The ICC prosecution has asked judges to admit the previously recorded testimonies of three witnesses in former Philippine Pres. Rodrigo Duterte’s crimes against humanity case, citing their relevance to alleged extrajudicial killings in Central Luzon.
In a public redacted filing dated Oct. 12, prosecutors sought to submit the statements of witnesses P-1370, P-1393 and P-1416, along with supporting documents, in lieu of their live testimony.
Witness P-1393 alleged that police officers in San Jose del Monte City, Bulacan killed an unarmed man who did not resist arrest. He also cited allegations that officers planted drugs, a fi***rm and money on the victim to stage self-defense.
P-1393 also described alleged changes in police operations after Duterte became president, including an alleged preference for killings over arrests to meet quotas, as well as the lack of disciplinary action against officers involved in the killing.
The prosecution said the testimonies could help establish an alleged policy to “neutralise” suspected criminals through violent crimes, including murder. It argued that admitting the statements would expedite proceedings and would not prejudice Duterte’s rights.
The request remains pending. The Oct. 12 filing contains no ruling on whether the ICC judges will admit the three witnesses’ recorded testimonies as evidence. | via Eon Sanchez, ABS-CBN News
