The DILG Camaligan, through LGOO V Gelica Milkah Rivera and in coordination with the Liga ng mga Barangay, successfully convened a meeting with Punong Barangays, Barangay Secretaries, and Treasurers on May 6, 2026, to discuss the latest DILG issuances, reinforce policy directions, and provide guidance on key matters related to barangay operations.

Among the matters discussed were the following:

• Adoption of Energy Conservation Protocols
• Inventory and Turnover of Barangay and SK Properties, Financial Records, and Documents
• Encouraging the Enactment of Local Ordinances for Safer Cities: A Call to Action for Local Government Units
• Guidance on the Conduct of Sangguniang Sessions Within the Territorial Jurisdiction of the Local Government Unit
• Reminder on the Inclusion of the Vice Local Chief Executive and Punong Barangay in the Determination of Quorum in the Sanggunian
• Compliance with the Barangay and SK Full Disclosure Policy
• Barangay Performance Assessment and Reports

The meeting served as an avenue to strengthen coordination, ensure compliance, and promote effective local governance at the barangay level.

ALAM N’YO BA? | MAY MEMORANDUM CIRCULAR NA ANG SAFER CITIES INITIATIVE

Pinagtibay ng Kagawaran ang pampublikong seguridad sa pamamagitan ng Safer Cities Initiative. Inilabas noong ika-8 ng Abril ang Memorandum Circular 2026-029, “Encouraging the Enactment of Local Ordinances for Safer Cities: A Call to Action for Local Government Units.” Layunin nitong lalo pang palakasin ang presensya ng mga pulis sa mga urban areas. Hinihikayat ng MC na ito na magkaroon ng istriktong pagpapatupad ng mga lokal na ordinansa kontra sa pag-inom ng alak, paghuhubad, at masyadong pag-iingay sa mga pampublikong lugar. Pakay din ng MC na ito na magkaroon ng mas istriktong curfew para sa mga menor de edad.

Nakasaad din sa MC na ito ang mga sakop na batas at ordinansa na magsusuporta sa inisyatibo ng Kagawaran.

TANONG NG BAYAN | Can LGUs exercise police power?

Local Government Units (LGUs) primarily exercise their police power through ordinances or local laws that are legally binding within their jurisdictions.

Section 16 (General Welfare Clause) of the Local Government Code of 1991 says that every local government unit (LGU) is authorized to exercise powers necessary, appropriate, or incidental to promote the general welfare and enforce ordinances within its respective jurisdiction, including those related to peace and order, health and safety, environmental balance, economic prosperity, and social justice.

READ | ‘NO EXCUSES ON TURNOVER’: DILG URGES EARLY INVENTORY PREPARATIONS FOR BARANGAYS, SKs

Months ahead of the 2026 Barangay and Sangguniang Kabataan Elections (BSKE), the Department of the Interior and Local Government (DILG) has directed all barangay and SK officials nationwide to begin early inventory and turnover preparations to ensure seamless governance at the grassroots.

Issued through Memorandum Circular No. 2026-021, the directive reinforces President Ferdinand R. Marcos Jr.’s push for accountability across all levels of government and aims to prevent disruptions in basic services during the transition of leadership in November.

“All barangay and SK officials must fully account for properties, financial records, documents, and money accountabilities before the assumption of newly elected officials,” the Department said.

To institutionalize the process, Punong Barangays are instructed to organize Barangay Inventory Teams (BITs), composed of barangay officials and community representatives, to oversee the documentation and turnover of all assets and records. SK Chairpersons are likewise directed to form SK Inventory Teams (SKITs), ensuring youth sector accountability is upheld.

These teams will conduct both initial and final inventories and will work closely with City and Municipal Assessment and Transition Teams to guarantee compliance and provide operational support throughout the transition period.

The directive is anchored on existing laws, including Presidential Decree No. 1445, the Local Government Code of 1991, and the SK Reform Act of 2015, all of which mandate proper management, documentation, and safeguarding of government resources.

The DILG warned that failure to properly turn over government properties and accountabilities may result in administrative and legal liability under existing laws, rules, and regulations.

The Department emphasized that a complete and transparent turnover is critical to ensuring continuity in public service and maintaining trust in local governance.

“Transitions should not interrupt service. This is about making sure every incoming official can continue delivering for their community from day one,” the Department added.

The BSKE is scheduled on the first Monday of November 2026.
