigenous Peoples in governance.

Through this initiative, the voices of ICCs/IPs are strengthened and duly represented in the community’s decision-making processes.

March 18, 2026 | Selection of Barangay IPMR – Banayoyo, Ilocos Sur

The NCIP–Banayoyo CSC IPMR Team, headed by Engr. Eduardo Palasiw Jr., CDO III, successfully facilitated the re-selection of Barangay Indigenous Peoples Mandatory Representatives (IPMRs) in Barangays Casilagan Norte and Bagbagotot in Banayoyo.

In accordance with the approved local guidelines, the Indigenous Peoples Sectoral Body (IPSB) unanimously selected Ms. Mylene Quidangen as the Barangay IPMR of Casilagan Norte and Ms. Melva Garriga as the Barangay IPMR of Bagbagotot.

The activity was attended by members of the IP community, barangay officials, and local residents. Representatives from the Municipal Local Government Operations Office (MLGOO) were also present to witness the proceedings.

March 12, 2026 | Selection of Barangay IPMR – Banayoyo, Ilocos Sur

The NCIP–Banayoyo CSC IPMR Team, led by Engr. Eduardo Palasiw Jr., CDO III, facilitated the re-selection of Barangay Indigenous Peoples Mandatory Representatives (IPMRs) in Barangays Banbanaal and Lopez, Banayoyo, Ilocos Sur.

Following the approved local guidelines, the IPSB unanimously selected Ms. Remedios Garnace as the Barangay IPMR of Banbanaal and Ms. Polly Sibaen as the Barangay IPMR of Lopez.

The activity was attended by members of the IP community, barangay officials, and residents. Municipal IPMR Amante Castor and MLGOO personnel led by Ma’am Mayvelyn Supnet were also present during the activity.

ADSDPP Formulation – Galimuyod

Personnel from the National Commission on Indigenous Peoples (NCIP) Ilocos Sur, headed by Atty. Laarni B. Tumacdang, Provincial Legal Officer, conducted an Information, Education, and Campaign (IEC) session on the Indigenous Peoples’ Rights Act (IPRA) and the Ancestral Domain Sustainable Development and Protection Plan (ADSDPP).

Participants were provided with a comprehensive overview of the program, including the objectives and processes for the upcoming activities. Following the IEC, the group proceeded with the identification of the members of the Community Working Group (CWG) to support the ADSDPP process.

NCIP remains steadfast in carrying out its mandate to protect and promote the rights and welfare of Indigenous Peoples.

On March 3, 2026, personnel from the National Commission on Indigenous Peoples (NCIP), led by Atty. Marvin C. Biligan, paid a courtesy call to the Municipality of Salcedo.

The delegation was warmly welcomed by Hon. Mayor Grazielle Gironella-Itchon, Hon. Vice Mayor Dr. Luoie Jeff Gironella, and the members of the Sangguniang Bayan to discuss the implementation of the Barangay Indigenous Peoples Mandatory Representatives (IPMRs) in the municipality.

During the meeting, it was noted that the term of office of the incumbent Barangay IPMRs will expire in May 2026. In preparation for the reselection process, an Information, Education, and Campaign (IEC) activity is tentatively scheduled for April 2026. The activity will cover the Indigenous Peoples’ Rights Act of 1997 (IPRA), the IPMR National Guidelines, and the harmonization of the Barangay IPMR Local Guidelines with the National Guidelines.

This initiative aims to ensure that Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) are properly informed and guided, and that the reselection process is conducted in accordance with established policies and customary laws.

Reselection of the Municipal IPMR | San Emilio, Ilocos Sur

On March 2, 2026, the NCIP–Banayoyo Community Service Center (CSC), led by Atty. Laarni Bañez-Tumacdang, successfully facilitated the reselection of the Municipal Indigenous Peoples Mandatory Representative (IPMR) in the Municipality of San Emilio, Ilocos Sur.

In accordance with the approved IPMR Local Guidelines, the ICCs/IPs of San Emilio nominated individuals who were presented and screened by the body based on the qualifications and disqualifications provided in the approved local guidelines prior to the selection proper. The qualified nominees were then subjected to the draw lots system, ensuring a fair and culturally appropriate process.

Barangay IPMR Tirso Padingel of San Miliano was proclaimed as the newly selected Municipal IPMR by the Local Chief Executive, Hon. Joey Warren Bragado; Vice Mayor, Hon. Ferdinand Banua Jr.; Provincial IPMR, Hon. Elpidio Quines Sr.; MLGOO Chester Buenafe Reynante; and the elders/leaders of the ICCs/IPs of San Emilio.

This activity underscores the continued commitment to uphold the rights of Indigenous Cultural Communities/Indigenous Peoples to representation, self-governance, and empowerment under the Indigenous Peoples’ Rights Act (IPRA).

Engr. Eduardo Palasiw Jr., CDO III, together with Ms. Leticia Gerasol, CAO I, and Ms. Marilyn Madamba, AA I, facilitated an IEC activity on the Indigenous Peoples’ Rights Act (IPRA), including discussions on the IPMR national guidelines and the harmonization of local guidelines for the reselection of Barangay IPMRs in Bagbagotot and Casilagan Norte.

The activity was attended by IP community members, barangay officials, and residents, with discussions conducted in Ilocano to ensure better understanding. IEC documents were completed in compliance with the requirements of the National Commission on Indigenous Peoples.
