The Provincial Government of Albay, through the Albay Veterinary Office (AVO), Albay Provincial Cooperative Enterprise and Manpower Development Office (APCEMDO), is conducting the Gender-Responsive Technical Writing Training for Farmers, Cooperatives, and Associations (FCAs), City Veterinary Office personnel, and Municipal Agriculture Office livestock personnel. This capacity-building activity aims to strengthen participants’ competencies in technical writing, particularly in preparing clear, accurate, logical, and well-structured project proposals that effectively articulate their organizations’ needs, objectives, strategies, and expected outcomes.

More than developing writing skills, the training promotes the integration of gender-responsive perspectives in agricultural and livestock development. Through this initiative, the AVO seeks to equip its partners and stakeholders with the skills to transform community needs, ideas, and proposed interventions into viable, inclusive, and responsive project proposals, thereby enhancing opportunities for support, resources, and program implementation. Ultimately, the activity contributes to stronger organizations, more inclusive development, and a more resilient and sustainable livestock sector in Albay.

𝐀𝐮𝐠𝐮𝐬𝐭 𝟒, 𝟐𝟎𝟐𝟔

The Provincial Government of Albay, through the Albay Veterinary Office, successfully conducted the 3rd Quarter Meeting of City Veterinarians, Municipal Agriculturists, and Animal Health Extension Workers of the province.

The meeting provided an opportunity to review the office's first semester accomplishments, discuss priority activities for the third quarter, and strengthen the commitment of our CMLGU partners in implementing livestock and animal health programs.

The activity was joined by the Chairman and members of the Provincial Agriculture and Fishery Council (PAFC) and representatives from the Department of Agriculture–Regional Field Office V, Dr. Rona Pineda, who shared updates on swine disease detection and management. The proposed CY 2027 Investment Plans of the Albay Veterinary Office were also presented to align provincial programs and initiatives with those of our city and municipal partners.

Together, we continue to strengthen partnerships and work toward a healthier, more productive, and resilient livestock sector in Albay.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒 | The Albay Veterinary Office conducts the Training on Swine Productivity through Artificial Insemination today at the Farmers' Auditorium, AFBVille, Cabangan, Camalig, Albay. The activity brought together swine raisers, LGU livestock personnel, and technicians from feed companies who share a common goal of improving swine production in the province.

The training exceeded its target attendance by 33%, reflecting the growing interest of livestock stakeholders in adopting improved breeding technologies and recognizing the promising future of the swine industry.

May the knowledge and skills gained from this training be applied on farms and shared within communities, contributing to a more productive, resilient, and sustainable swine industry in Albay.

The activity aimed to promote gender-responsive and sustainable beekeeping practices while equipping participants with practical techniques in honey harvesting and by-product utilization. Through this initiative, AVO strengthened the capacity of local beekeepers, encouraged innovation, and supported the growth and expansion of their beekeeping enterprises.

The true success of this training will be realized as participants share their newly acquired knowledge and skills with their respective communities, creating a ripple effect that will further promote sustainable livelihoods and strengthen the local beekeeping industry.

The Albay Veterinary Office officially commenced the Training on Good Hygienic Slaughtering Practices (GHSP) for Butchers on July 1, 2026, bringing together butchers from various Local Government Units across the Province of Albay for a three-day capacity-building program aimed at promoting food safety, meat quality, and public health.

Conducted in partnership with the National Meat Inspection Service – Regional Technical Operation Center V (NMIS RTOC V), the training equips participants with updated knowledge and practical competencies on hygienic slaughtering procedures, humane handling of food animals, meat hygiene and sanitation, carcass handling, environmental hygiene, personal hygiene, and compliance with the Meat Inspection Code of the Philippines and existing national meat safety standards.

The activity highlights the Provincial Government of Albay's continuing commitment to strengthening local meat inspection services, enhancing the competence of meat handlers and butchers, and ensuring that safe, wholesome, and high-quality meat reaches every Albayano.

The Albay Veterinary Office extends its sincere appreciation to the National Meat Inspection Service, resource speakers, partner agencies, and all participating Local Government Units for their continued collaboration in advancing meat safety and safeguarding public health.

𝗟𝗢𝗢𝗞 | Albay Veterinary Office Participates in the 1st Quarter Regional Meeting on National Meat Inspection Services

The Albay Veterinary Office participated in the 1st Quarter Regional Meeting of Provincial, City, and Municipal Veterinarians on National Meat Inspection Services, facilitated by the National Meat Inspection Service (NMIS) Regional Technical Operations Center V.

The meeting served as a venue for the discussion of significant updates, emerging issues, and current concerns relating to meat inspection, meat safety, and food safety programs within the Bicol Region. Representing the Province of Albay were Provincial Veterinarian Dr. Pancho Mella and Dr. Manny G. Victorino, Head of the Animal Health and Regulatory Division of the Albay Veterinary Office. Their participation reaffirms the Province's continuing commitment to ensuring the production and distribution of safe, wholesome, and quality meat products while promoting the highest standards of public health and consumer protection through strengthened intergovernmental collaboration.

The event was organized to recognize and celebrate our livestock stakeholders, whose dedication and hard work continue to play a vital role in sustaining and advancing our local economy despite the challenges and uncertainties we face today.

More than a recognition program, the two-day Livestock Fair served as a platform for the Albay Veterinary Office to reaffirm its commitment to supporting the livestock sector. During the opening day in partnership with APAO, various production inputs, including feeds, breeder stocks, and other essential resources, were distributed to LGUs, livestock raisers, associations, and cooperatives across the province to strengthen their livelihood and production activities.

The second day, highlighted as Livestock Day, featured a series of technical learning sessions designed to provide valuable insights on poultry, swine, and cattle production—the priority livestock commodities of Albay. These sessions focused on practical strategies to improve productivity and increase income among livestock farmers. In addition, our office facilitated linkages between livestock stakeholders and financial institutions such as Land Bank of the Philippines and Producers Savings Bank Corporation, allowing participants to explore accessible financing opportunities to support and expand their enterprises.

What made the event even more meaningful was the expertise of our learning service providers, which not only shared their expertise but also generously provided free inputs and giveaways to participants. This exemplifies the value of effective public-private partnerships in promoting sustainable livestock development.
